IN THE SUMMER OF 2003 AND 2004, RESPECTIVELY, HE SERVED AS A SPECIAL ONE AND THEN A SPECIAL TWO POLICE OFFICER WITH THE SEASIDE PARK POLICE DEPARTMENT. I COULD SAY HIS INSTITUTIONAL KNOWLEDGE AND HIS EXPERIENCE CANNOT BE REPLACED. AND HE WILL BE MISSED. THANK YOU. THANKS. OKAY. PROCLAMATION HONORING POLICE SERGEANT RYAN [3. Proclamation - Recognizing Sergeant Ryan Gray for Years of Service ] GRAY FOR THE YEARS OF DEDICATED SERVICE WITH THE MONTGOMERY TOWNSHIP POLICE DEPARTMENT. WHEREAS THE COMMUNITY POSSESSES NO GREAT TREASURE THAN THE DEDICATED SERVICE OF ITS STEADFAST AND DEVOTED EMPLOYEES. AND WHEREAS POLICE SERGEANT RYAN GRAY HAS SERVED THE MONTGOMERY TOWNSHIP COMMUNITY AS A DEDICATED MEMBER OF THE MONTGOMERY POLICE DEPARTMENT FOR 20 YEARS, DEMONSTRATING UNWAVERING COMMITMENT TO THE PUBLIC SAFETY AND COMMUNITY WELL-BEING. WHEREAS SERGEANT GRAY HAS DEDICATED COUNTLESS HOURS TO TRAINING, MENTORING NEW OFFICERS AND FOSTERING POSITIVE RELATIONSHIPS WITHIN THE COMMUNITY, CONTRIBUTING TO ENHANCED QUALITY OF LIFE FOR ALL CITIZENS. NOW, THEREFORE, BE IT PROCLAIMED THAT I, MAYOR SINGH, AND THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF MONTGOMERY COUNTY OF SOMERSET, NEW JERSEY, ON THIS 19TH DAY OF SEPTEMBER 2024, HEREBY RECOGNIZE SERGEANT RYAN GRAY FOR HIS DECADES OF DEDICATED CIVIL SERVICE TO THE MONTGOMERY TOWNSHIP COMMUNITY AND EXTEND SINCERE GRATITUDE, CONGRATULATIONS, AND WELL WISHES ON BEHALF OF ALL CITIZENS OF THE TOWNSHIP. ON HIS RETIREMENT. SERGEANT GRAY IS WITH US TONIGHT. OH SERGEANT GRAY HAS SERVED WITH DISTINCTION WITH THE MONTGOMERY TOWNSHIP POLICE DEPARTMENT FROM 2004 TO SEPTEMBER 1ST OF 2024. PRIOR TO BEING HIRED BY MONTGOMERY TOWNSHIP, SERGEANT GRAY SERVED AS A POLICE OFFICER WITH THE NEW HANOVER AND NORTH HANOVER POLICE DEPARTMENTS. DURING HIS CAREER, SERGEANT GRAY SERVED IN THE PATROL DIVISION. DETECTIVE [00:10:05] BUREAU, ADMINISTRATIVE DIVISION. HE SERVED AS A FIELD TRAINING OFFICER, A FIREARMS RANGE INSTRUCTOR, RADAR INSTRUCTOR, AS WELL AS A MANDATORY AGENCY TRAINING INSTRUCTOR FOR FIREARMS PURSUIT DRIVING, USE OF FORCE AND DOMESTIC VIOLENCE AS A FIELD TRAINING OFFICER. SERGEANT GRAY WAS RECOGNIZED AS A LEADER THROUGH THE PRODUCTION OF EXCEPTIONALLY SAFE, PROACTIVE, AND EFFECTIVE OFFICERS. MANY OF THEM WORKING WITH US TODAY, EARNING THE RESPECT OF HIS PEERS AND HIS SUPERVISORS. SERGEANT GRAY CONSISTENTLY PRODUCED VISIBLE RESULTS IN TRAFFIC ENFORCEMENT, CRIMINAL ARRESTS, AND THE ABILITY TO HANDLE COMPLEX AND SERIOUS INVESTIGATIONS, BOTH AS A PATROL OFFICER AND ALSO AS A DETECTIVE. SERGEANT GRAY BROUGHT POSITIVE ACCREDITATION TO OUR POLICE DEPARTMENT THROUGH HIS DWI ENFORCEMENT AND HIS EFFORTS WITH MOTHERS AGAINST DRUNK DRIVING, AND ASSUME MAJOR ROLE IN EVERY 15 MINUTES PROGRAM AIMED AT THE EDUCATION AND COMBATING YOUTH DRUNK DRIVING. IN 2009, SERGEANT GRAY WAS CHOSEN TO REPRESENT OUR DEPARTMENT IN ASSIGNMENT TO THE SOMERSET COUNTY PROSECUTOR'S OFFICE ORGANIZED CRIME AND NARCOTICS TASK FORCE. IN SEPTEMBER OF 2021, OUR AGENCY SUFFERED THE LOSS OF 11 PATROL CARS DUE TO TROPICAL STORM IDA. THE TASK OF REPLACING THOSE VEHICLES AND FULLY EQUIPPING THOSE VEHICLES FELL ON SERGEANT GRAY. IN A TIME WHERE THERE WAS A VEHICLE SHORTAGE. SERGEANT GRAY COMPLETED THIS TASK THROUGH HIS TIRELESS DEDICATION AND COMMITMENT TO PROMOTING PUBLIC SAFETY AND SAFEGUARDING OUR COMMUNITY, WHICH ENABLED THE FLUID CONTINUITY OF PATROL OPERATIONS. IN FACT, DURING HIS TIME AS THE ADMINISTRATIVE SERGEANT, HE BUILT 17 COMPLETE PATROL VEHICLES IN TOTAL, ONE OF WHICH WAS ON DISPLAY AT THE 2023 POLICE SECURITY EXPO IN ATLANTIC CITY. I CAN GO ON AND ON WITH THE POSITIVE IMPACTS THAT SERGEANT GRAY HAS MADE TO OUR DEPARTMENT. RYAN, WE WILL MISS YOUR UNFAILING DEDICATION TO THIS POLICE DEPARTMENT AND COMMUNITY. YOU HAVE ACCOMPLISHED SO MUCH OVER THE CAREER, AND WE TRULY APPRECIATE ALL THE EFFORT AND DEDICATION. TONIGHT WE ARE CELEBRATING NOT ONLY YOUR RETIREMENT, BUT THE MARK YOU LEFT ON THIS POLICE DEPARTMENT AND THE BEGINNING OF A NEW CHAPTER OF YOUR LIFE. THANK YOU FOR YOUR POSITIVITY, YOUR HARD WORK AND YOUR SUPPORT. WE WISH YOU SUCCESS AND HAPPINESS AND ALL THE BEST FOR A WONDERFUL, WELL EARNED AND WELL-DESERVED RETIREMENT. GRAY, IF YOU WOULD STAY THERE FOR THE PROCLAMATION. THANK YOU. ALL. THERE'S SOMEONE HERE WITH. ME RIGHT THERE. I DON'T WANT TO STAND UP AGAINST YOU. ARE YOU. ARE YOU GOING TO GET HIM? YEAH. BRING THE CAPTAIN IN HERE TOO. YES. YEAH. PLEASE. OKAY. THERE WE GO. THERE YOU AR. GREAT GOT IT. ALL RIGHT. THANK YOU ALL. I APPRECIATE IT. COME OKAY. WE NOW HAVE A [4. Presentation - Eagle Scout Project - Abhitej Kanuri - Interpretive Signage for Stonebridge Trails ] PRESENTATION OF AN EAGLE SCOUT PROJECT. INTERPRETIVE SIGNS FOR STONEBRIDGE TRAIL. IF YOU'D COME TO THE PODIUM. COME ON. I'M WAITING FOR THE SCREENS TO COME ON IN THE TOURNAMENT ROOM. OH YEAH, YOU KID. IT JUST MOVES AROUND. OH, YOU CAN JUST USE THE. OH, YOU WANT TO USE. YOU WANT TO USE ONE OF THOSE AND SIT OR DO YOU HAVE TO OPEN A COMPUTER. SORRY, BUT YEAH. OKAY IS IT EASY? YOU'VE DONE IT. OKAY. YOU GOT IT, I GUESS. THERE WE GO. OUR OUR DEDICATED POLICE OFFICERS. SO YOU GOT THAT DONE. SO I'M GOING TO ASSIST HIM WITH THE SLIDE PRESENTATION. OKAY. SOUNDS GOOD. SO FOR ABOUT THE LAST MONTH OR SO I'VE BEEN WORKING ON, YOU WANT TO GET [00:15:09] CLOSER TO THE MIC? WE CAN MAKE IT. YEAH. GO HIGHER ON IT. IT'S A LITTLE BETTER. YEAH, THIS IS MUCH BETTER. OKAY SO FOR THE LAST MONTH OR SO, I'VE BEEN WORKING WITH LAUREN MASLOWSKI IN THE OPEN SPACE TO DEVELOP A PROPOSAL FOR AN EAGLE PROJECT. OKAY. AND WHAT WE SETTLED ON WAS TO DO SOME WORK ON THE MONTGOMERY TRAIL PROPERTY IN STONEBRIDGE TRAILS. SO WE WERE GOING TO ADD FIVE INTERPRETIVE SIGNS, WHICH WOULD BE ALUMINUM SIGNS SIMILAR TO KIND OF FILM OR TO WHAT WAS IN HOBLER PARK. AND THEN ALSO ADDING TRAIL MARKERS, BECAUSE A LOT OF THE TRAIL MARKERS ON THAT AREA, EITHER THEY'RE NOT ON BOTH SIDES. SO IT'S HARD. YOU CAN ONLY SEE THEM FROM ONE SIDE OR THEY'RE IN AREAS THAT ARE HARD FOR HIKERS TO SEE. OKAY. SO THIS IS JUST A LIST OF THE FIVE TOPICS FOR THE SIGNS. WE'RE STILL WORKING TO FINALIZE THE CONTENT ITSELF, BUT THE FIRST ONE. SO THE FIRST TWO, WE'RE LOOKING AT TRYING TO PUT THOSE NEAR THE START OF THE ORANGE TRAIL. SO WHEN YOU GO ONTO MONTGOMERY ROAD AND YOU TURN INTO STONE BRIDGE FROM THERE. OKAY, SO FIRST WOULD BE A MAP WITH THE DESCRIPTION OF THE DIFFERENT FEATURES IN THE AREA. THE TWO TRAILS AND LIKE THE STONEBRIDGE COMMUNITY AND THE 1860S HOUSE. THEN ANOTHER ONE NEAR THAT FOR A HISTORY OF THE TRAIL. AND HOW IT BECAME OPEN SPACE TO KIND OF HIGHLIGHT WHAT THE OPEN SPACE DOES, AND PRESERVING LAND. THEN THE OTHER THREE, A LITTLE DEEPER IN THE TRAIL. SO ONE OF THEM WILL BE ABOUT BEETONS BROOK AND ITS WATER CONFLUENCE WITH MILLSTONE RIVER AND ABOUT, BASICALLY THE WATER FEATURES IN MONTGOMERY AND HOW THEY SHAPED GEOGRAPHY. THEN THE VIRGINIA BLUEBELLS, THIS IS SOMETHING THAT LAUREN AND CLEM FIORE SUGGESTED BECAUSE THEY'RE TALKING ABOUT A VERY NICE FIELD OF BLUEBELLS, BUT MOST PEOPLE DON'T GET TO SEE THEM BECAUSE YOU HAVE TO BE THEIR SPECIFIC PLACE, SPECIFIC TIME OF YEAR. AND THEN THE FIFTH ONE, WE'RE GOING TO LOOK AT SOME OTHER FLORA AND FAUNA THAT ARE IMPORTANT TO THE ECOSYSTEM THERE AND JUST, MAKE SOMETHING SHOWCASING SOME OF THEM. AND THEN YEAH, IF YOU CAN GO TO THE NEXT ONE. SORRY. YEAH. THIS IS WHAT WAS DONE IN HOPLER PARK ABOUT A YEAR AGO. SO THEY'RE GOING TO LOOK KIND OF SIMILAR. OBVIOUSLY THE CONTENT WILL BE DIFFERENT. AND THEN FOR TRAIL MARKERS THESE ARE THE PRETTY STANDARD MARKERS THAT THE OPEN SPACE USES. OKAY. SO, WE'RE GOING TO GET MORE OF THEM AND THEN THEY'RE ESSENTIALLY NAILED ONTO EITHER A POST OR, INTO A TREE. OBVIOUSLY NOT NAILED TOO THICK AS TO HARM THE TREE, BUT WE JUST WANTED TO ADD MORE TO MAKE THE MARKINGS A LITTLE CLEARER, ESPECIALLY IN SOME PLACES WHEN THERE'S A CROSSROADS. BUT IT'S UNCLEAR WHICH SIDE ACTUALLY LEADS TOWARDS THE TRAIL. AND THEN FOR THE TIME FRAME, WE PLAN TO START ON OCTOBER 6TH AND PRETTY MUCH GO TO SUNDAYS DURING OCTOBER, DEPENDING ON THE WEATHER, OBVIOUSLY. AND THEN WE'RE GOING TO STICK TO SUNDAYS TO AVOID HUNTING SEASON. OKAY. THAT MAKES SENSE. SO I THINK THAT'S ALL ABOUT THE PROJECT. ARE THERE ANY QUESTIONS FROM THE COMMITTEE? I JUST WAS FASCINATED BY THE BLUEBELLS AND LOOKS LIKE COMMITTEE WOMAN KNOWS WHERE THEY ARE, BUT SHE NEVER TOLD ME. SO IF YOU COULD LET ME KNOW WHERE THEY'RE GOING TO BE, BECAUSE I WOULD BE DEFINITELY VERY INTERESTED. AND IT SOUNDS FASCINATING. I LIKE THE SIGNS BECAUSE USUALLY MY QUESTION IS THAT DO THE SIGNS LAST, AND I'M SEEING A SIGN WHICH ACTUALLY HAS A PICTURE. SO DO YOU HAVE WAYS THAT YOU'RE GOING TO MAKE SURE THAT THEY DON'T JUST, YOU KNOW, DISINTEGRATE OR SOMETHING OVER THE YEARS. RIGHT. SO I DON'T KNOW HOW YOU GUYS DO THAT. MAYBE THERE'S SOME KIND OF SPECIAL COAT OF PAINTING OR SOMETHING, BUT THAT WOULD BE MY CONCERN BECAUSE I THINK WHAT YOU'RE DOING IS AMAZING. IT'S JUST THAT THE MAINTENANCE IS SOMETHING THAT I FEEL REALLY STRONGLY BECAUSE THERE ARE MANY SIGNS THE SCOUTS HAVE DONE THE GIRL SCOUTS, THE BOY SCOUTS, AND SOME OF THEM YOU CAN'T READ ANYMORE BECAUSE OVER THE YEARS THEY START GETTING TO, YOU KNOW, SO THAT'S MAYBE A QUESTION FOR THE TROOPS AND BUT YEAH, BUT THIS IS A FASCINATING AND I'M SURE COMMITTEE WOMAN KEENAN HAS SOME QUESTIONS. QUICK QUESTION. HOW MANY TRAIL MARKERS DO YOU THINK. OH SO YEAH THE PLAN IS TO GET 15 FOR THE BLUE TRAIL. OH, GREAT, BECAUSE THAT'S A LONGER PIECE OF THE TRAIL. AND THEN ABOUT LIKE 5 [00:20:03] OR 6 TO PUT ALONG THE ORANGE TRAIL. OKAY, THAT'S NOT AS MANY, AREAS TO GET LOST THERE. YEAH. NO. THAT'S GREAT. THOSE ARE WELL USED TRAILS THERE, TOO. GOOD. THANK YOU AGAIN. AND THANK YOU FOR THE PRESENTATION. I COULD JUST ADD ONE COMMENT ON THE SIGNAGE, IF YOU COULD JUST DOUBLE CHECK, MAYBE MISS VASILEVSKI COULD DOUBLE CHECK, OR WE COULD REACH OUT TO OUR I AND E INCLUSION AND EQUITY COMMITTEE THAT THE SIGNAGE, COLOR AND LETTER COLORING WE WANT TO MAKE SURE WE'RE TRYING TO BE INCLUSIVE IN HOW WE, WE PREPARE ALL OF OUR SIGNAGE. SO IF LIGHT WITH DARK LETTERS OR VICE VERSA AND THE SIZE OF THE FONT AND THE TYPE OF FONT THAT'S USED, THAT IT'S VERY LEGIBLE, EASILY, EASILY, EASY TO READ. YOU COULD PROBABLY GO ONLINE AND ALSO DO SOME RESEARCH, BUT WE'RE JUST TRYING TO BE MORE MINDFUL OF THAT. AND I JUST WANTED TO BRING THAT TO YOUR ATTENTION THAT THAT'S A VERY GOOD POINT. MISS AVREN IS RIGHT, BECAUSE THE MEDITATION GARDEN, YOU CAN'T READ THE SIGN ANYMORE. IT JUST BLENDED. SO I THINK THAT'S A VERY GOOD POINT. OKAY. ANY RESEARCH ON THAT WOULD BE APPRECIATED. YEAH. THANK YOU FOR YOUR TIME AND PRESENTATION. AND I'M JUST WONDERING, I WAS ASKED IF WE COULD GET SOMETHING IN WRITING FROM THE COMMITTEE SAYING LIKE, IT'S, YOU HAVE APPROVAL TO KEEP WORKING ON THIS FROM THE TOWNSHIP COMMITTEE. WE CAN GET THAT TO YOU FROM THE CLERK? YEAH OKAY. SURE. YEAH. [5. Presentation - Film Ready Towns ] THANK YOU. PLEASE OKAY, WE HAVE A PRESENTATION FILM, A FILM READY. TOWNS. DAVID SCHOENER, ASSOCIATE DIRECTOR AND MOTION PICTURE AND TELEVISION COMMISSION WITH THE NJEDA AND BANANA, SOMERSET COUNTY ECONOMIC DEVELOPMENT AND FILM LIAISON. SO I JUST WANT TO, FIRST OF ALL, COMPLIMENT MY FRIEND OVER HERE WHO'S GOING TO BE DOING HIS EAGLE SCOUT PROJECT. MY SON. I HAVE THREE, BUT ONE WENT FOR THE EAGLE SCOUT. AND WHAT HE DID IS HE ACTUALLY RENOVATED A CAREER CENTER IN OUR HIGH SCHOOL. SO IT WAS A REALLY HORRIFIC LOOKING STORAGE ROOM, AND HE MADE IT A CAREER CENTER AND THEN IN THE BASEMENT OF THE BUILDING, HE ACTUALLY PUT ALL SHELVING UNITS UP SO THAT ALL THOSE FILES THAT YOU SAVE FOR YOUNG PEOPLE WERE DOWN THERE. SO THAT'S HOW HE GOT HIS EAGLE SCOUT PROJECT. SO I JUST WANTED TO THANK HIM FOR DOING THAT. IT'S A VERY NOBLE THING, MY NAME IS DAVID SCHOENER. I AM THE ASSOCIATE DIRECTOR OF THE NEW JERSEY MOTION PICTURE AND TELEVISION COMMISSION. WE ARE A STATE AGENCY THAT IS NOW UNDER THE NEW JERSEY ECONOMIC DEVELOPMENT AUTHORITY. BANANA IS OUR FILM SECTOR LEAD OUT OF SOMERSET COUNTY. AND I THINK ONCE AGAIN, JUST TO START, I WANTED TO THANK THE, YOU KNOW, THE COMMITTEE, THANK THE TOWNSHIP POLICE. THANK EVERYBODY FOR EVERYTHING THAT YOU FOLKS DID ON THE, YOU KNOW, THE JAMES MANGOLD FEATURE FILM, A COMPLETE UNKNOWN THAT STARS TIMOTHEE CHALAMET. SO WE'RE REALLY QUITE EXCITED ABOUT IT BECAUSE, IT'S GOING TO BE, THEY'RE GOING TO BE RELEASING IT ON CHRISTMAS DAY ON DECEMBER 25TH. AND THERE ALREADY IS THIS MASSIVE OSCAR BUZZ ABOUT IT. AND SO JAMES MANGOLD, WHO'S THE DIRECTOR, DID MOVIE GIRL, INTERRUPTED. HE DID A MOVIE CALLED HEAVY COP LAND. I COULD GO THROUGH ALL THE STUFF. FORD V FERRARI. HE'S DONE, INDIANA JONES, EVERYTHING THAT JAMES MANGOLD WORKS ON AND TOUCHES IS ALWAYS NOMINATED FOR AN ACADEMY AWARD SOMEWHERE ALONG THE LINE. SO WE'RE VERY HOPEFUL ON THE STATE LEVEL THAT AS THAT HAPPENS, IT'LL BRING ATTENTION EVEN MORE SO TO ALL THE COMMUNITIES AND TO EVERYONE THAT WAS INVOLVED AND VERY STRATEGIC IN DOING THAT. SO THANK THANK THE COUNCIL AND THANK THE POLICE THAT THEY'RE NO LONGER HERE. BUT I WANTED TO THANK THEM BECAUSE EVERYONE CAME TOGETHER AND IT WAS A LITTLE BIT OF A, YOU KNOW, A LITTLE BIT OF A, YOU KNOW, WE WEREN'T PREPARED IN A WAY BECAUSE NOW THAT WE HAVE A VERY AGGRESSIVE FILM AND TV TAX INCENTIVE IN THE STATE, WE'RE GETTING MORE AND MORE FILM PRODUCTION HERE. AND BEFORE I TALK A LITTLE BIT ABOUT FILM READY, I JUST WANT TO TALK A LITTLE BIT MORE INCENTIVE. SO NOW WE HAVE AN INCENTIVE THAT INCENTIVIZES FILMMAKERS TO COME HERE. AND OUR TAX INCENTIVE IS REALLY WHAT WE CALL A JOBS BILL. IT'S ABOUT CREATING JOBS AND ABOUT HAVING PEOPLE THAT WORK IN NEW JERSEY IN THE FILM BUSINESS BE ABLE TO STAY IN NEW JERSEY AND WORK HERE. AND IT'S ALSO ABOUT THE ABILITY FOR VENDORS AND PEOPLE THAT SERVICE THE FILM INDUSTRY, BOTH VERY DIRECTLY AND ALSO ANCILLARY. MAYBE IT'S A FLORIST BALLOON COMPANY, SOMETHING LIKE THAT. ALSO TO CREATE ECONOMIC DEVELOPMENT THAT WOULD NOT TYPICALLY BE THERE, SO IT'S SOMETHING WE'RE VERY PROUD OF. I WILL TELL YOU THAT WE RECENTLY DID A SURVEY, BECAUSE WE HAD OUR EDA BOARD MEETING THIS MORNING, AND OUT OF THE TOP STATES THAT HAVE SOME SORT OF FILM AND TV PRODUCTION, CALIFORNIA HAS ABOUT 6 OR 7 PRODUCTIONS HAPPENING RIGHT NOW, NEW YORK 6 OR 7, LOUISIANA ONE, GEORGIA FIVE. AND I'M GOING TO DO A DRUM ROLL, PLEASE. NEW JERSEY HAS 12. NEW JERSEY. SO IT'S SIGNIFICANT. AND SO WHEN YOU THINK ABOUT THOSE BUDGETS AND WHAT'S GOING ON, IT'S A RADICAL CHANGE. AND WE'RE VERY [00:25:03] PROUD ABOUT THAT. WE'RE WORKING ON INFRASTRUCTURE. WE'RE WORKING ON JOB FORCE WORKFORCE DEVELOPMENT. THE GOVERNOR IS VERY COMMITTED TO DIVERSITY AS WELL AS PART OF THAT PROGRAM. WE'RE GOING TO BE WORKING THAT DOWN ABOUT YOUNG PEOPLE COMING ON, WHICH ALL KIND OF LEADS BACK TO OUR GOAL OF PREPARING MUNICIPALITIES FOR HOW TO DEAL WITH THE FILM COMPANY, HOW TO DEAL WITH HOSTING A FILM COMPANY, AND IF YOU'VE NEVER EXPERIENCED IT BEFORE, IT'S A LITTLE BIT LIKE THE CIRCUS COMING TO TOWN. AND I THINK BEN WILL PROBABLY LAUGH A LITTLE ABOUT IT, BUT A COMPLETE UNKNOWN, BECAUSE IT WAS KIND OF A LITTLE BIT LIKE THE CIRCUS CAME TO TOWN. AND SO PART OF WHAT WE DO IS IT'S A FILM READY PROGRAM. IT'S A FIVE STEP PROGRAM WHERE WE KIND OF WALK YOU THROUGH THE REQUIREMENTS AND THINGS TO BE FILM READY, AND IT'S A WAY FOR US TO EDUCATE THE COMMUNITIES, AND IT'S A WAY FOR US TO ALSO HAVE THE COMMUNITIES BE PREPARED. WHEN A PRODUCTION COMES IN. AND SO ONE OF THE STRONGEST THINGS WE DO IS ALSO TO ESTABLISH, A PARTNERSHIP WITH OUR OFFICE, WITH THE FILM COMMISSION AND WITH THE COMMUNITIES SO THAT THERE'S A CONSTANT LEVEL OF EXCHANGE. BEN IS OUR GO TO PERSON IN, IN SOMERSET COUNTY, AND HE'S BEEN REALLY STRATEGIC WITH THAT AND HELPS US INTERFACE WITH ALL WITH ALL THE MINUTIA OF THAT. SO PART OF THE FILM READY PROGRAM IS YOU ATTEND ONE OF OUR FILM READY WORKSHOPS WHERE WE DO A WORKSHOP FROM NINE TO ABOUT 1130, KIND OF WALK YOU THROUGH WHAT IT'S LIKE TO HAVE AN ORDINANCE, WHAT IT'S LIKE TO HOST ONE. I DO A PANEL DISCUSSION WHERE WE BRING IN FILM MAKERS AND KIND OF TALK ABOUT PRACTICAL STUFF THAT MAY HAPPEN AND GO ON, AND THEN ALSO WE BRING IN POLICE AND FIRE FOR THOSE COMPONENTS. AND SO IT'S A VERY HIGH LEVEL OVERVIEW OF WHAT TO EXPECT. AND THEN THAT'S STEP ONE. WE ALSO COME OUT AND WE'LL PHOTOGRAPH THE COMMUNITY BECAUSE PART OF THE PROCESS IS HAVING LOCATION PHOTOGRAPHS IN OUR DATABASE ONLINE. BECAUSE WHEN FILMMAKERS ALL OVER THE WORLD ARE THINKING ABOUT COMING INTO THE STATE, THEY GO TO OUR ONLINE DATABASE AND THEY CAN SEE WHAT'S AVAILABLE. THE OTHER ONE IS, IS GETTING BUSINESSES AS WELL. SO WE IT'S ALL ABOUT JOBS. IT'S ALL ABOUT PEOPLE. IT'S ALL ABOUT VENDORS. SO WE ASK ALSO TO HAVE A GROUP OF 5 OR 6 BUSINESSES THAT THE FILM BUSINESS CAN USE OR SERVICE SHOULD THEY COME INTO THE COMMUNITY. BEN IS VERY GREAT AT THAT BECAUSE WHEN THEY'RE THINKING ABOUT COMING INTO THE COMMUNITY, HE SUGGESTS WHERE YOU SHOULD GO TO EAT, WHERE YOU SHOULD DO THINGS LIKE THAT. SO IT'S A VERY BIG COMPONENT OF THAT. WE ASK THE MAYOR ALSO TO GIVE US A QUOTE ABOUT THE EXPERIENCE OF BEING FILM READY AND, AND IT'S A, IT'S A IT'S A PRETTY GOOD, PRETTY GOOD PROCES. AND IT JUST ESTABLISHES THE GO, THE GO BETWEEN THE BACK AND FORTH OF WHAT IT'S LIKE TO HOST IT. IT IS ONLINE. IT'S SOMETHING THAT'S AVAILABLE RIGHT NOW. WE'RE WORKING TOWARDS, FINALIZING MORE REGULATIONS AND NOT REGULATIONS IN AN ORDINANCE KIND OF WAY. BUT LIKE WHAT THE STANDARD IS TO BE TO BE FILM READY, WHAT FEES SHOULD BE WHAT NOT SHOULD BE. SO WE SHOULD THE ECONOMIC DEVELOPMENT AUTHORITY SHOULD HAVE SOMETHING READY, HOPEFULLY IN A IN A SHORT PERIOD OF TIME. AND IF BEN WANTS TO SAY ANYTHING OR ANYONE HAS ANY QUESTIONS, I, I LOVE THE TALK. AND I COULD TALK ABOUT ALL THE WONDERFULAN GIVE YOU A LITTLE MORE TREAT OF WHAT'S GOING ON RIGHT NOW. RIGHT NOW, NETFLIX IS CONSIDERED A STUDIO PARTNER WITH THE STATE OF NEW JERSEY. SO NETFLIX'S COMMITMENT, OBVIOUSLY THEY WANT TO BUILD SOMETHING DOWN TO FORT MONMOUTH, BUT NETFLIX COMMITMENT IS TO STICK PRODUCTIONS IN THE STATE. SO. RIGHT NOW WE HAVE KATHRYN BIGELOW IS HERE ON A PROJECT CALLED AURORA, WHICH IS KIND OF AN ESPIONAGE THRILLER. WE HAVE NETFLIX IS ALSO BUT HAPPY GILMORE TO I DON'T KNOW IF WE HAVE ANY HAPPY GILMORE TWO FANS IN THE IN THE. YEAH, THERE YOU GO, THEY'RE HERE AS WELL. WE HAVE MATT DAMON AND BEN AFFLECK ARE HERE ON A PROJECT CALLED RIP. AND THEN THE LAST ONE IS CLAIRE DANES ON A TV SERIES CALLED THE BEAST. IN ME. AND SO ONE OF OUR GOALS ALWAYS IS AS PART OF THIS FILM READY THING AND WHY WE WANT TO PREPARE MUNICIPALITIES THAT ARE A LITTLE BIT FURTHER OUT COMPARED TO NEW YORK CITY IS BECAUSE THE STATE AGGRESSIVELY WORKS TO MAKE SURE THAT EVERY COMMUNITY AND EVERYONE IS CAN HOST SOME FILM PRODUCTION BECAUSE OF THE ECONOMIC BENEFITS OF HOSTING THAT. WOULD YOU LIKE TO SAY, OKAY, IF YOU HAVE ANY QUESTIONS OR BEN WANTS TO. YEAH, SURE. SO, THANK YOU TO LISA AND LORI IN PARTICULAR FOR THE BOB DYLAN FILM. THEY SWOOPED IN AND HELPED GET EVERYTHING DONE. THEY DESERVE A SHOUT OUT. YES, AND AN OSCAR WHEN THEY GET IT, SO I HAVE EXAMPLES OF ORDINANCES THAT HAVE PASSED IN BERNARDS AND BEDMINSTER, SO YOU GUYS DON'T HAVE TO REINVENT THE WHEEL. THIS MEANS THAT IT'S ALREADY BEEN SORT OF ASSESSED AND REVIEWED BY THE STATE, AND IS WITHIN AN INDUSTRY STANDARD. SO YOU COULD SAVE SOME ATTORNEY TIME AND JUST SORT OF HERE WE GO, BUT OBVIOUSLY LIKE TAKE A LOOK AT IT AND THEN WE'LL LOOK AT IT AS WELL. IT'S ESSENTIALLY JUST A POSITION. MONTGOMERY IN A FAVORABLE WAY FOR FILM. SO YOU'RE NOT DOING ANYTHING THAT'S ACCIDENTALLY A DETERRENT TO FILM, BUT YOU'RE ALSO PROTECTING [00:30:02] THE TOWNSHIP. AND YOUR RESIDENTS DOING SOME DUE DILIGENCE. SO I HAVE EXAMPLES OF THOSE DOCUMENTS. AND THEN I ALSO JUST HAVE LIKE A ESSENTIALLY, YOU GIVE ME A BUSINESS LIST OF BUSINESSES THAT WOULD BE SUPPORTIVE TO FILM. SO THIS IS COFFEE SHOPS. THIS IS A HARDWARE STORE. ET CETERA, ET CETERA. IT'S AS SIMPLE AS AN EXCEL SHEET. AND I'LL GIVE YOU THAT AS AN EXAMPLE. AND THEN THE OTHER STEP IS THE LOCATION. SO THESE ARE UNIQUE LOCATIONS IN THE TOWNSHIP. THEY COULD BE BEAUTIFUL. THEY COULD BE UGLY. THEY COULD BE HISTORIC. THEY COULD BE UGLY. AND THIS IS ON UGLY BECAUSE THAT USUALLY IS ATTRACTIVE IN A LOT OF CIRCUMSTANCES. SO NOT EVERYTHING NEEDS TO BE BEAUTIFUL. IT COULD JUST BE UNIQUE, SOMETHING THAT STANDS OUT AND SOMETHING YOU WOULD BE EXCITED TO LOOK AT IN A FILM. RIGHT? SO THEN THAT'S WHAT THIS LOOKS LIKE. SO THESE ARE JUST SORT OF PAPER TO MAKE IT SEEM MORE ATTAINABLE, MORE ACCESSIBLE. IT'S NOT NECESSARILY A BIG LIFT, AND IT'S A PROGRAM THAT OBVIOUSLY MY JOB IS TO TRY AND GRAB AS MANY OF THOSE 12 PRODUCTIONS AS POSSIBLE. AND I THINK WE'VE BEEN PRETTY GOOD SO FAR. SO WE WOULD LOVE TO GET ANOTHER PRODUCTION IN MONTGOMERY AND JUST KEEP SORT OF POSITIONING YOU ALL FOR THAT OPPORTUNITY. THAT'S ALL I GOT. ANY QUESTIONS? THANK YOU. I THINK ONE OF THE THINGS THAT BEN DOES SO WELL ON THE COUNTY LEVEL IS ALSO IS WHAT THE STATE DOES ON A ON A BIGGER LEVEL IS WE REALLY TRY TO TRACK SPEND. WHAT IS THE SPEND WHAT IS. YEAH. NO, NO IT'S A BIG COMPONENT OF IT BECAUSE WHY ARE YOU DOING IT. WE'RE DOING IT BECAUSE OF JOBS. WE'RE DOING IT BECAUSE OF WHAT IS THE SPEND LOCALLY. AND, BEN DOES A VERY GOOD, IS VERY GOOD AT THAT. SO WE HAVE A LOT OF PARTNERS IN DIFFERENT COUNTIES ACROSS THE STATE. SOME ARE MORE AGGRESSIVE. HUNTERDON IS VERY AGGRESSIVE AND POSITIVE. SOMERSET IS ALSO THE SAME. I DON'T WANT TO NO DISRESPECT TO ANY OF MY OTHER COUNTIES. AND, BUT WE REALLY TRY TO TRACK THAT SO THAT WE ALL CAN SEE. AND ALSO THE CONSTITUENTS CAN SEE WHAT IS THE ECONOMIC BENEFIT OF BEING FILM READY AND HAVING THAT. SO FOR THE BOB DYLAN MOVIE, IT WAS $27,500 IN DIRECT ECONOMIC IMPACT TO MONTGOMERY FOR ONE DAY OF SHOOTING. THAT'S GOOD TO KNOW. GREAT AND THEN IT'S A LOT OF COFFEE. YES. SO THEN HILLSBOROUGH PUT TOGETHER A BROCHURE OF, LIKE, LOCAL COFFEE SHOPS, HOTELS, MARKETS, AND EVERYTHING THAT SORT OF PROXIMAL IN A 20 MILE, A 20 MINUTE RADIUS, THAT COULD BE ACCESSIBLE TO A FILM CREW. THAT 20 MINUTE RADIUS IS CRITICAL BECAUSE OF UNION HOURS AND BREAKS, I CAN SHOW YOU AN EXAMPLE OF WHAT HILLSBOROUGH PULLED TOGETHER, A LOT OF IT IS JUST SORT OF LIKE A COMMUNICATION TACTIC. AND THEN I WORK WITH THE FILM PRODUCTION TO MAKE SURE I SEE RECEIPTS AND THAT ECONOMIC IMPACT. AND THEN WE SUGGEST TO SORT OF KEEP BUSINESS IN THE COUNTY, KEEP BUSINESS IN THE TOWNSHIP, THAT THAT IS REALLY, REALLY EXCITING. YEAH SORRY. I GET TWO QUESTIONS. YES. FIRST UP, SO I KNOW THERE'S A WHOLE DATABASE WHERE PEOPLE CAN PUT IN PICTURES AND SO FORTH. YES. IS THAT SOMETHING NOW THAT'S GOING TO GET A LITTLE CURATED. AND BECAUSE IT'S THAT'S LIKE EVERYTHING IS PUT UP THERE BECAUSE I JUST DO LOOK THROUGH IT AND YOU KIND OF GET RID OF SOME STUFF BECAUSE IT MAY BE DIFFICULT TO FIND OR JUST. SO WE, WE CURATE EVERYTHING, EVERYTHING THAT'S UP. WE HAVE A WE SUBSCRIBE TO A DATABASE CALLED REAL SPROUT SCOUT, VERY HIGH LEVEL. IT'S FANTASTIC. AND SO ANYTHING THAT'S EVER UPDATED, WE HAVE TO APPROVE IT, CURATE IT BEFORE IT EVER GOES LIVE. AND SO WE DO THAT AND WE AS YOU START BECOMING FILM READY, WE'LL ACTUALLY GO THROUGH IF THERE'S PHOTOS FOR, FOR THE FOR TOWN, WE'LL GO THROUGH AND WE'LL START PULLING THEM DOWN AND START UPDATING IT. SO THAT IS PART OF THE PROCESS THAT THAT WE DO. YES. GREAT GREAT GREAT. THAT WAS ONE QUESTION. ONE YOU WANT TO TALK I'M SORRY BUT HE WENT PROCESS EXAMPLE WOULD BE YOU GIVE ME 15 LOCATIONS I WILL COME OUT WITH A PHOTOGRAPHER FROM THE STATE. WE'LL TRAVEL AROUND. WE SORT OF LIKE TO HAVE SOMEBODY FROM THE TOWNSHIP, BECAUSE THEN YOU CAN SORT OF SPEAK MORE ELEGANTLY ABOUT, REFERENCE POINTS, STORY BEHIND IT, ANY SORT OF NARRATIVE OR LIKE, THERE'S A COFFEE SHOP OVER HERE. THIS IS GREEN ACRES. THIS IS NOT GREEN ACRES. THIS IS WETLANDS THAT ACTUALLY I FOUND TO BE VERY CRITICAL INFORMATION THAT JUST SORT OF COMES ABOUT CONVERSATIONALLY. SO I'LL BRING A PHOTOGRAPHER OUT. WE'LL TRAVEL. THEY KNOW WHAT SHOTS TO TAKE. AND THEN ULTIMATELY THOSE SHOTS GET SUBMITTED TO THE STATE. THEY GET REVIEWED, THEY GET INPUTTED, AND THEY'RE SORT OF THIS LIKE CLEAN VETTING PROCESS OF IT. GREAT. AND SO AND ONCE AGAIN, WE GO BACK TO THE SAME THING IS THAT WE WANT THE ACCESSIBILITY TO BE, NO MATTER WHERE YOU ARE IN THE WORLD, THAT WE'RE OPEN FOR BUSINESS, NEW JERSEY IS OPEN FOR BUSINESS. AND ONCE AGAIN, JUST BECAUSE A LOCATION IS UP ON OUR DATABASE DOESN'T NECESSARILY MEAN THAT IT'S AVAILABLE. IT'S JUST THESE ARE SUGGESTIONS. WHAT WE TRY TO DO TO ATTRACT SOMEONE TO COME INTO THE COMMUNITY. OKAY. AND THEN MY OTHER QUESTION IS THERE USED TO BE A GRANT OR THERE WAS SOME TAX INCENTIVE, BUT IT WAS 30 MILES FROM COLUMBUS CIRCLE AND WE DON'T FIT IN THAT. SO HAS THAT BEEN CHANGED? SO THIS IS A LITTLE BIT OF A WINDED CONVERSATION. NOW WE'RE GOING TO GET INTO THE WEEDS. SO YOU KNOW [00:35:05] HERE'S THE WEEDS AND THE WEEDS OF THAT. SO RIGHT NOW THE WAY THE UNIONS WORK THAT ARE THE UNIONS WORK IS THAT THE POINT THE POINT THE YOU KNOW, THE PIN POINT IS IN COLUMBUS CIRCLE. AND SO IT'S 30 MILES. IT'S 30 MILES CIRCUMFERENCE. YOU CAN HAVE YOUR UNIONIZED FILM CREWS REPORT ANYWHERE INSIDE THAT 30 MILES AND NOT PAY THEM TRAVEL TIME. SO THE FILM BUSINESS IS ONE OF THE BUSINESSES THAT PAYS PEOPLE TO TRAVEL. SO ONCE YOU GO OUTSIDE THAT 30 MILES, EVERYONE'S ON THE CLOCK. SO AS PART OF THE TAX INCENTIVE, YOU KNOW, THE JOBS BILL, THE WHAT WE'VE DONE IS THAT, CREW AND PERSONNEL YOU GET COULD GET 35% BACK ON EVERYTHIN. BUT WHAT WE'VE DONE IS WE'VE INCENTIVIZED THE PRODUCTIONS FOR GOODS, SERVICES AND PURCHASES. IF YOU GO OUTSIDE THE STUDIO ZONE INSTEAD OF GETTING 30%, YOU GET 35% BACK. SO WE GIVE YOU A 5% BUMP UP TO GO OUT. AND THEN ON TOP OF IT, AND IT'S SOMETHING THE GOVERNOR AND THE ECONOMIC DEVELOPMENT AUTHORITY IS VERY PASSIONATE ABOUT IS THAT IF 25% OF YOUR CAST AND CREW ARE PEOPLE OF COLOR OR WOMEN OR, YOU KNOW, MINORITIES, YOU CAN GET AN ADDITIONAL 2% DIVERSITY BUMP UP AND YOU HAVE TO BE ABLE TO SHOW HOW YOU AGGRESSIVELY WORK TOWARDS THOSE UNDERSERVED COMMUNITIES BEING IN PRODUCTION. AND IT'S PART OF A BIGGER WORKFORCE DEVELOPMENT THAT WE'RE DOING WITH YOUNG PEOPLE AND WITH FOLKS IN THE STATE THAT SOUNDS REALLY EXCITING. YES, I HAVE A COUPLE OF QUESTIONS. YES. I JUST WANTED TO FIND OUT. YOU SAID THE YOUNG. SO IF THERE ARE YOUNG PEOPLE IN TOWN, IN PARTICULAR TOWN WHERE YOU'RE DOING PRODUCTION, DO HOW DO THEY GET IN TOUCH? YOU KNOW, I'M TALKING ABOUT THE YOUNG PEOPLE WITHIN THE TOWN WHO MAY WANT TO PARTICIPATE IN. SO WE DID A PSR THAT WAS AGGRESSIVE, BUT IT WAS SOMETHING VERY EXCITING. SO WE DID A PA BOOT CAMP, A PRODUCTION ASSISTANT BOOT CAMP. OKAY WHERE WE FLEW OUT, TWO TRAINERS FROM THE BUSINESS, 30 YEARS INSTITUTIONAL KNOWLEDGE TRAINING, PRODUCTION ASSISTANTS AT RARITAN VALLEY COMMUNITY COLLEGE. SO WE HAD 30 STUDENTS MATRICULATE THROUGH THE PROGRAM FROM THEIR FILM, FROM THEIR FILM FILM DEGREE AT RVC AND THEN THEY COMPLETED THIS. IT WAS EXPERIENTIAL, PRACTICAL, HANDS ON, TWO DAY INTENSIVE. AND THEN, IT WAS PAID FOR THROUGH A INNOVATION GRANT WITH RVC. AND THEY ARE NOW THESE STUDENTS HAVE GRADUATED WITH THE PA CERTIFICATE, AND THEY'RE GOING TO BE REGISTERED WITH THE STATE FOR FREE. SO THEY'LL BE OPEN TO WORK AS WORK COMES AND THEN THIS IDEA OF SORT OF PULLING PRODUCTIONS TO, SOMERSET COUNTY IS TO SORT OF FEED THAT PURPOSE OF LIKE, WE HAVE THESE FILM PROGRAMS, WE HAVE THESE STUDENT, AND WE NEED TO GIVE THEM THAT INITIAL OPPORTUNITY. AND RVC IS A DESIGNATED HISPANIC INSTITUTION, I'VE WITNESSED MY OWN SELF FROM BEING AN INTERNSHIP. PROGRAMS ACCESS LIMITATIONS AND ACCESS OPPORTUNITIES. SO THE FACT THAT WE ARE BEING VERY DELIBERATE ABOUT SORT OF SEEKING OUT STUDENTS OF COLOR AND DIFFERENT BACKGROUNDS, THAT'S THE OPPORTUNITY YOU SORT OF NEED THAT LIKE PUSH. YEAH. AND YOU WOULD GIVE US SOMETHING IF WE WANTED TO HAVE THIS WITHIN OUR TOWNSHIP THAT WE WANTED TO LET YOUNG PEOPLE KNOW THAT THIS IS AN OPPORTUNITY. SO YOU HAVE SOMETHING TO SHARE WITH US SO I CAN WE'RE PROBABLY GOING TO BE DOING THE PA BOOT CAMP AGAIN. OKAY. EVEN JUST THAT YOU DID ONE IS GOOD ENOUGH BECAUSE PEOPLE WANT TO KNOW THAT SOMETHING IS HAPPENING AND THAT, YOU KNOW, AND WE HAVE BRILLIANT, YOU KNOW, RESIDENTS OBVIOUSLY. AND YES. SO IT WOULD BE IT WOULD BE GREAT IF YOU CAN JUST SHARE WHAT YOU DID BECAUSE THERE MAY BE, YOU KNOW, STUDENTS OR EVEN OLDER WHO HAVE FILM ACADEMY OR. NO. WELL, I THINK I THINK IT'S A LITTLE BIT OF A BIGGER PICTURE. SO ONE OF THE THINGS THAT WE'RE DOING WITH THE, WITH THE PA BOOT CAMP, THERE'S MANY COMPONENTS TO THIS. AND SO THERE'S NOT IT'S NOT JUST ONE SILO. THERE'S MULTIPLE SILOS OF WORKFORCE DEVELOPMENT. SO WHAT RVC DID IS THEY SAID, HOW CAN WE AT LEAST DO SOMETHING IMMEDIATELY? HOW DO WE GET SOMETHING IN THE PIPELINE AND THROUGH THE GRANT THEY WERE ABLE TO, YOU KNOW, JUST GIVE KIDS THAT BASIC THAT TWO DAY BASIC KIND OF INSTITUTIONAL WHAT YOU NEED TO DO TO BE PREPARED AND SO ONE OF THE THINGS THAT HAPPENS IS THAT EVERYONE THAT GRADUATES FROM THE PROGRAM, THE TWO DAY PROGRAM, AND IT'S A BASIC PROGRAM, BUT THE STUDIOS, WHEN THEY'RE COMING IN, WHEN THEY ASK US FOR A LIST OF YOUNG PEOPLE THAT THEY CAN HIRE AS PRODUCTION ASSISTANTS TO START THAT, WE GIVE THEM THE LIST. WE DON'T, YOU KNOW, AS PART OF WE DON'T SAY, WELL, YOU SHOULD HIRE THIS YOUNG PERSON, BUT THESE ARE THE PEOPLE THAT ACTUALLY HAVE SOME BASIC INSTITUTIONAL KNOWLEDGE ABOUT IT. AND THEN THAT'S ALSO A BIGGER PICTURE THAT THE STATE'S WORKING ON. RIGHT. AND THEY'RE LOCAL. RIGHT. THAT'S A GOOD PART. YOU DON'T HAVE TO HAVE THEM TRAVEL ALL OVER. SO IT'S ALWAYS ABOUT LOCAL. SO WHEN, AND IT REALLY DEPENDS ON THE MAGNITUDE OF THE PRODUCTION AT THE PARTICULAR TIME. AND I'M GOING TO LIKE I SAID, I LOVE TO TALK WHEN A COMPLETE UNKNOWN WAS DOWN IN CAPE MAY, THEY WERE DOWN IN CAPE MAY FOR A WEEK. AND IT WAS KIND OF A MUCH BIGGER SCENE THAN IT WAS. EVEN THOUGH THE OVER HERE MAY SEEMED A LITTLE [00:40:04] BIT BIG, IT WAS MUCH BIGGER. SO WHAT THEY DID IS THEY WENT TO ROWAN UNIVERSITY AND HIRED SIX YOUNG PEOPLE IN THEIR FILM PROGRAM TO BE PRODUCTION ASSISTANTS FOR THAT FOR THAT PERIOD OF TIME WHEN THEY WERE DOWN THERE. AND SO WE ENCOURAGE THAT AS SOMETHING'S A LITTLE BIT THE NEED IS THERE. THERE'S IT'S TWOFOLD. IF THE NEED IS THERE, WE TRY TO PULL FROM THEM LOCALLY TO DO THAT. AND THEN ALSO WHEN A BIGGER OTHER PRODUCTIONS ARE COMING IN AND THEY'RE ASKING US, WE'RE WE'RE TRYING TO HIT OUR DIVERSITY REQUIREMENT, WE'RE TRYING TO HIT ALL THE STUFF WE GIVE THEM. THE LIST OF, YOU KNOW, OF THE YOUNG PEOPLE THAT HAVE AT LEAST HAVE THAT BASIC KNOWLEDGE OF WHAT'S GOING ON. THAT'S GREAT. OBVIOUSLY, WE WANT MONTGOMERY. MONTGOMERY YOUNG PEOPLE TO BENEFIT AS WELL. AND YEAH, YOUR OTHER WHAT YOU HAD AT SAM WAS, THE TALK OF THE TOWN. WE GOT A LOT OF TEXTS BECAUSE PEOPLE ALL THESE YOUNG LADIES WANTED TO MEET HIM TO. YEAH, WE HAD TO SAY WE DON'T HAVE ANY IN TO SO BUT YEAH, YOU MADE US REALLY POPULAR, AT LEAST WITH ALL THE YOUNG PEOPLE. THEY WERE TEXTING EVERYBODY TO FIND OUT WHERE HE WAS AND IF THEY COULD GO MEET HIM. AND I SAID, YEAH, WE'RE NOT THERE YET. SO. BUT THANK YOU SO MUCH FOR COMING. AND YOU'RE MORE THAN WELCOME. AND I AND I WOULD SUGGEST, YOU KNOW, IF SOME SORT OF OSCAR POPS UP, NOMINATION POPS UP. I WOULD HIGHLIGHT THAT HE WAS IN TOWN, YOU KNOW, AND I THINK THE COUNTY WILL THE COUNTY WILL WORK AND HELP. THE TOWNSHIP WILL DO SOMETHING. YEAH. I OWN OSCAR PARTY HERE. I'M PRETTY CERTAIN HE'S GOING TO HE'S GOING TO BE NOMINATED. BUT, I'VE SEEN SOME OF THE, THE, THE WORK THAT THEY DID. SO. YES. THANK YOU VERY MUCH FOR THE TIME. THANK YOU. GET AHOLD OF ME. BEN CAN DO THAT. AND ONCE AGAIN, THANK YOU FOR EVERYTHING YOU DID ON A COMPLETE UNKNOWN. OH, LORDY. I JUST WANTED TO ADD THAT, THE EDA HAD INVITED THE MAYOR TO ONE OF THE FILM READY WORKSHOPS, AND ON SEPTEMBER 12TH, WE SENT OUR ZONING OFFICER SLASH BUSINESS ADVOCATE, MATT GALLEN, AND HE ATTENDED IT. AND IT WAS. YEAH, HE HAS A LOT TO SAY. I COULDN'T GO AND IT'S OKAY. YOU JUST NEED SOMEONE, YOU KNOW, WE JUST WANT SOMEONE DESIGNATED FROM THE. YEAH, HE DID. AND HE WAS QUITE EXCITED. MATT GALLEN IT IS A LOT OF FUN. IT'S A LITTLE BIT SOMETIMES LIKE AS YOU EXPERIENCE THE CIRCUS COMES TO TOWN, BUT THE MORE THAT'S WHY WE WANT TO DO THE. WE WANT TO INCORPORATE YOU FOLKS INTO THE FILM READY PROGRAM SO THAT WE'RE LAYING OUT THIS FOUNDATIONAL FRAMEWORK FOR YOU. WE DO APPRECIATE IT. THANK YOU SO MUCH. THANK YOU VERY MUCH. THANK YOU. WE HAVE A SHOUT OUT TO OUR POLICE DEPARTMENT BECAUSE I KNOW THEY KNOCKED IT OUT OF THE PARK RIGHT THERE. AND YEAH, DEFINITELY REMEMBER TO THINK THAT. THANK THEM. THE MONTGOMERY PD. YES IT'S YOU KNOW AND IT'S INTERESTING BECAUSE WHEN YOU WENT OVER THERE, YOU KNOW, I HAVE FAMILY IN THE SOUTH AND I'VE LIVED IN THE SOUTH AND YOU FELT LIKE, YOU KNOW, THEY CREATED A PLACE THAT IS YOU KNOW, IN NEW JERSEY AND THAT'S AND THAT'S, YOU KNOW, IT'S DEFINITELY MAGICAL. THANK YOU. OKAY PUBLIC COMMENT. PUBLIC COMMENT. COMMITTEE MEMBER ON. YES. COMMITTEE MEMBER. KEENAN. YES MAYOR SAYING YES. OKAY RESOLUTION NUMBER 24. DASH [13. ALISA, WOULD YOU SO THIS IS A, APPLICATION FOR AN OUTDOOR ASSEMBLY FROM BRETT ZANG. THIS CAR SHOW HAS BEEN HELD HISTORICALLY, ANNUALLY. AT THIS TIME OF THE YEAR. I HAVE RECEIVED NO OBJECTIONS FROM THE POLICE DEPARTMENT, HEALTH DEPARTMENT? THE ONLY COMMENT FROM THE CODE ENFORCEMENT DEPARTMENT WAS THAT THIS IS APPROVED FOR OUTDOOR ASSEMBLY ONLY, AND NOT FOR USE IN THE HANGAR. THE HANGAR IS NOT TO BE USED DURING THIS EVENT. THE HANGAR MUST BE LIMITED TO 49 PERSON OCCUPANT LOAD DUE TO ONE MEANS OF EGRESS. OKAY. AND THEN [00:45:06] SOMEONE MAKING SURE THAT THE HANGAR IS NOT USED I GUESS. OKAY THAT'S WHAT I WANTED. THAT ON THE RECORD. OKAY. SOUNDS GREAT. THANK YOU. MAY I HAVE A MOTION? OH, I GUESS WE HAVE LIEUTENANT PERRY WITH SOME UPDATES. I GUESS THE ONLY CORRECTION I WANTED TO MAKE ON THE RESOLUTION, I BELIEVE, IS, AS IT STATES NOW, IT STATES TWO POLICE OFFICERS. OH, THE MIC SPEAKING TO THE MIC, IF YOU COULD. OH, I'M SORRY. IT SPEAKS TO TWO POLICE OFFICERS. AND THE EVENT ORGANIZER AGREED TO 400. SO WE NEED TO AMEND THA. SO I WILL AMEND. SO WE'LL ADOPT THE RESOLUTION AS AMENDED WITH FOUR PRIVATE DUTY POLICE OFFICERS. OKAY THAT'S IT. OH OKAY. THANK YOU SO MUCH. THAT'S GREAT. WE NEED 3 TO 3 TO APPROVE. RIGHT BECAUSE I DON'T LIKE APPROVING ANYTHING THAT SAYS PRINCETON. BUT I GUESS I HAVE TO MAKE AN EXCEPTION TONIGHT. YOU'RE RIGHT. OKAY. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24. DASH NINE, DASH 334, AS AMENDED. SO MOVED? YES, AS AMENDED. OKAY. THESE ARE JUST, EQUIPMENT AND VEHICLES THAT ARE NO LONGER OF USE TO THE TOWNSHIP PAST THEIR USEFUL LIFE. AND SO THROUGH THE DISPOSAL OF THE STATE RULES, WE HAVE TO AUCTION THEM OFF THROUGH THIS PROCESS. OKAY. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 20 4-9335. SO MOVED. SECOND ROLL [15. Resolution #24-9-336 - Accepting Donation of Detailing Services for One Police Department Vehicle for Breast Cancer Awareness] CALL, PLEASE. COMMITTEE MEMBER AND YES COMMITTEE MEMBER. KEENAN. YES. MAYOR SAYING YES. RESOLUTION NUMBER 20 4-9336. ACCEPTING DONATION OF DETAILING SERVICES FOR ONE POLICE DEPARTMENT VEHICLE FOR BREAST CANCER AWARENESS. OKAY. GOOD EVENING. GOOD EVENING. SO TO PUT IT IN FRONT OF YOU. ALL RIGHT. THERE WE GO. THANKS SO WE ALL KNOW THAT OCTOBER IS BREAST CANCER AWARENESS MONTH. LAST YEAR WAS THE FIRST YEAR THAT MONTGOMERY TOWNSHIP POLICE DEPARTMENT PARTICIPATED IN THE SOMERSET COUNTY PINK CAR CEREMONY, THAT IS SPONSORED BY. THE SPONSORSHIP IS BY ROBERT WOOD JOHNSON, BARNABAS AND SOMERSET, SO WHAT WE DID WAS WE WERE THINKING ABOUT EXPANDING RESOURCES. AND I BELIEVE THAT AS LEADERS, WE HAVE THE RESPONSIBILITY OF BEING LEADERS WITHIN OUR COMMUNITY, TO OUR RESIDENTS, ALSO, OUR VISITORS. BUT TO EXPAND THE LEADERSHIP, OUTSIDE OF TO OUR NEIGHBORING, COMMUNITIES IN THE REGION. SO WHAT I DECIDED TO DO WAS TO PARTNER UP WITH HUNTERDON HEALTH OUT OF HUNTERDON COUNTY, I HAD SOME DISCUSSIONS WITH, DOCTOR JENNIFER MONTEZ FROM THE HUNTERDON BREAST SURGERY CENTER WHO MADE THE CONNECTION, BETWEEN MYSELF AND PHILIPPE BEEKMAN, WHO WAS A SENIOR VICE PRESIDENT, AND KATHLEEN SELIG, WHO WAS THEIR MARKETING DIRECTOR. AND THEY WERE VERY AGREEABLE TO SPONSORING THE WRAP OF OUR, POLICE CAR LAST YEAR. WE WERE PINK HIGHLIGHTED. THIS YEAR, WE WILL HAVE A WHOLE CAR THAT IS WRAPPED IN PINK. THERE WILL BE A QR CODE ON THE CAR. IT'S ALSO SPONSORED BY HUNTERDON HEALTHCARE, WHICH WILL HAVE A DIRECT LINK TO THE HUNTERDON WOMEN'S IMAGING CENTER, WHERE PEOPLE WILL BE ABLE TO SCAN THE CODE AND DIRECTLY MAKE AN APPOINTMENT FOR SCREENING. WE KNOW THAT EARLY DETECTION IS KEY TO HAVING MORE TREATMENT OPTION, BUT ALSO HIGHER SUCCESS RATES. IN MY PARTNERSHIPS WITH PENN MED FOR OFFICER RESILIENCY AS WELL AS MENTAL HEALTH, IN THE MENTAL HEALTH POLICE DEPARTMENT PROGRAM, WE HAVE AND ALSO MY PARTNERSHIP WITH ARRIVE TOGETHER PROGRAM AND BRIDGEWAY BEHAVIOR. WE KNOW THAT IT'S A THREE PART COMPONENT. IT'S EDUCATION AWARENESS TREATMENT. AND THEN THE THIRD PART IS HEALING. SO IN MY DISCUSSIONS WITH DOCTOR JENNIFER MONTEZ, I LEARNED THAT SHE WAS THE FOUNDER OF EVOLVE PINK, WHICH IS A BREAST CANCER SUPPORT NETWORK NONPROFIT. SO WHAT WE DECIDED TO DO WAS TO INCLUDE THE LOGO OF EVOLVE PINK WITH A QR CODE TO THIS SUPPORT SYSTEM TO BRIDGE THE GAP BETWEEN TREATMENT AND HEALING. YEAH, THAT'S THAT SOUNDS REALLY GREAT. THANK YOU SO MUCH. I MEAN, WHEN ARE YOU WRAPPING THE VEHICLE? THE VEHICLE IS BEING WRAPPED THIS WEDNESDAY. OKAY, OKAY. HOW [00:50:03] LONG DOES IT TAKE A DAY A DAY, YEAH. AWESOME. WOW THAT'S GREAT OKAY. WELL THANK YOU SO MUCH. AND ALL THE WORK THAT YOU'RE DOING TO BRING HEALTH AND WELLNESS TO OUR COMMUNITY. THANK YOU. THE PERMIT IS ISSUED BY THE DIVISION OF ABC, AND IT IS A SEASONAL FARM MARKET PERMIT, WHICH ALLOWS THEM TO PARTICIPATE FROM APRIL 1ST THROUGH MARCH 31ST OF THE FOLLOWING YEAR, SELLING THEIR SPIRITS. THIS RESOLUTION HERE MEMORIALIZES THE ACTION, AND DECISIONS DISCUSSION THAT TOOK PLACE AT THE PREVIOUS TOWNSHIP COMMITTEE MEETINGS WITH ONE CONDITION WHEN THE MARKET RELOCATES INSIDE THE MUNICIPAL BUILDING INTO THE LIBRARY MEETING ROOM, THERE WILL BE NO SAMPLING PERMITTED, DURING THAT TIME, OKAY, SO THANK YOU.
