GOVERNOR MURPHY CAME OUT WITH AN EXECUTIVE DIRECTIVE, AND IT'S NOW IN STATE STATUTE WHERE HE BANNED THE SALE OF VAPING PRODUCTS. ESTABLISHMENTS ARE NOT ALLOWED TO MARKET TO YOUTH. THEY'RE NOT ALLOWED TO OFFER FREE INCENTIVES. SO THERE'S ALL THESE DIFFERENT STIPULATIONS AND THAT STATE STATUTE, BUT IT'S NOT REFLECTED IN ANY OF OUR ORDINANCES. SO THAT'S WHAT WE WANT TO INCORPORATE. AND IF THESE ESTABLISHMENTS ARE SELLING PRODUCTS WITH VAGUE INGREDIENTS, FOR EXAMPLE, LIKE CERTAIN SHROOMS, THERE ARE OTHER EXAMPLES OF OF CANDY AND OTHER SNACKS, FOR EXAMPLE, WHERE IT'S NOT CLEAR WHAT WHAT IS REALLY IN THE INGREDIENTS, OR IF THE SUPPLIER IS NOT LICENSED. SO IT'S KIND OF LIKE A CIRCULAR THING. AND SO WE NEED TO TAKE CONTROL OF ENFORCEMENT JUST TO KEEP SOME OF THESE PRODUCTS THAT ARE DANGEROUS OUT OF THE HANDS OF YOUTH. SO I'LL JUST KIND OF HIGHLIGHT THAT, BECAUSE THAT'S NOT SOMETHING I USUALLY GO OVER IN THE ORIENTATION WITH THE BOARD. AND YOU KNOW, WE ARE, YOU KNOW, WORKFORCE OF 7.5 FTE PUBLIC HEALTH EMPLOYEES. AND WE HAVE CHANGED OUR OUR HEALTH DEPARTMENT STAFFING HAS CHANGED TREMENDOUSLY SINCE WHEN I STARTED 11 YEARS AGO. SO AND, YOU KNOW, WE ANTICIPATE THE DEPARTMENT CHANGING AND EVOLVING EVEN MORE IN THE COMING YEARS. BUT THE THE DOCUMENT, IT OUTLINES OUR PROFESSIONAL REQUIREMENTS. AND THESE ARE, YOU KNOW, REQUIREMENTS THAT COME DOWN FROM THE NEW JERSEY STATE DEPARTMENT OF HEALTH AND OUR ASSOCIATIONS, PROFESSIONAL ASSOCIATIONS THAT WE ARE A PART OF TO MAINTAIN OUR HEALTH OFFICER LICENSURE. WE HAVE NEW HOUSING DEVELOPMENTS. WE HAVE THREE LARGE WE WILL HAVE THREE LARGE SCALE GROCERY STORES. SO THERE IS AN INCREASE IN THE DEMAND FOR ENVIRONMENTAL SERVICES. AND THEN IN TERMS OF COMMUNICABLE DISEASE, WE ARE ANTICIPATING A RISE IN THE NUMBER OF HEALTHCARE FACILITIES IN TOWN. WE HAVE A ASSISTED LIVING DEVELOPMENT COMING INTO TOWN. WE NOW HAVE A FULL TIME KINDERGARTEN PROGRAM, WHICH WE DIDN'T HAVE BEFORE. SO THAT THAT IS WORK THAT FALLS ON THE PUBLIC HEALTH NURSE IN TERMS OF COMMUNICABLE DISEASE INVESTIGATIONS, OUTBREAK MANAGEMENT, INFECTION CONTROL AND INFECTION CONTROL TRAINING ACTIVITIES. AND THESE ARE ALL THINGS THAT WE WEREN'T DOING AS MUCH IN THE PAST. AND THAT'S THAT'S ALSO DUE TO MORE STRINGENT REQUIREMENTS FROM THE STATE DEPARTMENT OF HEALTH. SO WE HAVE TO STAY WITHIN THEIR TIMEFRAMES OF CONDUCTING THESE INVESTIGATIONS AND COMMUNICATING WITH WITH THE STATE AND OUR OUR COMMUNITY SITES IN TOWN. AND THAT'S THIS IS THE BEST WAY THAT WE CAN PREVENT FURTHER SPREAD OF DISEASE. BUT, YOU KNOW, IT'S GOING TO REQUIRE MORE CONVERSATIONS ABOUT FUNDING RELATED ISSUES. THE OTHER THING WAS ABOUT, YOU KNOW, WE'VE BEEN TRANSITIONING OVER TO ELECTRONIC LICENSING SYSTEMS. AND SO THERE IS A NEED TO CONDUCT, YOU KNOW, MORE OF LIKE AN ANALYSIS ON, YOU KNOW, ARE WE ARE OUR SYSTEMS SET UP TO BE TO OPERATE EFFICIENTLY OUR WORKFLOWS OF THE SYSTEMS DESIGNED TO HELP. THIS IS A GROWING AREA OF NEED THAT WE'RE SEEING IN TOWN, AND THEN WE'RE WE ARE MOVING TO TO A POINT WHERE WE NEED TO PLAN AND COORDINATE COMMUNITY SUPPORT DRIVES. WE DON'T WE DON'T HAVE A COORDINATION ELEMENT IN TOWN. EVERYBODY'S KIND OF DOING THEIR OWN THING IN TERMS OF FUNDRAISING OR CONDUCTING DRIVES. WE HAVE A GROWING NEED FOR AND REQUESTS FROM THE COMMUNITY FOR, FOR VOLUNTEER OPPORTUNITIES. YOU KNOW, THERE ARE EVEN I'M I'M SEEING MORE REQUESTS FROM [00:25:04] OUR STUDENTS THAT ARE GOING ON TO MAJOR IN PUBLIC HEALTH AND WANT TO COME BACK, AND THEY WANT TO, YOU KNOW, EITHER INTERN WITH US OR VOLUNTEER WITH US. SO THERE IS A GROWING NEED, NOT ONLY FROM UNDERGRADUATE STUDENTS, BUT HIGH SCHOOL STUDENTS ON MORE YOUTH FOCUSED, SERVICE FOCUSED VOLUNTEER PROGRAMS AND PROJECTS. AND SIMILARLY, THERE'S ALSO, YOU KNOW, A NEED AMONGST SENIOR CITIZENS AND SENIORS FOR ALMOST LIKE A SENIOR VOLUNTEER CORPS. SO, YOU KNOW, THIS IS ALL KIND OF FALLING IN LINE WITH YOUR HUMAN SERVICES NEEDS. SO I JUST WANTED TO HIGHLIGHT THAT BECAUSE IT'S IMPORTANT FOR THE BOARD OF HEALTH TO BE AWARE OF WHAT ARE THE CORE REQUIREMENTS OF A HEALTH DEPARTMENT VERSUS WHAT ARE THE THE NEEDS THAT ARE EMERGING IN THE COMMUNITY THAT ARE MORE SOCIAL SERVICES, HUMAN SERVICES BASED? IT DIDN'T TURN OUT TOO WELL FOR US, BUT THAT'S OKAY. THAT'S A START. SO REALLY FOCUSING ON EQUITY, AND I THINK EQUITY IS A HUGE IMPORTANT COMPONENT OF ANYTHING THAT WE'RE GOING TO DO IN MONTGOMERY, BECAUSE WE HAVE A LOT OF TIMES AN AUTOMATIC ASSUMPTION IN MONTGOMERY THAT THE AVERAGE PERSON IS OF A CERTAIN INCOME LEVEL WITH A CERTAIN LEVEL OF EDUCATION, ETC. AND THERE IS A LOT OF DIVERSITY IN THIS TOWNSHIP. AND IF WE DON'T FOCUS ON EQUITY IN OUR PLANNING, THAT WE ARE GOING TO HARM THE WORST CASE, BUT ESPECIALLY HINDER HEALTH FOR THE MOST VULNERABLE PARTS OF OUR OUR COMMUNITY. I DO HAVE A FEW CONCERNS THAT YOU'VE ALREADY HIGHLIGHTED, SO I JUST I WON'T GO THROUGH THOSE AGAIN. BUT ONE IS THE NUMBERS GAP IN TERMS OF THE THE THE DIFFERENCE BETWEEN WHAT YOU NEED AN FTE TO MEET CAPACITY VERSUS THE FTE THAT WE ACTUALLY HAVE NOW. SO WE'RE DOWN TWO FTE, WHICH IS I KNOW IT SOUNDS A LITTLE, BUT THAT'S A HUGE NUMBER. IT'S VERY BIG. IF YOU THINK ABOUT EACH PERSON WORKING 40 HOURS A WEEK OVER 50 WEEKS A YEAR, THAT'S A HUGE DIFFERENCE IN JUST CAPACITY. THE OTHER GAP THAT I SAW WAS SOME COMPETENCY GAPS THAT YOU'VE MOVED TO, AND I REALLY COMMEND YOU FOR HAVING PLANS TO ADDRESS ALL OF THOSE THINGS. AND YOU'VE NAMED A COUPLE OF THE BARRIERS AND INHIBITORS TO MEETING SOME OF THE GOALS AND FUTURE CONSIDERATIONS YOU HAVE. AND I WANT TO JUST SAY THAT AS A BOARD OF HEALTH, I THINK WE ARE ALL EAGER TO HELP ADDRESS SOME OF THOSE BARRIERS AND INHIBITORS THAT WE CAN WITHIN THE TOWNSHIP. AND IT'S NOT EVEN JUST FOR FROM THE SENIOR SIDE. IT'S ALL POPULATIONS. SO, YOU KNOW, SO YOU KNOW, RETAIL FOOD ESTABLISHMENTS IS ONE. WE'RE CONDUCTING KEY INFORMANT INTERVIEWS WITH SELECT [00:55:02] STAKEHOLDERS THAT SERVE SENIORS, THAT SERVE KEY POPULATIONS IN TOWN, VULNERABLE POPULATIONS. I THINK WE'VE CONDUCTED OVER 30, 33 KEY INFORMANT INTERVIEWS. SO IT'S A LOT OF QUALITATIVE DATA TO CODE FOR. BUT WE WILL BE EVENTUALLY PRESENTING ALL OF THAT DATA TO YOU GUYS. AND IF AGAIN, IF YOU KNOW OF ANY KEY INDIVIDUALS OR GROUPS, IF THERE'S SOMEBODY WHO HAS INFORMATION OR THEY'D LIKE TO TALK TO SOMEONE AT THE TOWNSHIP ABOUT THEIR TRANSPORTATION CHALLENGES OR ANY BARRIERS THAT THEY'RE EXPERIENCING, HAVE THEM REACH OUT TO TO ME AT THE HEALTH DEPARTMENT. THE OTHER THING WAS WE DID WE DID DO OUR OUTREACH EVENTS AT SOME OF OUR AFFORDABLE HOUSING SITES, IN PARTNERSHIP WITH THE FOOD PANTRY AND THE FOOD BANK. AND, YOU KNOW, ANYTIME WE HAVE SNACKS AND FOOD WITH US, IT'S ALWAYS A GREAT EVENT. SO WE WE USUALLY GET EVERYBODY TO COME OUT. AND IT'S ALSO IT GIVES US AN OPPORTUNITY TO SHARE MORE IMPORTANT HEALTH INFORMATION. AND EVEN HAVING ELLEN ROBBINS THAT'S SOME OF THOSE EVENTS HELPS, BECAUSE SHE KNOWS A LOT OF THESE PEOPLE VERY CLOSELY. AND THERE ARE OTHER NEEDS, YOU KNOW, THAT THAT THEY NEED HELP WITH. AND WE'RE ABLE TO BETTER IDENTIFY AND CONNECT THEM TO SOME RESOURCES AS WE AS WE DEVELOP AND AS WE HAVE MORE TOUCH POINTS WITH THEM. SO RELATIONSHIP BUILDING IS VERY IMPORTANT WITH THESE COMMUNITIES BECAUSE THERE IS A, YOU KNOW, THERE'S SOME VERY VULNERABLE PEOPLE THAT THAT NEED HELP.
