OKAY VERY GOOD. OKAY. FIRST WE HAVE A PRESENTATION. GIRL SCOUT GOLD AWARD PROJECT. MALIKA.

[1. Presentation - Girl Scout Gold Award Project - Mallika Vellore]

VALERIE PLEASE COME TO THE PODIUM AND PRESENT. OKAY. I GUESS WE CAN'T SEE IT. OH, WE CAN SEE IT. SORRY. YEAH, WE CAN SEE. WE CAN SEE IT. RIGHT? DOES IT SHOW UP ON THE VIDEO? ON THE CAMERA? NO, IT WILL NOT. OH, HOW DO WE DO THAT, ACTUALLY, MALIKA, IF YOU WANT TO SHOW THE. IS IT THE SAME? PRESENTATION AS YOUR, AS YOUR A LITTLE BIT DIFFERENT. OKAY. SO YOU CAN FACE THAT OUTWARD AND THEN TALK TO THE PRESENTATION. IT'S SIMILAR TO WHAT YOU HAVE ON THE DAY. YEAH.

THAT IT WILL COME INTO THAT WILL BE FINE IF YOU TURN IT AROUND AND YOU CAN TALK OFF YOUR PAMPHLET IF YOU WOULD BE GOOD. AND THEN YOU HAVE TO TALK INTO THE MICROPHONE TOO. SO EVERYTHING PICKS IT UP. YOU CAN STAND AT THE PODIUM. THAT'S FINE. YEP. JUST MAKE SURE YOU INTRODUCE YOURSELF ONCE MORE. YEAH. OF COURSE. SO HI. MY NAME IS MALIKA VELOUR. I'M CURRENTLY A RISING SENIOR AT MONTGOMERY HIGH SCHOOL, I'M PART OF GIRL SCOUT TROOP 60193, AND I'M HERE TO TALK TO YOU ABOUT MY GIRL SCOUT GOLD AWARD. SO MY GOLD AWARD FOCUSES ON RAISING AWARENESS ON THE BENEFITS OF NATIVE PLANTS, ESPECIALLY HERE IN NEW JERSEY. AND ITS OVERALL GOAL IS TO ENCOURAGE HOMEOWNERS TO GO OUT AND PLANT NATIVES IN THEIR BACKYARD. SO THE REASON I WANTED TO DO THIS SPECIFIC PROJECT IS BECAUSE AS I'M SURE WE ALL KNOW, GLOBAL WARMING IS A VERY PREVALENT PROBLEM, ESPECIALLY IN THE UNITED STATES AND A LOT OF PEOPLE FEEL AS IF THERE'S NOTHING THEY CAN REALLY DO WITHOUT MAKING MAJOR LIFESTYLE CHANGES, WHEN REALLY THAT'S NOT THE CASE. SO NATIVE PLANTS ARE INDIGENOUS SPECIES. THEY'VE ADAPTED TO THE SOILS AND CLIMATES OF SPECIFIC ECOSYSTEMS FOR HUNDREDS OF YEARS, SO EVEN PLANTING A FEW OF THEM CAN PROVIDE MANY, MANY BENEFITS TO THE ENVIRONMENT, AS PART OF MY PROJECT, I HAVE COLLABORATED WITH THE SOURLAND CONSERVANCY TO CREATE A BLOG THAT BASICALLY GIVES INSTRUCTIONS TO HOMEOWNERS ON HOW THEY CAN START PLANTING NATIVES. I ALSO DID AN INTERVIEW WITH A MAN NAMED IAN BURROW.

HE'S AN EX ARCHEOLOGIST AND HE CREATED THIS BEAUTIFUL NATIVE PLANT MEADOW IN HIS BACKYARD.

HIS STORY IS A WONDERFUL INSPIRATION FOR MANY OTHERS WILLING TO START THAT JOURNEY AS WELL, MY BLOG ALSO INCLUDES STEP BY STEP INSTRUCTIONS ON HOW PEOPLE CAN IDENTIFY BY PLANT AND CARE FOR NATIVE PLANTS. AND I ALSO CREATED THIS PAMPHLET RIGHT HERE, AND IT HAS SOME INFORMATION ABOUT MY PROJECT. THE BENEFITS NATIVE PLANTS CAN HAVE. AND IT ALSO HAS SIX VERY COMMON AND VERY EASY TO TAKE CARE OF NATIVE PLANTS THAT WOULD BE AMAZING IN CENTRAL JERSEY. SO OVERALL, THE REASON I'M HERE PRESENTING TO YOU ALL IS BECAUSE EVEN THOUGH GLOBAL WARMING SEEMS TO BE VERY SCARY, IT'S IMPORTANT FOR ALL OF US TO KIND OF TAKE ONE STEP FORWARD. AND NATIVE PLANTS ARE A WONDERFUL WAY TO DO THIS. SO I HOPE THAT YOU'LL ALL CHECK OUT MY BLOG, READ THROUGH MY PAMPHLET, SPREAD THE WORD ABOUT MY PROJECT, AND I ALSO HOPE YOU CONSIDER PLANTING NATIVE PLANTS AS WELL. THANK YO. DO YOU WANT TO SAY ANYTHING? YEAH, YEAH, I JUST WANTED TO SAY THIS. THIS IS A GREAT PROJECT AND I'M SURE COMMITTEEWOMAN KEENAN WOULD HAVE SOME IDEAS.

SHE'S SHE'S PASSIONATE ABOUT NATIVE PLANTS, AND I KNOW THAT THERE IS A WHOLE PROJECT THAT WE ARE DOING IN THE FRONT OF THE BUILDING, SO I'LL LET HER SPEAK ON THAT AS WELL. BUT THANK YOU SO MUCH FOR, COMING UP WITH THIS PROJECT. AND YOU KNOW, GETTING US ALL INVOLVED AND BUILDING AWARENESS. THANK YOU. THANK YOU SO MUCH FOR HAVING ME. THIS IS THIS IS AWESOME. IN FACT, WHEN THE ENVIRONMENTAL COMMISSION, ONE OF OUR MEMBERS IS, HAS PUT SOMETHING INTO HIS BACKYARD THIS

[00:05:05]

YEAR, AND WE'RE GOING TO BE DOING A SMALL PROJECT HERE ON THAT. WE ALSO HAVE A COUPLE OF OTHER AREAS THAT WE'RE FOCUSED ON AND WHAT OUR PLANS ARE. AT THE ENVIRONMENTAL COMMISSION, WE DECIDED THAT WE WANTED TO MAYBE WHEN SOMETHING WHEN THINGS COME IN IN THE IN THE FARMERS MARKET WILL HOPEFULLY COME INSIDE FOR A COUPLE OF DAYS THAT WE WANT TO DO SOMETHING ABOUT NATIVE PLANT.

AND WE'VE ALSO TALKED ABOUT DO WE WANT TO DO NATIVE PLANT SALES TO DO THIS AS WELL. SO, YOU KNOW, WE'RE SPOT ON WITH THIS, AND YOU'VE COME TO THE RIGHT PLACE FOR PEOPLE THAT ARE REALLY INTO IT. I LOOKED AT I GOT EVERYTHING EXCEPT THE HOLLY, BUT WE THERE'S A LOT OF US THAT ARE VERY PASSIONATE. I THINK YOU'RE SPEAKING TO MANY FOLKS. AND WHAT I LIKE, REALLY LIKE ABOUT THIS IS THAT IT'S IT CAN BE VERY, VERY, VERY OVERWHELMING WHEN YOU FIRST LOOK INTO IT. RIGHT. AND SO TO PUT SOMETHING TOGETHER, OR TO PUT TOGETHER, THERE'S SOME RESOURCES THAT WE'RE GOING TO BE PUTTING OUT TO WHERE YOU CAN, IT'S BASICALLY A GARDEN ALREADY, AND YOU CAN JUST KIND OF PUT IN IF YOU DON'T HAVE DEER, IF YOU DO, AND SO FORTH. SO USER FRIENDLY. AND I THINK EVERYTHING THAT YOU'RE SAYING IS SPOT ON. AND I WOULD ALSO, I'LL GIVE YOUR INFORMATION AS WELL TO THE ENVIRONMENTAL COMMISSION AND YOU'LL HAVE A LOT OF PEOPLE THAT WILL BE VERY, VERY INTERESTED IN IT. AND I ALSO WILL SEE IF I CAN CONNECT YOU IF YOU'RE INTERESTED WITH, THE GENTLEMAN WHO'S ACTUALLY DOING THE PROJECT HERE. WHATEVER. I THINK GETTING PEOPLE TOGETHER ON THIS STUFF IS IMPORTANT. AND FINALLY, SARAH ROBERTS, WHO IS ON OUR ENVIRONMENTAL COMMISSION AND SO FORTH, HAS BEEN A HUGE PROPONENT OF THIS AND HAS BEEN NATURALIZING ALL OF OUR AREAS FOR YEARS AND YEARS AND YEARS. SHE'S ONE OF MANY, BUT SHE'S, SHE'S OUR RESIDENT THAT I ALWAYS GO TO FOR THAT. SO THERE'S OTHER RESOURCES, AND I'M HOPING THAT MAYBE THIS WINTER WHEN WE BRING SOMETHING IN THAT YOU WOULD PARTICIPATE AS WELL AND LET OTHERS KNOW. SO THAT WOULD BE AN AMAZING OPPORTUNITY. THANK YOU. YEP. AND I WON'T SAY ANYTHING MORE BECAUSE I COULD GO ON.

YEAH, I WE DEFINITELY LOOK FORWARD TO I LOVE THE FACT THAT YOU HAVE SUCH COLORFUL FLOWERS IN THE FRONT, BECAUSE IF EVERYBODY KNOWS, I KEEP ASKING, CAN WE GET SOME COLORFUL FLOWERS? AND THE NATIVE ONES ARE GORGEOUS. SO THIS THIS IS REALLY NICE. I'M I'M SURE AS COMMITTEE WOMAN KEENAN SAID WE WILL BE REACHING OUT TO YOU AND THANK YOU SO MUCH FOR DOING THAT. OF COURSE. THANK YOU SO MUCH. THANK YOU. THANKS. THANKS. DO YOU HAVE THIS ELECTRONICALLY TO OKAY. IF YOU GO THERE, YOU CAN GET IT. AWESOME. SO YOU CAN GET IT ELECTRONICALLY AND WE CAN POINT

[2. Presentation - Mid-block Crosswalk - Malvern School Properties ]

PEOPLE TO IT AS WELL. GREAT. WONDERFUL. THANK YOU. THANK YOU SO MUCH. OKAY NOW WE MOVE ON TO A PRESENTATION. MID-BLOCK CROSSWALK. MALVERN SCHOOL PROPERTIES, JEFF HABERMAN, ENGINEER FOR MALVERN SCHOOL PROPERTIES, IF YOU COULD JUST LET US KNOW. THANK YOU, GOOD EVENING, MAYOR. SAYING, MISS KEENAN, NICE TO SEE YOU AGAIN. COUNCIL. MR. PITTS, THANKS FOR HAVING ME HERE TONIGHT, I DID BRING AN EXHIBIT HERE SO WE CAN DISCUSS. IT'S TURNING ON. OKAY, GREAT. IT'S GOING TO. OKAY. MY PRESENTATION WILL BE A LITTLE BIT MORE. MORE DRY THAN THAN THE LAST ONE. I'M AN ENGINEER. MAYBE YOU CAN DO SOME OF THE PLANTINGS. YOU NEVER KNOW, RIGHT? I'M A NATIVE PLANT, SO I'M HERE TONIGHT TO DISCUSS, A RESULT OF A PLANNING BOARD MEETING THAT WE HAD ATTENDED EARLIER THIS YEAR FOR THE MALVERN SCHOOL PROPERTIES, ESSENTIALLY THE CHILD CARE CENTER THAT'S LOCATED AT THE INTERSECTION OF BRECKNELL AND, GEORGETOWN, FRANKLIN TURNPIKE. AS, WE HAD DISCUSSED AT THAT MEETING, AND IT WAS WRITTEN AS A CONDITION IN THAT RESOLUTION OF APPROVAL. AND I'LL READ IT VERBATIM HERE, JUST SO EVERYBODY HAS THE INFORMATION, THE APPLICANT SHALL PROVIDE A MID-BLOCK CROSSWALK ON BRUCKNER WAY OPPOSITE THE PROPERTY SITE ACCESS OR PROXIMATE TO THAT SITE ACCESS, SUBJECT TO THE APPROVAL OF THE TOWNSHIP GOVERNING BODY, ESSENTIALLY, SINCE IT'S IN THE PUBLIC RIGHT OF WAY, IT'LL BE IT'S A PUBLIC ROADWAY. NOW, AS IT'S DEDICATED OVER FROM SHARDUL DEVELOPMENT CORPORATION, WE WOULD NEED THE GUIDANCE AND THE ACCEPTANCE OF TOWNSHIP COUNCIL FOR THAT. SO. OKAY I WOULD FIRST LIKE TO JUST START BY GIVING A BROAD OVERLAY OF THIS AREA. AND I'M HERE TO PRESENT THE INFORMATION SO THAT YOU CAN MAKE A DECISION ON WHAT YOU WOULD LIKE TO DO. RIGHT. SO, COULD YOU JUST COULD YOU JUST COULD YOU JUST HOLD FOR A MINUTE? CAN YOU MAKE SURE THAT, A COMMITTEE MEMBER CAN HEAR EVERYTHING? COMMITTEE MEMBER. BARRAGAN, CAN YOU HEAR OKAY, IT'S A LITTLE DIFFICULT, BUT. YEAH, MAYBE. YEAH. JUST LET ME PUT UP THE VOLUME. I'LL PUT THE PUSH UP THE VOLUME. OKAY. MAY I ASK A QUESTION? THIS IS FOR US. FOR INFORMATIONAL PURPOSES. WE'RE NOT MAKING NECESSARILY A DECISION ON THIS TONIGHT. THIS IS JUST A RIGHT. I KNOW YOU MIGHT WANT ONE, BUT I MEAN, IT'S JUST THAT WE HAVE A SMALL, QUORUM TODAY, SO I JUST READ IT.

YEAH. NO PROBLEM. YEAH. I DON'T EXPECT A DECISION TONIGHT. I THINK WE ALSO HAVE TO BRING THIS BACK TO THE TOWNSHIP TRAFFIC ENGINEER AND MARK HERMANN AND TALK IT THROUGH WITH HIM AS

[00:10:04]

WELL. OKAY. I THINK WE CAN GO AHEAD. SO, YEAH, I'M IN AGREEMENT. SO FIRST, YOU KNOW, I'LL JUST SAY NORTH IS TO THE TOP OF THE PAGE. SO WE HAVE A REFERENCE HERE. SOUTH IS THE MONTGOMERY PROMENADE DEVELOPMENT THAT'S UNDER CONSTRUCTION ACROSS THE STREET OF GEORGETOWN.

FRANKLIN. TO THE NORTH WEST IS MONTGOMERY CROSSING THE 107 TOWNHOMES, AND TO THE NORTH EAST IS THE VILLAGE SHOPPING CENTER. AND ALL THE COMMERCIAL DEVELOPMENT ALONG ROUTE 206.

MALVERN IS RIGHT IN THE CENTER OF THE PAGE. IT'S PART OF THE APPROVAL. WHAT WE DO HAVE IS THE APPLICANT WILL BE CONSTRUCTING PUBLIC SIDEWALK AROUND THE ENTIRE OUTBOUND OF THE PROPERTY, TERMINATING AT THE PROPERTY LINES, CHARBEL ALSO DID CONSTRUCT SIDEWALK ON THE OPPOSITE SIDE OF BRUCKNELL WAY, TO THE TERMINUS OF GEORGETOWN FRANKLIN TURNPIKE UP TO, THE NORTH SIDE OF BRECKNELL WAY, WHERE TAMWORTH DRIVE INTERSECTS IT TO THE NORTH. AND ULTIMATELY, AND I'M NOT SURE IF IT'S CONSTRUCTED YET, BUT I KNOW VILLAGE SHOP VILLAGE SHOPPERS WILL TAKE THAT SIDEWALK ALL THE WAY DOWN TO ROUTE 206. YES, YES, SO COMPLETELY UNDERSTAND, YOU KNOW, PEDESTRIAN CIRCULATION IS OF UTMOST IMPORTANCE IN MONTGOMERY. YES. THERE'S A LOT OF WALKING TRAFFIC, ESPECIALLY ONCE MONTGOMERY PROMENADE IS UP AND MONTGOMERY CROSSING IS FINALIZED IN THE NEXT FEW MONTHS. SO WHAT WE CURRENTLY HAVE DESIGNED AND IS SET FOR THE MOST PART, AND THERE'S A LITTLE BIT OF DEVELOPMENT SINCE THE PLANNING BOARD MEETING IS, AT THE INTERSECTION OF BRECKNELL AND GEORGETOWN FRANKLIN TURNPIKE. WE'VE WORKED WITH THE COUNTY TO DESIGN A CROSSWALK AND A THROUGH A CONCRETE ISLAND WITH A FLUSH CURB TO PROVIDE ADA ACCESSIBILITY. OKAY ACROSS BRECKNELL WAY. FURTHERMORE, PROMINENT PROMENADE IS WILL BE CONSTRUCTING A CROSSWALK ACROSS GEORGETOWN FRANKLIN TURNPIKE, WHICH WILL CONNECT TO THAT CURB RAMP THAT WE WILL BE DESIGNING AND THEY'LL BE CONSTRUCTING, THAT'S ALL PRETTY MUCH SET. I BELIEVE THEY'RE ALSO INSTALLING THOSE RIBS, THE PEDESTRIAN ESCALATORS IN GEORGETOWN, FRANKLIN TURNPIKE ITSELF. THAT'S WHAT'S GOOD. WHICH MEANS WHAT? TO PEOPLE THAT DON'T KNOW IT.

YOU PRESS THE BUTTON AND IT. YES. AND IT FLASHES. CORRECT? YES. SO I'LL CALL THEM OUR RIBS, JUST FOR REFERENCE, A LITTLE EASIER, RIGHT. SO THAT PROVIDES YOU CIRCULATION FROM PROMENADE ACROSS THE STREET ALL THE WAY UP TO VILLAGE SHOPPERS. IT ALSO PROVIDES YOU SAME THING COMING ACROSS THE STREET THAT YOU COULD CROSS BRECKNELL WAY SAFETY AND COME UP TO THE ENTRANCE FOR THE MALVERN SCHOOL, WE ALSO HAVE A CROSSWALK PROPOSED ON THE NORTH END COMING ACROSS TAMWORTH. THIS IS TAMWORTH DRIVE RIGHT HERE ON THE VERY NORTH END, AND THEN A STRAW BALE CONSTRUCTED THIS CROSSWALK HERE. AND THESE ARE ALL ADA RAMPS AND INTERCONNECTING SIDEWALKS. SO WE HAVE VERY GOOD PEDESTRIAN CONNECTIVITY ALREADY. THE CONDITION RELATES TO THE MIDDLE OF THE ROADWAY HERE WHERE, WE HAVE DESIGNED A MID-BLOCK MID-BLOCK CROSSWALK AS A PART OF THE CONDITION OF THE APPROVAL, I'M GENERALLY NOT THE BIGGEST FAN OF MID-BLOCK CROSSWALKS.

I'LL SAY THAT NOW, I THINK THEY CAN BE EMPLOYED IN SAFE AREAS LIKE WE ACTUALLY DID FOR MONTGOMERY CROSSING UP ON VILLAGE DRIVE, WHERE THE NEW, TOWNHOMES ARE AT THE VERY END, CONNECT TO THE CENTRAL PARK. SO WE DO EMPLOY, THOSE RIBS AND PEDESTRIAN CROSSWALKS ACROSS VILLAGE DRIVE. AND I THINK IT'S A REALLY NICE FEATURE IN THIS LOCATION, IN MY OPINION. AND THIS IS FOR COUNCIL TO DECIDE. I BELIEVE IT IS, A LITTLE BIT OF A REDUNDANCY WITH THE FLOW OF TRAFFIC, JUST BECAUSE YOU DO HAVE THE CONNECTIVITY NEAR THE COUNTY ROADWAY, AND YOU ALSO HAVE A CROSSWALK AT TAMWORTH DRIVE, I ALSO DID WORK WITH THE TOWN TRAFFIC ENGINEER AND MARK HERMANN, BECAUSE THIS IS MOSTLY FOR TRAFFIC COMING FROM MONTGOMERY CROSSING AND HILLSID, AS THEY'RE WALKING THROUGH, THEY MAY CUT THROUGH THIS AND THIS IS FOR WALKING TRAFFIC TO THE MALVERN SCHOOL. WE ARE INSTALLING SIGNAGE HERE TO DIRECT, DIRECT, PEDESTRIANS OVER TO THIS CROSSWALK ALONG BUCKNELL WAY, SO AND ANY PEDESTRIANS COMING UP THIS WAY, THEY HAVE THE OPTION OF, YOU KNOW, CONTINUING UP THE ROAD THIS WAY OR CROSSING OVER BUCKNELL AT A SAFE INTERSECTION WHERE CARS ARE EXPECTING THERE TO BE FOOT TRAFFIC. SO, IN MY OPINION, I BELIEVE THAT THIS AREA IS A LITTLE BIT REDUNDANT FOR THAT CROSSWALK. I UNDERSTAND THE REASONING FOR HAVING EXTRA LEVELS OF, YOU KNOW, PEDESTRIAN SAFETY IN CERTAIN AREAS, BUT IN THIS CASE, IT'S A IT'S A SMALL BLOCK. IT'S ONLY ABOUT 400FT OR 600FT BETWEEN, THE COUNTY ROADWAY AND THE TAMWORTH DRIVE CROSSWALK. AND GENERALLY, OR, SORRY, 400FT AND GENERALLY BASED ON, STUDIES THAT WE'VE DONE AND STUDIES THAT OTHER TRAFFIC ENGINEERS HAVE ISSUED, YOU

[00:15:04]

REALLY WANT TO HAVE A MID-BLOCK CROSSWALK LIKE AN ACCEPTABLE BLOCK LENGTH IS REALLY AROUND THE 600 FOOT MARK. SO THAT FALLS 200FT SHORT OF WHAT YOU WOULD GENERALLY, YOU KNOW, WHEN YOU WOULD WANT TO PROPOSE A MID-BLOCK CROSSWALK OF THAT TYPE JUST BECAUSE OF THE FREE FLOW OF TRAFFIC, AND PEDESTRIAN DECISIONS. SO AND ALSO THIS IS AT THE HIGH POINT OF THE ROADWAY, AND IT IS A LITTLE BIT OF A DIFFICULT LOCATION JUST BECAUSE OF THE CURVATURE OF THE ROADWAY, AND YOU ALSO HAVE, WE HAVE SOME STREET TREES, SOME NICE LANDSCAPING. WE WORKED WITH MISS ROBERTS ON THAT DESIGN VERY CLOSELY. SO IT'S I THINK IT'LL BE A VERY NICELY LANDSCAPED, DEVELOPMENT, BUT THAT ALSO HAS A LITTLE BIT OF, IMPEDING OF FACTOR ON, ON THE VISIBILITY OF THAT LOCATION, AGAIN, IT'S NOT THAT IT CAN'T WORK. IT'S JUST I BELIEVE IT'S A LITTLE BIT OF A REDUNDANT FACTOR. AND IN FACT, I WOULD PROBABLY, IF COUNCIL DID DECIDE TO, TO KEEP THIS AND INSTALL THOSE FLASHING BEACONS IN THE MIDDLE OF THE ROAD, I'D PROBABLY SUGGEST TO MOVE IT CLOSER TO, THE DRIVEWAY WHERE MALVERN IS. SO THERE'S A LITTLE BIT MORE OF A UNDERSTANDING THAT THERE WILL BE, FOOT TRAFFIC GOING TO THE MALVERN SCHOOL, SO THAT'S, THAT'S GENERALLY MY PRESENTATION, I, YOU KNOW, I UNDERSTAND WHATEVER COUNCIL DECIDES THAT THEY WOULD WANT TO DO HERE, YOU KNOW, WE WOULD HAVE TO COMPLY, WHICH IS A CONDITION OF THE PLANNING BOARD, RESOLUTION OF APPROVAL. IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO RUN THROUGH ANY OTHER SCENARIOS AS WELL, IN THE EVENT, YOU KNOW, INSTEAD OF HAVING THE FLASHING BEACONS HERE, I WOULD EVEN SAY, YOU KNOW, IF WE DIDN'T HAVE THE MID-BLOCK HERE, WE COULD PUT THE BEACONS OVER HERE RIGHT, IN THIS LOCATION THAT MIGHT BE A GOOD DECISION SO THAT IT'S KNOWN AS A, A MAIN CROSSING ACROSS BUCKNELL WAY. AND FOR ALL INTENTS AND PURPOSES, THIS IS REALLY ONLY INTENDED TO SERVE THAT DAY SCHOOL. THERE'S NO OTHER REASON THAT ANYBODY WOULD REALLY BE USING THAT CROSSWALK, BECAUSE YOU DO HAVE THAT NORTH SOUTH FLOW VERY WELL ON BOTH SIDES OF THE ROADWAY, I DON'T SEE THIS FACILITY HAVING A TON OF FOOT TRAFFIC, NOT SAYING THERE WON'T BE. RIGHT, BUT I THINK ONCE THEIR PARENTS, MOST OF THEM WOULD DRIVE THEIR CHILDREN TO THAT SCHOOL, AND IF THEY ARE WALKING, THEY'LL FIGURE OUT THEIR ROUTES AFTER THE FIRST WALK AND THEY'LL THEY'LL KNOW THE SAFEST ROUTE. THEY'LL, YOU KNOW, WHEN THEY'RE WALKING THEIR CHILDREN, AT LEAST NOT EVERYBODY. I CAN'T SPEAK FOR THAT, BUT I MEAN, SO YOU HAVE A GOOD POINT ABOUT PEOPLE FIGURING IT OUT, BUT IF THERE'S A DRIVEWAY, PEOPLE TEND TO LOOK AT THE FRONT DOOR, WHICH IS OBVIOUSLY IN RELATION TO A DRIVEWAY TO A BUILDING. RIGHT? SO THERE COULD BE PARENTS WHO WOULD USE THAT AREA AND THAT SIDEWALK TO GO. SO I MEAN, YOUR POINT OF MOVING IT A LITTLE BIT CLOSER TO THE ENTRANCE MAKES SENSE. BUT NOT HAVING IT ALL TOGETHER, I DON'T THINK DOES.

BUT I, YOU KNOW, IT'S. YEAH. YEAH. SO MY, MY BIG ISSUE IS THAT IF YOU LOOK AT THERE'S A SIDEWALK TO, RIGHT ON THE CORNER RIGHT. THERE'S A SIDEWALK THAT PEOPLE ARE GOING TO WALK RIGHT WHERE THEY'RE GOING TO BE IN THAT COMMUNITY, AND THEY'RE GOING TO WALK THERE AND THAT THIS GOES RIGHT UP A HILL AND PEOPLE ARE GOING TO GET KILLED RIGHT THERE. RIGHT? BECAUSE THAT PEOPLE WALK NOT WHERE YOU TELL THEM TO WALK, BUT WHAT MAKES SENSE. AND WE'VE ACTUALLY TOLD THEM TO WALK THERE BECAUSE THERE'S A SIDEWALK THERE. SO THAT SIDEWALK BEING UP THERE IS VERY, VERY PROBLEMATIC. IS IT THIS ONE THAT YOU'RE SEEING? YES, YES. THAT'S PROBABLY THAT'S VERY PROBLEMATIC. SO LIKE THIS IS LIKE I'VE BEEN SITTING WATCHING PEOPLE GO UP THERE AND PEOPLE ARE ZOOMING ALL AROUND AND YOU CAN'T SEE. RIGHT. THIS IS A VERY, VERY, VERY BAD THING.

CURVES YEAH. THE CURVES OR IT GOES UP A HILL. CURVES SO THAT IS A PLACE WHERE WE CAN JUST EXPECT FATALITIES AND ACCIDENTS. RIGHT. SO WHO OWNS THAT PROPERTY THERE WITH THAT SIDEWALK. THAT WOULD BE OKAY. SO THAT MAY BE SOMETHING LIKE THAT IS THE THAT IS GOING TO BE WHERE PEOPLE CROSS IF THEY'RE COMING THERE, THEY'RE WALKING ON THE THINGS THEY GO, THEY'RE NOT GOING TO GO ALL THE WAY DOWN AND CROSS OVER. ANYBODY BACK THERE IS GOING TO WALK DOWN THAT THING, AND THEY'RE GOING TO GET RIGHT AT THAT CORNER. SO THAT'S GOT TO BE PART OF ANY SOLUTION THAT WE TALK ABOUT. I THINK JUST THE LOCATION, HAVING THAT SIDEWALK. RIGHT. YOU CERTAINLY ARE NOT GOING TO WANT TO PUT A CROSSING, RIGHT. NO, NO, NO NOT AT ALL. NOT THAT'S WHAT I'M SAYING. YOU TAKE AWAY THE SITE. WE THAT THERE'S A SIDEWALK. PEOPLE ARE GOING TO WALK THAT WAY. YOU KNOW PEOPLE WALK THE CLOSEST WAY. IS THAT ALREADY IN BY THAT IN BETWEEN. YEAH. RIGHT. SO YEAH THAT'S I DON'T KNOW. THAT IS NOT A GREAT PLACE. SO, I THINK THAT ALL OF THESE OTHER PLACES YOU PUT IT, IF THAT'S WHERE PEOPLE ARE GOING TO CROSS WHEN THEY'RE COMING IN FROM UP THERE. SO IF THAT IS NOT FIXED, I, WE CAN LIKE PUTTING IT SOMEWHERE ELSE. DOESN'T NECESSARILY. IT'S NOT GOING TO FIX ANYTHING. RIGHT. AND PEOPLE ARE NOT GOING TO WALK DOWN TO THE CORNER AND GO, THEY'RE GOING TO CUT ACROSS. THEY'RE GOING TO CUT ACROSS ALL THE TIME. YOU'RE GOING TO HAVE FAMILIES COMING UP. THEY'RE GOING TO WALK RIGHT ACROSS THE THING AND THEY'RE GOING TO GET KILLED. AND THERE'S TERRIBLE VISIBILITY. SO IF AND THERE'S NO TRAFFIC CALMING, THERE'S NOTHING

[00:20:04]

THERE. SO THIS IS A VERY, VERY PROBLEMATIC SIDEWALK. I MEAN, WHATEVER THAT IS OVER THERE, MAYBE WE SHOULD HAVE SOME RAILING PEOPLE CAN HAVE A SIDEWALK TO NOWHERE. I DON'T KNOW, BUT IT DOESN'T MAKE SENSE FOR IT TO COME THROUGH TO THAT. THAT ROAD RIGHT THERE, THAT'S RIGHT. YOU KNOW, IT'S THAT HIGH POINT AND THIS IS SOMETHING. THANK YOU FOR BRINGING TO, YOU KNOW, TO US. AND THEN WE'LL HAVE A CHANCE TO DISCUSS IT. YES. BUT YEAH, I DON'T SEE WHY WE WOULD LET A CROSSWALK GO. WE ARE BIG, PASSIONATE PEOPLE FOR CROSSWALKS. WE WANT AS MANY. I JUST A MATTER OF WHERE. BUT I THINK THIS IS, SO THAT'S NOT THIS THING. THIS IS A DIFFERENT DEVELOPER. AND GETTING THIS. IF I JUST THINK THAT IS THAT HAS TO BE REMOVED. RIGHT. BECAUSE THIS IS PEOPLE I'D WALK THAT WAY. I KNOW, YOU KNOW, AND I ALWAYS I LIKE TO LOOK AT THINGS AND WALK AND GO. THAT'S WHERE YOU PUT ASIDE BECAUSE PEOPLE CUT ACROSS THE, THE THAT'S WHERE PEOPLE ARE GOING TO COME FROM. THEY'RE NOT GOING TO WALK DOWN THERE. THEY'RE NOT GOING TO. SO WE YOU KNOW, I THINK WE NEED TO, CIRCLE BACK WITH SHAHBAL AND THEY HAVE TO BE PERHAPS PART OF THE SOLUTION. AND AS WE THEN LOOK AT THE OTHER CROSSWALKS THERE, YOU KNOW, OR HOW DO WE DEAL WITH THESE TRAFFIC CALMING DEVICES? BECAUSE THIS IS CONCERNING VERY CONCERNING. BUT AND YOU KNOW, I LIKE, YOU KNOW, HAVING IT DOWN BELOW IS GREAT BECAUSE THE IDEA IS THEY'RE GOING TO BE ABLE TO CROSS AND GO TO MONTGOMERY PROMENADE. WE WANT PEOPLE TO BE ABLE TO DO THIS, TO MOVE SAFELY ACROSS. SO THOSE ARE GOOD WHERE YOU'VE PUT THE OTHER ONE, IT'S KIND OF IN A WEIRD PLACE. I GET THAT, YOU KNOW, BECAUSE IT'S LIKE, WELL, IT'S BETTER THAN NOTHING. BUT IT'S WE IT'S STILL NOT. YEAH. IT'S NOT GREAT. RIGHT. SO, DEFINITELY PROMOTING PEOPLE TO WALK AT THAT SIDEWALK IS NOT SOMETHING WE WANT TO DO, BECAUSE IF SOMEONE GETS HURT, WE LET THAT SIDEWALK STAY. SO I THINK BUT THANK YOU SO MUCH. WE APPRECIATE YOU. IF THERE'S ANY OTHER QUESTIONS, I JUST HAVE A QUICK QUESTION. THE OTHER CROSSWALK THAT'S COMING OUT OF THE AREA ACROSS BRECKNELL WAY ACROSS THE TOP OF YOUR PROPERTY, DID YOU SAY YOU WERE DOING THAT OR VILLAGE THAT WAS THAT'S PART OF MALVERN. OKAY. SO I THINK I MEAN ON THE TOP ON THE TOP ON THE, ON THE TOP, I THINK MAYBE WE'LL WALK OVER HERE, MAYBE IF YOU MOVE IT CLOSER TO THE OTHER, I THINK IT LOOKS LIKE WE MAY HAVE TO SIT WITH THIS PLAN A LITTLE BIT WITH OUR TRAFFIC ENGINEER AND SEE WHAT MAKES SENSE. BUT YEAH, I WORK CLOSELY WITH JOE FISSINGER ON A LOT OF OKAY APPLICATIONS. I HAVE A REALLY GOOD RAPPORT WITH HIM. I COULD REPORT BACK AND WE COULD COME UP WITH A COMBINED SOLUTION THAT WORKS BEST FOR EVERYONE. OKAY? EVEN IF IT'S NOT THOSE TWO LOCATIONS THAT'S SHOWN NOW AND IT'S A ONE BETTER LOCATION, IT'S BETTER THAN THAT. ALSO CONNECTS WITH THE OTHER PROPERTY OWNER THERE ABOUT THAT SIDEWALK THERE. AND YOU KNOW, I'VE, I HAVEN'T IT'S BEEN A WHILE SINCE I WALKED THAT THING, BUT I THINK IT'S IN YOU WHEN YOU GO INTO THE SITE AND YOU SEE IT AND YOU WALK, YOU START TO KNOW WHERE PEOPLE ARE GOING TO PUT IT. SO PEOPLE ARE NOT GOING TO WALK OR THEY'RE NOT GOING TO CROSS WHERE YOU WANT. THAT'S WHY PEOPLE DASH ACROSS 206. RIGHT? SO, THERE'S GOING TO BE KIDS HERE IN ALL THESE PLACES. WE WANT PEOPLE TO MOVE AROUND SAFELY. AND THAT'S THAT IS THERE'S WHEREVER WE PUT A CROSSWALK THAT ISSUE RIGHT THERE, IT WILL NEVER BE SAFE UNTIL UNLESS THAT GETS ADDRESSED, THIS DEFINITELY NEEDS TO BE LOOKED INTO. BUT THANK YOU FOR COMING. SURE. YEAH. WE'LL, WE'LL FIND A SOLUTION. YES, I'M SURE WE WILL. OH, YEAH. SAFETY IS. BUT WE WANT THE SOLUTION BEFORE SOMEBODY GETS HURT, RIGHT? OF COURSE. RIGHT. YEAH.

OF COURSE. AND IT MAY, YOU KNOW, WE HAVE HISTORICALLY, THE TOWN HAS STAYED AWAY FROM TRAFFIC CALMING DEVICES, BUT THAT IS SOMETHING THAT WE'RE REEVALUATING BASED ON. THERE'S DIFFERENT TYPES OF TRAFFIC CALMING DEVICES AS WELL. AND WE WANT MORE PEOPLE TO WALK AND SAFELY DO IT TOO. SO THIS MAY BE A CONVERSATION A LITTLE BIT BROADER THAN OTHER THINGS BECAUSE I'VE WATCHED THE PEOPLE ZOOM BY. IT'S JUST HARD. I, I UNDERSTAND THAT'S THAT'S WHY THE VILLAGE DRIVE, DESIGN WORKED REALLY WELL WITH THOSE, FLASHING BEACONS AT EVERY CORNER THERE.

AND, YEAH, I THINK THAT'S WHERE YOU HAVE A LOT REALLY GOOD SITE VISIBILITY THERE, TOO, RIGHT, THIS ONE'S TERRIBLE BECAUSE YOU ZIP UP THAT IT'S A BLIND CORNER RIGHT THERE. YEAH, YEAH. AND PEOPLE ARE SLOWLY FIGURING OUT THAT THAT'S A WAY TO GET AWAY FROM THE 518 THE YOU KNOW, THAT CROSS WITH 518 AND 206. AND I'M SUDDENLY SEEING A LOT MORE TRAFFIC. PEOPLE DIDN'T KNOW IT WAS A HIDDEN SECRET THAT YOU COULD AVOID THAT CORNER. BUT YEAH, IT AIN'T GOING TO GET LOWER. YEAH SO OKAY. THANK YOU SO MUCH. THANK YOU. APPRECIATE YOUR TIME. OKAY. HAVE A GOOD

[3. Public Comment]

NIGHT. THANK YOU. YOU TOO, PUBLIC COMMENT. MEMBERS OF THE PUBLIC WISHING TO ADDRESS THE TOWNSHIP COMMITTEE ON MATTERS PERTAINING TO THE TOWNSHIP WILL BE LIMITED TO THREE MINUTES PER PERSON. IF COMMENTS ARE SIMILAR TO THOSE ALREADY STATED, PLEASE INDICATE YOUR SUPPORT OR

[00:25:02]

OPPOSITION GROUPS ARE ASKED TO SELECT A SPOKESPERSON. ARE THERE ANY MEMBERS OF THE PUBLIC WISHING TO ADDRESS THE COMMITTE? YES, PLEASE COME ON DOWN. IF YOU COULD JUST, STATE YOUR LAST CLEARLY. YOUR FIRST AND LAST NAME, SIR, MY NAME IS STEVE KNOWLTON. I'M A MR. KNOWLTON.

CAN YOU PLEASE SPELL YOUR NAME FOR THE RECORD AND SPELL YOUR LAST NAME FOR ME? K N O W L T O N. THANK YOU. I'M COVERING THIS AS A VOLUNTEER. YOU MAY WANT TO JUST KEEP THE MIC CLOSER TO YOU.

WE JUST HAVE SOME SOUND STUFF HERE. OKAY, IS THIS BETTER? YEAH. OKAY, GREAT. I'M COVERING THIS MEETING AS A VOLUNTEER WRITER FOR THE MONTGOMERY NEWS. YES. AND THERE WERE A COUPLE THINGS ON THE CONSENT AGENDA THAT I THINK READERS WOULD BE INTERESTED IN, NUMBERS F AND G TALKED ABOUT A PUBLIC HEALTH INFRASTRUCTURE GRANT AND AS WONDERING, IS THAT WHAT WHAT NUMBER IS WHAT? WHERE DO YOU SEE IT? WHAT PAGE? IT'S LIKE ON MY PAGE. THIS IS THE HEALTH GRANT.

IT'S PAGE FOUR IS, THE FIRST GRANT, IS THE FIRST GRANT FOR COUNTY AND CITY HEALTH OFFICIALS. GRANT. AND THAT'S RESOLUTION 28 284 ON PAGE FOUR. AND ON PAGE FIVE, IS THE PUBLIC HEALTH INFRASTRUCTURE GRANT FOR HEALTH STRENGTHEN STRENGTHENING ON PAGE FIVE. IS THAT CORRECT, SIR? YES, YES. OKAY. WHAT WAS HOPING YOU COULD SAY NOW OR WHEN IT COMES UP ON THE AGENDA, WHAT IS THE INTENDED USE OF THAT GRANT MONEY. DID YOU WANT TO SPEAK TO THAT? I WANT TO LET HI.

YEAH. OKAY. OKAY. AND THEN, AND ON PAGE NINE, THE RESOLUTION 20 482 92 ABOUT THE LEAD BASED PAINT EVALUATION. IS THIS A NEW PROGRAM OR JUST BIDDING TO CONTINUE AN EXISTING PROGRAM? AND IF IT IS A NEW PROGRAM, I THINK OUR READERS WOULD LIKE TO KNOW THE DETAILS. GREAT. OKAY.

THAT'S IT. THANKS OKAY. DO YOU WANT TO START WITH GRANT? DO THE INFRASTRUCTURE FIRST. THANK YOU.

OKAY, THE RESOLUTION FOR THE LEAD PAINT CONTRACTORS FOR INSPECTIONS. THAT IS A NEW PROGRAM THAT HAS BEEN IMPLEMENTED BY AS A REQUIREMENT BY STATE LEGISLATION, IT WOULD APPLY TO RENTAL PROPERTIES TO BE INSPECTED FOR LEAD PAINT, SO LONG AS THEY WERE CONSTRUCTED BEFORE A CERTAIN DATE AND MEET OTHER CRITERIA WHERE IT IS POSSIBLE THAT LEAD PAINT WOULD BE THERE AND IT'S A PROTECTIVE TYPE OF LEGISLATION THAT WAS PASSED AT THE STATE LEVEL.

AGAIN, THIS WOULD AUTHORIZE CONTRACTORS TO DO THAT ON BEHALF OF THE TOWNSHIP WHERE THE RESIDENTS OR THE PROPERTY OWNERS OF THOSE PROPERTIES WOULD SCHEDULE DIRECTLY WITH THESE APPROVED VENDORS IN ORDER TO DO THOSE INSPECTIONS. ALL RIGHT. AND THE FIRST QUESTION REGARDING THE HEALTH INFRASTRUCTURE GRANT, THAT'S WHAT THE GRANT IS CALLED. IT'S TWO GRANTS YOU'LL SEE FROM DIFFERENT ASSOCIATIONS, BUT THE GRANT IS GOING TO BE USED FOR NOT ONLY SOME SMALLER INFRASTRUCTURE IN THE HEALTH DEPARTMENT, BUT IT'LL ALSO IT ALSO CAN BE USED FOR SALARIES FOR I KNOW THEY HAD PLANNED FOR POSSIBLY A HEALTH, YEAH. AN INTERN, A HEALTH PLANNER POSITION AS WELL. SO THAT'S REALLY THE MAJORITY OF THE GRANT. WHAT IT'S GOING TO GO TO.

BUT IT'S NOTHING MAJOR IN TERMS OF I KNOW EVERYONE SEES THE WORD INFRASTRUCTURE. THEY THINK THERE'S GOING TO BE SOME BIG RENOVATIONS, BUT A AND THAT'S JUST WHAT THE GRANT IS CALLED, BUT THE SPECIFICS ALLOW US TO USE IT FOR SALARIES, NOT JUST INFRASTRUCTURE AS WELL. OKAY.

THANK YOU. ANYBODY ELSE FOR PUBLIC COMMENT OKAY. OKAY. THE ORDINANCES INTRODUCTION I SEE IT ON MY FIRST. YEAH, CAN WE CLOSE PUBLIC COMMENT? YEP I DON'T SEE IT HERE. THANK YOU. GOOD ALL IN FAVOR. HI. YEAH. DO YOU WANT US TO. WE CAN JUST CLOSE IT, RIGHT? YEAH, YEAH, WE CAN MAKE IS

YES. DEPUTY MAYOR BERRIGAN. YES, MAYOR SINGH. YES. RESOLUTION NUMBER 24. DASH EIGHT, DASH 290.

APPROVING 2024 STIPENDS FOR TOWNSHIP EMPLOYEES SERVING IN THE EMERGENCY MANAGEMENT ROLES.

THAT'S GREAT. YES, MAYOR. AS EVERYBODY KNOWS, THE INDIVIDUALS THAT, SERVE IN THESE ROLES AND THESE OEM ROLES ARE VERY, VALUABLE EMPLOYEES WHO DO A LOT OF WORK BEHIND THE SCENES. YOU KNOW, YOU ONLY HEAR ABOUT THEM WHEN THERE'S AN EMERGENCY. BUT AT THE END OF THE DAY, THIS WAS THIS IS NEW TO US IN TERMS OF GIVING THEM A STIPEND. AND EVERY YEAR WE'LL REVISIT TO SEE, HOW WE CAN ASSIST THEM. BUT THIS IS OUR RESOLUTION FOR THIS YEAR TO GIVE OUR OEM EMPLOYEES STIPENDS.

[19. Resolution #24-8-292- Authorizing the Award of a Competitively Bid Contract for Lead-based Paint Evaluation Inspections]

IT. OKAY. SO WE ARE GOING TO RESOLUTION NUMBER 20 4-8292 AUTHORIZING THE AWARD OF COMPETITIVELY BID CONTRACT FOR LEAD BASED PAINT EVALUATION INSPECTIONS. YES, MAYOR. WE BRIEFLY SPOKE ABOUT THIS JUST BEFORE DURING PUBLIC COMMENT. BUT WE DID GO OUT FOR COMPETITIVE BIDS WE RECEIVED FO, BIDS FROM MONTROSE ENVIRONMENTAL SOLUTIONS, WHITMAN AND INVACARE ENVIRONMENTAL AND TRIPLE A LEAD PROFESSIONALS. AFTER OUR REVIEW, WE WANT TO GIVE THE RESIDENTS AS MANY OPTIONS AS AS POSSIBLE. SO WE ARE RECOMMENDING, BASED ON OUR REVIEW, ALL FOUR OF THESE, FIRMS, BE AWARDED THE CONTRACT. AGAIN, THIS IS NO COST TO THE TOWNSHIP, BUT IT ALLOWS THE RESIDENTS TO GET MULTIPLE OPTIONS TO REACH OUT. AND DID I MISS ANYTHING? WENDY NOPE.

THAT'S IT. OKAY. THAT'S. THAT'S GOOD. CAN I ASK A QUESTION? MICHAEL. SO FIRST OF ALL, THIS IS GREAT, IN TERMS OF, HOW WHEN DO YOU THINK THIS MONEY WILL COME IN AND ROLLING IT OUT SO PEOPLE KNOW WHO TO LIKE, WILL BE ABLE TO GO THROUGH THAT? IS THA, WHAT'S THE PLANNING AROUND THAT IF, YOU KNOW, MAYBE IT'S NOT. MAYBE I DO NOT KNOW. WENDY, ARE YOU FAMILIAR? YES. SO THIS IS GOING TO GET ROLLED OUT RATHER QUICKLY BECAUSE WE NEED INSPECTIONS TO HAPPEN SOONER RATHER THAN LATER, WE WERE A LITTLE BIT DELAYED BECAUSE THE FIRST TIME WE WENT OUT TO BID, NO ONE RESPONDED. AND THEN WE GOT THE FOUR RESPONSES ON THE SECOND BID. OKAY, SO LETTERS WILL BE SENT OUT TO FOLKS WHO WE BELIEVE ARE ON THE LIST THAT NEED TO GET INSPECTED. OKAY. AND IT'LL INDICATE I WILL NOTE THAT THE FOUR, COMPANIES THAT HAVE RESPONDED ARE NOT ALL THE SAME PRICE. SO YOU'LL HAVE AN OPTION. PEOPLE HAVE OPTIONS. YES. AND I THINK IT'S REALLY IMPORTANT BECAUSE THIS HAS BEEN PASSED FOR PEOPLE WHO RENT AND THEY NEED TO HAVE THE LAND. LANDLORDS MAKE THIS HAPPEN FOR THEM. SO THAT THEY'RE SAFE. SO OKAY, MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24, DASH EIGHT, DASH 292. SO MOVED. SECOND ROLL CALL, PLEASE.

VERY GLAD TO SEE AN ELECTRICAL SUB CODE OFFICIAL. YES. IT'S A VERY DIFFICULT TO FIND. SO THIS IS A WELCOME. I MEAN, NO DISRESPECT FOR THE SECOND GENTLEMAN. YES, I KNOW WHAT YOU MEAN. [23. Resolution #24-8-296 - Authorizing Award of Contract to NW Financial Group, LLC for Financial Advisoiy Services]

[00:40:06]

AUTHORIZING AWARD OF CONTRACT TO N W FINANCIAL GROUP, LLC FOR FINANCIAL ADVISORY SERVICES.

YES. SO AS, PILOTS PAYMENT IN LIEU OF TAXES IS BECOMING A LITTLE MORE PREVALENT. WE ALREADY HAVE ONE, YOU KNOW, IN THE FUTURE, THEY MAY BECOME MORE PREVALENT, WE WANTED TO BRING IN A PROFESSIONAL WHO HANDLES THE ANALYSIS, CAN COME TO US, DO A REPORT AND SAY, YES, THIS IS THE PILOT. DO YOU NEED IT? IS IT WORTH IT? AND SO ON. THE GREAT THING ABOUT THIS, USUALLY WHEN YOU DEAL WITH PILOTS IS THIS CAN ACTUALLY BE TAKEN OUT OF AN ESCROW. SO IT WOULDN'T BE TOWNSHIP TOWNSHIP FUNDS FOR THE MOST PART, UNLESS WE ASK FOR SOMETHING OUTSIDE, OUTSIDE THE SCOPE. BUT THAT IS WHAT WE'RE LOOKING TO DO WITH NWA FINANCIA, WHO HANDLES THESE ANALYSIS ALL OVER THE STATE AND OUT OF STATE, ACTUALLY. SO THEY BASICALLY CAN TELL US THAT THIS IS A PATH YOU WANT TO TAKE BECAUSE THERE IS THE POTENTIAL OR CORRECT. SO THAT WE ARE NOT WASTING TIME TRYING TO FIGURE OUT IF THIS IS SO. THAT'S THEIR EXPERTISE, CORRECT? OKAY. JUST A QUICK QUESTION BECAUSE I'M ALL FOR THIS. I'M REALLY GLAD WE'RE DOING THIS. BUT MY ONLY CONCERN IS THAT, YOU KNOW, THEY SPELL CONSULTING WRONG IN THE NAME OF OUR TOWN. WRONG. SO JUST IN KNOWING ON THE CONTRACT THEY HAVE. RIGHT. SO JUST THAT ALWAYS MAKES LIKE A LITTLE BIT OF A RED FLAG. SO I'M SURE YOU LIKE EVERYTHING. YOU MONITOR IT. WELL BUT, YOU KNOW, IT'S $15,000, BUT I'M VERY GLAD WE'RE DOING THIS FROM A PILOT PERSPECTIVE. BUT THAT, YOU KNOW, THEY SHOULD THEY SHOULD SPELL THE NAME RIGHT AND DEFINITELY NOT SPELL IT PRINCETON. SO THERE YOU GO.

THAT'S WE'RE VERY CLEAR ON THAT. OKAY. THANK YOU. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24. DASH 8-296. SO MOVED. SECOND ROLL CALL, PLEASE. COMMITTEE MEMBER KEENAN. YES

[24. Resolution #24-8-297-Authorizing an Agreement for Sewer Capacity Reservation in the Skillman Village Sewage Treatment Plant for Burnt Hill Road Group Home, Inc. (Block 26001, Lot 1.07)]

THE ENGINEERING DEPARTMENT'S BEEN WORKING HARD TO GET THESE ROADS DONE, AND THIS IS JUST PART OF THE PLAN. AND AWARDING THE CONTRACT, TO PROCEED WITH THE PLAN. AND THIS IS GOING THROUGH THE MORRIS COUNTY CO-OP BECAUSE PRICES THROUGH THEM ARE 30%, LOWER THAN WE'VE BEEN SEEING ANYWHERE ELSE. OH, WOW. THAT'S THAT'S GREAT. YEAH. OKAY. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 20 4-8298. SO MOVED. SECOND ROLL CALL, PLEASE. COMMITTEE MEMBER KEENAN. YES. DEPUTY MAYOR BERRIGAN. YES. MAYOR. SING. YES RESOLUTION NUMBER 24, DASH 8299,

OKAY MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24? DASH EIGHT, DASH 300. SO MOVED. SECOND ROLL CALL, PLEASE. COMMITTEE MEMBER KEENAN. YES. DEPUTY MAYOR BERRIGAN. YES. MAYOR. SING YES. CORRESPONDENCE.

[29. New Business and Old Business ]

THERE'S NO CORRESPONDENCE. NEW BUSINESS AND OLD BUSINESS, LISA, DID YOU WANT TO TALK ABOUT THE.

SURE. SO AT THE LAST. OH, I BELIEVE THE. YEAH. I'M GOING TO INTRODUCE. SO AT THE LAST MEETING, I HAD INFORMED COMMITTEE MEMBERS THAT LUSCIOUS SPIRITS HAD RECEIVED A, PERMIT FROM THE DIVISION OF ABC REGARDING A SEASONAL FARM MARKET PERMIT TO SELL THEIR PRODUCTS, AND THEY ARE LOOKING TO SELL THE PRODUCTS AT THE FARMER'S MARKET. SO I INVITED, TAMARA AND THE OWNER OF LUSCIOUS SPIRITS TO TALK TO THE TOWNSHIP COMMITTEE TO KIND OF GIVE SOME BACKGROUND REGARDING, THIS SPECIAL PERMIT, AND ALSO HERE WITH THEM IS THEIR ATTORNEY. SO, YES. GOOD EVENING.

GOOD EVENING, MAYOR SINGH, GOOD. GOOD EVENING. COUNCIL. GOOD EVENING. TOWNSHIP COMMITTEE. MY NAME IS TED CARROLL. I'M AN ATTORNEY IN FLEMING. CAN YOU SPELL YOUR LAST NAME FOR. YES, OF COURSE. IT'S C A R R O L L. I'M AN ATTORNEY IN FLEMINGTON HERE ON BEHALF OF LUSCIOUS SPIRITS, WITH ME TODAY ARE PAVLO KUDELIA AND TAMARA ALEXEYEV, THEY ARE THE OWNERS OF LUSCIOUS SPIRITS, THEY RECENTLY RECEIVED A FARMERS MARKET PERMIT ISSUED BY THE ABC, WHICH WOULD ALLOW THEM TO SELL THEIR PRODUCTS AT A FARMER'S MARKET, THIS IS NOT AN UNCOMMON OCCURRENCE. THERE ARE, IN FACT, MANY DISTILLERIES, THAT SELL THEIR PRODUCTS AT FARMERS MARKETS ALL OVER NEW JERSEY, AS PART OF THAT PERMIT, THEY ARE ALLOWED TO, GIVE TASTINGS OF THEIR PRODUCTS, TO PEOPLE WHO ARE LOOKING TO BUY THEIR PRODUCTS, AND AS STATED IN THE, IN THE ABC PERMIT, AS PART OF THEIR CONDITIONS, THEY ARE LIMITED TO PROVIDING TO PATRONS, THREE HALF OUNCE SAMPLES OF THEIR PRODUCTS AND JUST TO GIVE YOU AN IDEA OF WHAT HALF AN OUNCE IS, WE HAVE THESE SAMPLING CUPS THAT WILL BE PROVIDED, OH, OKAY. AS WELL AS THOSE, THERE'S ALSO CONDITIONS IN THAT PERMIT, THAT SAY THAT ALL IDS MUST BE CHECKED, SO NO ONE UNDER 21 IS ALLOWED TO HAVE A TASTING. IT ALSO STATES THAT ANY SAMPLES THAT ARE GIVEN OUT MUST BE GIVEN BY, BY PEOPLE WHO HAVE RECEIVED ACCREDITATION FROM A NATIONALLY RECOGNIZED SERVER. SERVING PROGRAM. AND, BOTH, BOTH, MR. KUDELIA AND MR. ALEXEYEV HAVE RECEIVED THAT ACCREDITATION. I HAVE REVIEWED THE TOWNSHIP'S ORDINANCES, AND I'VE DETERMINED THAT THEY ARE IN FULL COMPLIANCE WITH WITH ALL ABC REGULATIONS AS WELL AS MUNICIPAL REGULATIONS. AND BASICALLY, WE'RE HERE JUST TO ADDRESS ANY CONCERNS OR QUESTIONS THAT THE TOWNSHIP COMMITTEE MAY HAVE. OKAY, CAN YOU JUST GIVE A BIT OF AN OVERVIEW? WELL OF THIS, JUST SO I'M SURE. THANK YOU. SO OKAY. WE HAVE, SO LUSCIOUS SPIRITS IS A LOCAL BUSINESS. THEY ARE CENTERED IN SOUTH BRUNSWICK, WHICH IS NOT TOO FAR FROM HERE.

AND, THEY SPECIALIZE IN THE PRODUCTION AND SALE OF CRAFT DISTILLERY PRODUCTS. OKAY AND, HAD THEY BEEN IN CONTACT? LISA, MAYBE, YOU KNOW, HAVE THEY BEEN IN CONTACT WITH THE, THE THEY'VE BEEN IN CONTACT ALREADY WITH MONTGOMERY, HAD CONTACT WITH THE MONTGOMERY FRIENDS OF OPEN SPACE FARMERS MARKET. I HAD INVITED LAURETTE TO ATTEND, BUT SHE HAD A PRIOR COMMITMENT. OKAY, FOR THIS EVENING. SO I CAN HAVE HER. SHE COULD BE AVAILABLE POSSIBLY FOR THE NEXT MEETING, I KNOW AT THE LAST MEETING THAT THE TOWNSHIP COMMITTEE RAISED CONCERNS REGARDING THE PROXIMITY OF THE FARMERS MARKET TO THE LIBRARY WITH CHILDREN AND ALSO THE PROXIMITY TO A ALL AN ALL INCLUSIVE PLAYGROUND THAT'S GOING TO BE INSTALLED ON THE PREMISES AS WELL, THAT THAT'S RIGHT. AND THE SAMPLING AS WELL. BUT YOU'VE DEMONSTRATED OR PROVIDED, THE SIZE OF THE ACTUAL SIZE SAMPLE THAT IT'S ONLY THREE UP TO THREE HALF OUNCE SAMPLES PER CUSTOMER. IS THAT CORRECT?

[00:50:02]

YES. THAT'S CORRECT. AND WE'RE NOT PROPOSING THE SALE OF ANY OPEN, OPEN CONTAINERS. ALL OF THESE SALES WILL BE IN CLOSED CONTAINERS, AND AS I'VE STATED PREVIOUSLY, THERE ARE A NUMBER OF, THERE ARE A NUMBER OF DISTILLERIES THAT SELL THEIR PRODUCTS AT FARMERS MARKETS IN AND AROUND NEW JERSEY, AND WE CERTAINLY UNDERSTAND THE CONCERN WITH THE PROXIMITY TO THINGS LIKE THE LIBRARY AND THE ALL INCLUSIVE PLAYGROUND THAT IS TO BE BUILT, JUST TO GIVE YOU AN EXAMPLE, SOURLAND MOUNTAINS IS , MARKETS AS A VENDOR IN, VARIOUS MUNICIPALITIES THROUGHOUT NEW JERSEY THAT SELLS THEIR PRODUCTS AT FARMERS MARKETS, AND ONE OF THOSE WHICH IS IN BORDENTOWN, IS ACTUALLY THEIR FARMERS MARKET IS RIGHT NEXT TO A PLAYGROUND. SO AGAIN, WE'RE WE ARE FULLY COMPLIANT WITH ALL ABC REGULATIONS. WE UNDERSTAND THE CONCERNS. WE UNDERSTAND THAT, SPECIFICALLY WITH REGARD TO THE WINTER FARMERS MARKET, THAT THAT WILL BE HELD WITHIN THIS BUILDING HERE, IF APPROVED, WE WILL NOT ALLOW FOR ANY TASTINGS TO BE WITHIN THIS BUILDING ITSELF. THE TASTINGS WILL ONLY BE DURING THE SUMMER, DURING THE SUMMER, FARMERS MARKETS, WHICH WOULD BE OUTSIDE OF THAT BUILDING, IF THAT'S MY UNDERSTANDING. OKAY. I THINK THAT OUR BIGGEST CONCERN WAS HAVING KIDS AT THE LIBRARY. AND OF COURSE, THE INCLUSIVE PLAYGROUND AND JUST NOT ME. I WE ARE MISSING A FEW OF OUR COMMITTEE PEOPLE TODAY, AND THAT WAS A BIG CONCERN. AND, AS YOU SAID, THAT IT MAY BE NEXT TO ANOTHER PLAYGROUND, BUT I DON'T KNOW IF THERE ARE ANY OF THESE, FARMER'S MARKETS WHICH ARE AT THE MUNICIPAL BUILDING SITE. I THINK WE ARE ONE OF THE FEW THAT I THINK OF THAT. SO I THINK THAT THERE THOSE WERE SOME OF OUR CONCERNS. YEAH. AGAIN, LIKE GOING BACK TO, BORDENTOWN SPECIFICALLY, THAT WOULD THAT IS HELD ON TOWNSHIP LAND AND ALL OF THESE FARMER'S MARKETS THROUGHOUT NEW JERSEY ARE SPONSORED AND SUPPORTED BY THE MUNICIPALITY THEMSELVES, SO IT'S NOT LIKE IT'S A IT'S AN UNCOMMON OCCURRENCE FOR THAT TO, FOR THAT TO TAKE PLACE. AND, AND LIKE I SAID, YOU KNOW, THE, THE TASTINGS THAT WILL BE GIVEN OUT, I MEAN, A HALF AN OUNCE IS PROBABLY THE EQUIVALENT OF A TEASPOON, AND AGAIN, WE INTEND TO BE FULLY COMPLIANT WITH ALL MUNICIPAL AND, AND STATE REGULATIONS. OKAY. AND CAN I SAY SOMETHING. OH, THAT IS I THINK COMMENT, DEPUTY MAYOR VINCE BARRAGAN IS ON YOU KNOW, HE WAS. GO AHEAD, DEPUTY MAYOR. YEAH. THANK YOU, FIRST, I REALLY APPRECIATE YOU COMING TO THE TOWNSHIP COMMITTEE MEETING. OBVIOUSLY, THIS IS A VERY IMPORTANT ASPECT FOR US. AND, YOU KNOW, THE COMMUNITY, OUR, YOU KNOW, OUR PARTNERS AND THE TOWNSHIP ADMINISTRATION HAS DONE A LOT OF GREAT WORK TO BRING THE FARMER'S MARKET INTO THE PREMISES OF THE MUNICIPAL CENTER, AS A CENTERPIECE OF, YOU KNOW, WANTING THE COMMUNITY COME TOGETHER, I KNOW THERE'S A LOT OF OBVIOUSLY, I APPRECIATE THE COMPLIANCE WITH REGULATIONS AND LAWS, ETC. I JUST WANT TO, YOU KNOW, REITERATE, YOU KNOW, IF THIS, YOU KNOW, AS THIS KIND OF PROCEEDS THAT YOU KNOW, THE INCREDIBLE RESPONSIBILITY, YOU KNOW, THAT THERE COMES WITH, HAVING ALCOHOLIC SPIRITS, YOU KNOW, WITHIN VICINITY OF, OF THE LIBRARIES AND PLAYGROUNDS. AND SO I THANK YOU FOR COMING. I HOPE YOU YOU HEAR FROM US, YOU KNOW, THAT, YOU KNOW, THE NEED FOR SIGNIFICANT FOCUS ON COMPLIANCE AND, AND MEETING ALL THE REGULATIONS AS WELL AS THE RESPONSIBILITY. THANK YOU. THANK YOU SO MUCH, YEAH. AS I STATED PREVIOUSLY, IF APPROVED, WE WOULD NOT WE WOULD NOT PROVIDE FOR ANY TASTINGS TO BE WITHIN THE BUILDING ITSELF. WE FULLY RECOGNIZE THAT. AND, WE'RE FULLY WE'RE FULLY COGNIZANT OF THAT. AS AS I'VE STATED PREVIOUSLY, LIKE THE THESE, THESE TASTINGS HAVE THAT VENDORS OFFER, WHICH IS, WHICH IS AUTHORIZED BY THE ABC, THESE ARE AGAIN, VERY, VERY SMALL AMOUNT. NO CONTAINERS WILL BE OPEN OR SOLD, ALL ALL SALES WILL BE FOR CLOSED, CLOSED CONTAINERS, WOULD WE BE THE FIRST, FARMER'S MARKET THAT YOU WOULD BE GOING WOULD BE THE FIRST FOR? SO I WOULD LIKE TO OH, PLEASE COME TO THE END. IF YOU COME TO THE MIC, PLEASE. THE MIC, THE MICROPHONE, BECAUSE NOBODY CAN HEAR ME. YES, I WOULD LIKE TO DEMONSTRATE JUST ONE LITTLE THING. SO WE DO TASTINGS. YOU GOT IT. SORRY, MIKE. WE DO TASTINGS IN THE STORES WHERE WE SELL IN LIQUOR STORES WHERE WE SELL OUR PRODUCT. SO THESE TWO BOTTLES ARE FROM OUR LAST TASTING EVENT, LIKE, A WEEK AGO. SO THEY WERE FULL WHEN WE STARTED THE TASTING. AND YOU SEE, WE HAD PROBABLY LIKE 15 PEOPLE. AND YOU SEE HOW LITTLE PEOPLE TRIED. THAT'S WHAT WAS LEFT FROM LIKE 15 PEOPLE TRYING OUR PRODUCT. YOU KNOW, EVEN WITH

[00:55:06]

THESE SMALL LIKE SMALL CAPACITY CAPS, WE DON'T PULL, WE DON'T PULL LIKE THE WHOLE CUP. IT'S REALLY, YOU WANT TO GET TO THE MIC BECAUSE I DON'T THINK IT'S REALLY, YOU KNOW, TO TRY ON PEOPLE'S TONGUES. MOSTLY IT'S NOT LIKE SOMEBODY COMES AND DRINKS A SHOT. NO. YEAH IT'S A REALLY, YOU KNOW, THESE DRINKS ARE SO FLAVORFUL. THEY DON'T, DON'T YOU DON'T EVEN NEED A WHOLE SHARD TO TRY IT. I THINK, YOU KNOW, MY, MY SENSE OF THESE THINGS, THIS THIS IS SUCH A HEAVILY REGULATED THING. AND AS A VENDOR, YOU'RE NOT GOING TO MESS AROUND WITH SOMETHING. SO THIS IS ACTUALLY A VERY, VERY SAFE WAY OF BEING ABLE TO DO THIS AS OPPOSED TO, YOU KNOW, IT'S SO HEAVILY REGULATED AND YOU DON'T WANT WHEN YOU GET THESE LICENSES, YOU DO NOT WANT TO LOSE THEM. RIGHT THEY'RE WORTH THEIR WEIGHT IN GOLD. SO, I MEAN, PERSONALLY, I'M I'M EXCITED BY THIS AND I, I HOPE THAT IT CAN GO THROUGH. AND I, I'M SURE THAT OUR FARMER'S MARKET THEY'LL PUT YOU WHERE YOU NEED TO BE IN IN JUST IN TERMS OF THAT, IF THERE'S CONCERNS WITH THE COMMUNITY, WE'VE GOT A GREAT, GREAT ORGANIZATION. AND I WOULD JUST I WOULD JUST ADD VERY BRIEFLY, IT'S MY CLIENT'S EXPERIENCE WHEN IT COMES TO THE TASTINGS. IT'S NOT NECESSARILY FOR THE TASTE. THEY JUST WOULD LIKE TO SMELL. YOU KNOW, PATRONS JUST ARE LOOKING FOR THE AROMA AND THE WHAT IS IT CALLED, THE BOUQUET OR SOMETHING? YES, YES, YES, ABSOLUTELY. AND AGAIN, THIS IS A THIS IS A LOCAL BUSINESS. THIS IS A LOCAL OPERATION. THEY DO SELL THEIR PRODUCTS ON THE I BELIEVE IT'S THE SKILLMAN, LIQUORS AND SPIRITS STORE, SO THEY ARE LOCAL AND THEY'RE JUST THEY'RE JUST WISHING TO JOIN THE, THE LOCAL COMMUNITY HERE AND, AND, EXPAND THEIR REACH TO POTENTIAL CUSTOMERS. WELL, WE APPRECIATE THEM COMING IN. AS WE SAID, WE DON'T HAVE A FULL, TOWNSHIP COMMITTEE, TODAY, BUT WE WILL DEFINITELY LOOK INTO IT AND GET BACK TO YOU. BUT THANK YOU SO MUCH FOR COMING AND EXPLAINING, SHOWING US THE BOTTLES THAT REALLY IT'S NOT A HUGE AMOUNT. SO WE DO APPRECIATE THE DEMO, SO TO SPEAK. SO THIS WOULD COME IN ON A FUTURE MEETING IF, YES, I WOULD PUT IT BACK ON THE SEPTEMBER 5TH AGENDA AND I WOULD, I WOULD ASK THAT WITH A FULL QUORUM. YEAH. WE DON'T TODAY. OKAY. AND I WOULD JUST ADD, YOU KNOW, SAFETY IS A VERY BIG CONCERN AS PART OF THIS PERMITTING PROCESS, BOTH THE TOWNSHIP CLERK AND THE TOWNSHIP POLICE CHIEF HAVE BEEN NOTIFIED WHEN THEY WENT TO APPLY FOR THIS PERMIT. SO. OKAY. YEAH, I HAVE A COPY OF THE PERMIT. OKAY. THANK YOU SO MUCH FOR COMING. I WON'T BE AT THAT MEETING, BUT I'M ALL FOR IT, SO. OKAY, I APPRECIATE YOU. I APPRECIATE YOU COMING AND EXPLAINING. THANK YOU SO MUCH.

[30. Township Committee Reports ]

OKAY, WE WILL NOW MOVE ON TO TOWNSHIP COMMITTEE REPORTS. I GUESS WE WILL START WITH YOU.

COMMITTEE. OKAY, GREAT. LET'S SEE JUST A COUPLE OF THINGS THAT I WANTED TO BRING TO FOLKS ATTENTION. SOME OF THEM I ALREADY MENTIONED. SO THE ENVIRONMENTAL COMMISSION MET ON AUGUST 6TH. WE HAVE BEEN DISCUSSING FOR MANY MONTHS NOW WITH AND WORKING IN CONJUNCTION WITH LANDMARKS COMMISSION AND THE INCLUSION AND EQUITY COMMITTEE. TO LOOK FROM A LAND ACKNOWLEDGMENT AND TO DO SOMETHING MORE FORMAL. SO THIS IS A TOTAL DISCUSSIONS NOW. AND IF SOMEBODY IS INTERESTED OR HAS SOME GREAT IDEAS, WE'RE ALWAYS WILLING, YOU KNOW, WE'D LIKE TO HEAR FROM PEOPLE. WE'VE HAD PEOPLE SEND SOME, PICTURES. IN FACT, LISA WAS ONE OF THEM IN TERMS OF HOW WE CAN BEST DO THIS. SO THESE ARE JUST, DISCUSSIONS THAT ARE STARTING OFF AS WELL. WE ALSO, THERE'S AN ORDINANCE THAT'S A VOLUNTEER ORDINANCE CALLED SKIP THE STUFF ORDINANCE. AND IT'S REALLY TO ENCOURAGE, AND IT'S A TOTALLY VOLUNTEER THING THAT FOR OUR RESTAURANTS TO NOT AUTOMATICALLY GIVE PLASTICS AND GIVE ALL OF THIS STUFF AND WHAT SO WHAT WE ARE DOING IS WE'RE ACTUALLY WORKING WITH, WE RAN IT PAST CORY GARDNER TO GET SOME FEEDBACK FROM HIM. SO WORKING WITH HIM, IT'S A TOTALLY VOLUNTEER THING, BUT WE WANT TO GET HOW CAN THE WE INCENTIVIZE THE BUSINESSES TO DO IT, VOLUNTEER. AND SO FORTH. THAT MAKES SENSE. SO THAT'S THAT'S A VERY NICE THING THAT'S GOING ON, WE ARE DOING THIS MICRO HABITAT FOR POLLINATORS. HIM HERE, JIM BUSHONG IS WORKING ON IT. HE'S LOOKING FOR A COUPLE OF YOUNG PEOPLE TO HELP HIM WITH SOME OF THE PLANTING. SO YOUTH LEADERSHIP COMMITTEE WE'RE COMING AFTER. ABSOLUTELY AND OF COURSE, WE HAVE THIS WONDERFUL GIRL SCOUT WHO JUST CAME UP TOO.

SO THIS IS A VERY EXCITING THING. AND WE ARE ALSO THERE'S THERE ARE OTHER AREAS THAT WE ARE LOOKING AT AND THE GOAL IS TO MAKE EVERYTHING NICE AND CLEAN. AND ALSO, LOOKING AT SOME SIGNAGE TOO, SO PEOPLE CAN LEARN ABOUT THIS AS WELL. SO A LOT OF THINGS MOVING ALONG THAT ARE SUSTAINABLE. JERSEY. WE'VE DONE OUR FINAL SUBMISSION, WE'VE GOT OUR UPLOADED POINTS. SO WE EXPECT THAT AT THE LEAGUE OF MUNICIPALITIES THAT WE WILL MAINTAIN OUR OUR SILVER, WHICH WE'RE VERY, VERY, VERY PROUD OF. SO THAT'S PRETTY KIND OF THE HIGHLIGHT ON ON SOME OF THAT, THE DISCUSSION FROM THE ENVIRONMENTAL COMMISSION, WE ALSO JUST HAD A, THE PLANNING BOARD MET AND WITH SOME WE WERE VERY HAPPY TO HAVE THE RETURN OF FORMER MAYOR. DON MATTHEWS WAS

[01:00:08]

THERE. WE HAVE MISSED HIM TERRIBLY. AND WE WERE SO, SO PLEASED TO HAVE HIM BACK. DON, IF FOR FOLKS THAT, IF YOU DON'T KNOW DON, YOU SHOULD. HE'S JUST A WONDERFUL, WONDERFUL MEMBER OF OUR COMMUNITY. SO HE WAS BACK AND IT WAS A GREAT MEETING. IT WAS A SMALL MEETING, AND WE REALLY JUST DID A IT WAS A VERY SMALL, IT WAS AN APPLICATION FOR A MINOR SUBDIVISION FOR SOMETHING THAT HAD EXISTED FOR A VERY LONG TIME AND TRYING TO CARVE OFF A PIECE. AND THERE'S SOME, SO THERE'S A LOT OF THERE WAS DISCUSSION ABOUT IT, BUT THAT WENT THROUGH AS WELL AS, A VERY SMALL MODIFIED SIGN, THAT'S GOING TO BE COMING IN MONTGOMERY PLACE. THAT'S PRETTY MUCH IT.

WE'VE GOT SOME MASTER PLAN COMMITTEES COMING UP AND SO FORTH. BUT THAT'S THAT'S THE QUICK AND DIRTY. OKAY. THANK YOU. THANK YOU, COMMISSIONER KEENAN, MAYBE DEPUTY MAYOR BERRIGAN. YEAH, YEAH, I'LL KEEP IT A LITTLE SHORTER. BUT FIRST, I REALLY WANT TO SEND MY APPRECIATION TO THE TOWNSHIP AND THE RESIDENTS FOR THEIR UNDERSTANDING, FOR ME HAVING TO COME IN VIRTUALLY, FORTUNATELY, I CAME DOWN WITH A COLD, AND I WANT TO BE RESPECTFUL FOR THE IN-PERSON ATTENDEES AND NOT CAUSE ANYONE ELSE TO GET SICK. AND THEN TOWNSHIP COMMITTEE REPORTS WILL BE VERY SHORT AS, ALL MY COMMITTEES HAVE TAKEN THE MONTH OF AUGUST OFF AND JOINED A NICE BREAK IN THE WEATHER. SO, THAT'S ALL I HAVE TO SAY. THANK YOU. THANK YOU SO MUCH, DEPUTY MAYOR, FOR ME, I WANTED TO. UNFORTUNATELY WE HAD TO CANCEL OUR COMMUNITY NIGHT OUT, WHICH IS AUGUST 6TH, BECAUSE THE WEATHER DIDN'T COOPERATE. BUT WE DO HAVE AUGUST 22ND MOVIE IN THE PARK COMING FOR OUR RESIDENTS. THE MOVIE IS MIGRATION, IT'S AN ANIMATED FILM. SUPPOSED TO BE REALLY FUN. AND WE INVITE THERE WILL BE SOME TABLING. YOU WILL BE ABLE TO BUY FOOD AND ICE CREAM TRUCK IS COMING. SO I'M HOPING ALL RESIDENTS MAKE TIME. THIS IS OUR LAST EVENT, IN THE PARKS FOR THE SUMMER. SO, JUST OUR INVITE TO EVERYBODY WHO'S LISTENING OR WHO HEAR ABOUT IT THAT AUGUST 22ND MOVIE IN THE PARK. PLEASE JOIN US, AS WE CELEBRATE THE LAST FEW DAYS OF SUMMER BEFORE THE KIDS GO BACK TO SCHOOL. AND THEN THE OTHER ONE WAS THIS PAST MONDAY, THE 12TH OF AUGUST, WE PARTNERED WITH THE RUTGERS CANCER INSTITUTE AND SCREEN NEW JERSEY TO HOST A SKIN CANCER SCREENING EVENT AT THE MONTGOMERY TOWNSHIP MUNICIPAL LOT RIGHT OUT HERE. WE WERE, WE HAD ABOUT 14 AVAILABLE APPOINTMENTS, AND THEY WERE ALL FILLED, FOR SCREENINGS WITH THE ADVANCED PRACTICE NURSE SCREEN. NEW JERSEY BROUGHT THEIR MOBILE UNIT. IT WAS ACTUALLY QUITE IMPRESSIVE. I HAD A CHANCE TO GO IN IT, IT WAS A BUST WITH TEMPERATURE CONTROLLED EXAM ROOMS AND CLINICAL SUPPLIES, AND IT WAS RIGHT IN OUR COMMUNITY, THERE WERE SOME PEOPLE WHO WALKED UP AND WANTED TO SEE IF THERE WERE ANY APPOINTMENTS AVAILABLE. WE DID GET THEM ON A WAITING LIST. SO AGAIN, WE ARE HOPING TO DO THIS AGAIN. WE DID TALK TO SCREEN NEW JERSEY TO, YOU KNOW, TRY AND DO THESE, HOPEFULLY ONCE A MONTH. IF POSSIBLE. IF ONCE IN TWO MONTHS, AND THIS WAS AN IMPORTANT REMINDER FOR EVERYONE TO GET THEIR SKIN CHECKED, ESPECIALLY THOSE AT HIGH RISK OR WITH FAMILY HISTORY OF SKIN CANCER. AND THEY ALSO ACTUALLY IT WAS I PICKED UP ONE FREE SUNSCREEN AS WELL. SO THEY WERE GIVING FREE SUNSCREEN, LIP BALM AND, A LOT OF CANCER PREVENTION MATERIALS TO ATTENDEES. AND THIS IS A SCREEN. AND IF YOU GET A CHANCE TO GOOGLE, IT IS REALLY A VALUABLE RESOURCE FOR EVERYONE, INCLUDING THOSE WHO ARE UNINSURED, OFFERING PATIENT NAVIGATION SERVICES FOR ANYONE UNDERGOING CANCER TREATMENT, ENSURING THAT NO ONE FACES THIS JOURNEY ALONE. AND AS I SAID, WE ARE TRYING TO HAVE THEM COME BACK INTO SOME OF OUR COMMUNITIES. I THINK CROSSINGS IS THE NEXT ONE WE WANT TO GET IN. AND, THIS THE APPOINTMENTS, UNFORTUNATELY, WE CAN ONLY DO 14. THEY WERE HERE FROM 2:00 TO 6:00 BECAUSE EACH APPOINTMENT IS ABOUT 25 MINUTES. SO BUT WE ARE VERY THANKFUL TO SCREEN NJ AND OF COURSE TO RUTGERS FOR PARTNERING AT RUTGERS CANCER INSTITUTE FOR PARTNERING WITH US. AND WE HOPE TO BRING MORE OF THIS TO MONTGOMERY, MORE COLLABORATIONS. SO THANK YOU.
