THAT'S MY JOB. SO HELP ME. SO HELP ME GOD. THANK YOU. ARE YOU. OKAY RESOLUTION NUMBER 24. DASH EIGHT, DASH 250. AUTHORIZING THE PROMOTION OF PATROL OFFICER [3. Resolution #24-8-250 - Authorizing the Promotion of Patrol Officer James Ward to Sergeant in the Montgomery Township Police Department] JAMES WARD TO SERGEANT IN THE MONTGOMERY TOWNSHIP POLICE DEPARTMENT. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24, DASH EIGHT, DASH 250. SO MOVED. SECOND ROLL CALL, PLEASE. COMMITTEE MEMBER ON. YES COMMITTEE MEMBER. TAYLOR. TODD. YES. DEPUTY MAYOR BERRIGAN. YES [4. Oath of Office - Sergeant James Ward] MAYOR SINGH. YES. AND IT IS NOW MY PLEASURE TO INVITE, SERGEANT WARD. AND BEFORE THAT, OF COURSE, CAPTAIN BETH WILL SAY A FEW WORDS. ALL RIGHT. BEFORE WE GET TO, ACTING SERGEANT WARD'S, SWEARING IN, I'D JUST LIKE TO SAY A FEW WORDS ABOUT, JIM. JIM ATTENDED LOCK HAVEN UNIVERSITY, WHERE HE EARNED A BACHELOR'S DEGREE IN CRIMINAL JUSTICE IN 2011. JIM WAS HIRED BY MONTGOMERY TOWNSHIP POLICE DEPARTMENT DECEMBER 2014 AND GRADUATED FROM MORRIS COUNTY POLICE ACADEMY IN 2015. HE HAS SERVED HIS CAREER IN IN THE PATROL DIVISION, AND HAS SERVED AS A FIELD TRAINING OFFICER SINCE 2018. FIELD TRAINING OFFICERS ARE CAREFULLY SELECTED. THEY MUST BE ABLE TO DEMONSTRATE THE ABILITY TO WORK UNSUPERVISED AND COMMUNICATE EFFECTIVELY AND HAVE GOOD INTERPERSONAL SKILLS. THEY MUST POSSESS CRITICAL THINKING AND PROBLEM SOLVING SKILLS AS WELL AS MENTAL AGILIT. FIELD TRAINING OFFICERS ARE THE FACE OF THE ORGANIZATION AS THEY TRAIN PROBATIONARY POLICE OFFICERS AND MUST REPRESENT THE TOWNSHIP POSITIVELY AND POSSESS COMMUNITY AWARENESS. THEY MUST BE MENTORS AND ROLE MODELS AMONGST THEIR PEERS AND WITHIN OUR COMMUNITY. A LOT OF THE SIMILAR QUALITIES FOR THE RANK OF A SERGEANT, JIM POSSESSES ALL OF THESE QUALITIES AND THEN SOM. IN JUNE OF 2023, JIM WAS ASSIGNED ACTING SERGEANT A PATROL SQUAD B, WHERE HE HAS BEEN RESPONSIBLE FOR THE SUPERVISION OF PATROL SQUAD OF FOUR OFFICER SUPERVISORS IN A DAY TO DAY OPERATIONS OF THE PATROL FUNCTION, AND HANDLING CALLS FOR SERVICE HERE IN THE TOWNSHIP AND RESPONDING TO SCENES THAT REQUIRE SUPERVISION AND GUIDANCE. DURING HIS ROLE AS AN ACTING SERGEANT OVER THE PAST YEAR, JIM HAS DEMONSTRATED PROFICIENCY IN ALL THE DUTIES AND RESPONSIBILITIES OF A PATROL SERGEANT AND HAS DEMONSTRATED THE ABILITY TO APPLY CRITICAL THINKING, AGILITY, AND COMPLEX SCENARIOS. JIM HAS DEMONSTRATED THE ABILITY TO WORK COLLABORATIVELY WITH THE COMMAND STAFF AND HAS BECOME AN INTRICATE PART OF OUR TEAM. DURING HIS ROLE AS AN ACTING SERGEANT, HE SHARES THE SAME CORE VALUES AND VISION OF OUR AGENCY AND ITS ROLE WITHIN OUR COMMUNITY. JIM CONTINUES TO BE A ROLE MODEL TO HIS PEERS, AND IS COMMITTED TO REPRESENTING MONTGOMERY TOWNSHIP TO ITS HIGHEST LEVEL. HE IS RESPECTED AND SUPPORT AMONGST HIS PEERS AND UP THE CHAIN OF COMMAND. PREVIOUSLY, I MENTIONED THAT JIM HAD BEEN ACTING SERGEANT OF PATROL SQUAD B FOR THE PAST 13 MONTHS. PATROL SQUAD B WAS A SQUAD I SUPERVISED FROM 2014 TO 2019 WHEN I WAS A PATROL SERGEANT, AND THE SQUAD THAT JIM WAS ASSIGNED TO AFTER COMPLETING HIS FIELD TRAINING PROGRAM IN 2015, JIM REMAINED ON MY SQUAD FOR MOST OF MY FIVE YEARS ON THE ROAD. DURING THE YEARS OF SUPERVISING AND WORKING DIRECTLY WITH JIM, HIS POTENTIAL WAS OBVIOUS TO ME. THE REST OF THE SERGEANTS, TO THE COMMANDERS, AND TO THE REST OF HIS PEERS. SUCCESSION PLANNING IS ABOUT [00:10:01] IDENTIFYING, PREPARING OUR NEXT LINE OF SUPERVISORS, MANAGERS AND LEADERS. JIM DEFINITELY STOOD OUT AMONGST HIS PEERS AND WE WORKED CLOSELY TOGETHER TO BUILD AND EXPAND UPON HIS EXPERIENCE AND SKILL SET. TONIGHT, I FEEL TRULY HONORED AND BLESSED FOR HAVING THE OPPORTUNITY TO WORK WITH JIM AND WATCH HIM GROW AND DEVELOP PERSONALLY AND PROFESSIONALLY OVER THE PAST TEN YEARS. I'M VERY PROUD OF HIM TONIGHT. I WISH JIM THE BEST OF LUCK AND CONGRATULATE HIM ON HIS PROMOTION, WHICH IS WELL EARNED AND WELL DESERVED, JIM, IF YOU'D COME TO THE PODIUM. TO BE ON CAMERA. I. I DO SOLEMNLY SWEAR THAT I WILL SUPPORT THE CONSTITUTION OF THE UNITED STATES OF STATES AND THE CONSTITUTION OF THE TEACHER AND CONSTITUTION OF THE STATE OF NEW JERSEY, WITHOUT REGARD TO FAITH, TRUE FAITH AND ALLEGIANCE AND ALLEGIANCE TO THE SAME AND TO THE GOVERNMENT ESTABLISHED, ESTABLISHED IN THE UNITED STATES, IN THE UNITED STATES, AND IN THIS CASE TO THE DISTRICT UNDER THE AUTHORITY OF THE AUTHORITY OF THE PEOPLE. AND I WILL FAITHFULLY AND IMPARTIALLY AND JUSTLY PERFORM ALL THE DUTIES, AND JUSTLY PERFORM ALL THE DUTIES OF THE OFFICE OF SERGEANT, THE OFFICE OF SERGEANT TO THE BEST OF MY DREAM, THE BEST OF MY ABILITY. SO HELP ME GOD. OKAY. THAT'S FINE. OKAY. OKAY. OKAY. PROCLAMATION RECOGNIZING MICHAEL CONSOLMAGNO, MONTGOMERY TOWNSHIP, DEPARTMENT [5. Proclamation - Recognizing Michael Consulmagno, Montgomery Township Department of Parks and Recreation for Act of Heroism] OF PARKS AND RECREATION FOR ACT OF HEROISM. WHEREAS ON JUNE 14TH, 2024, MICHAEL C OF THE DEPARTMENT OF PARKS AND RECREATION CAME TO THE AID OF AN INDIVIDUAL SUFFERING FROM HEAT EXHAUSTION IN VAN HORN PARK. AND WHEREAS MICHAEL CALLED 911 AND REMAINED WITH THE INDIVIDUAL OFFERING HELP, WHILE UNTIL EMERGENCY MEDICAL SERVICES ARRIVED, AND WHEREAS MICHAEL'S DECISIVE DECISION TO GET INVOLVED AND ACTIONS TAKEN LITERALLY SAVED THE INDIVIDUAL'S LIFE, AND WHEREAS SUCH KINDNESS AND CARE SERVE AS AN INSPIRATION TO OUR COMMUNITY, EMBODYING THE HIGHEST IDEALS OF COMPASSION AND HEROISM. AND WHEREAS THE TOWNSHIP COMMITTEE WISHES TO FORMALLY RECOGNIZE AND EXPRESS DEEP APPRECIATION TO MICHAEL FOR HIS EXCEPTIONAL VALOR, QUICK THINKING IN A CRITICAL MOMENT AND THEREFORE BE IT PROCLAIMED THAT WE, THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF MONTGOMERY, COUNTY OF SOMERSET, NEW JERSEY, ON BEHALF OF ITS RESIDENTS AND STAFF, HEREBY ACKNOWLEDGE AND COMMEND THE INDIVIDUAL ACT OF HEROISM AND EXPRESSES ADMIRATION [00:15:01] AND GRATITUDE FOR THE BRAVERY AND SELFLESSNESS DEMONSTRATED BY MICHAEL C AND ENCOURAGES ALL CITIZENS TO REFLECT ON THE PROFOUND IMPACT OF ACTS OF HEROISM WITHIN OUR COMMUNITY. ON THIS FIRST DAY OF AUGUST, 2024. IF MICHAEL CAN COME TO THE PODIUM FOR THE PROCLAMATION. ACTUALLY, I JUST WANT TO TAKE A MINUTE AND TALK ABOUT MICHAEL, WHO HAS ACTUALLY WORKED WITH ME ON FEW EVENTS. I MEAN, QUITE A FEW EVENTS, ACTUALLY, AND EVERY EVENT MICHAEL HELPS WITH, EVERYBODY WANTS TO KNOW HIS NAME. THE KIDS WANT TO RUN UP TO HIM AND EVERYBODY'S LIKE, CAN MIKE HELP WITH THAT EVENT? SO THANK YOU, MIKE. I JUST WANTED TO MAKE THAT PERSONAL NOTE ABOUT THAT. I REALLY AM ALWAYS HERE. I REALLY LOVE IT FOR THAT. YES. THANK YOU. OKAY. AT THIS TIME. OH THAT'S GREAT. LET'S WAIT A MOMENT THAT I'M HAPPY. AT THIS MOMENT, I'D LIKE TO [6. High School Tennis Courts - Update] INVITE JOHN GROVER, OUR, DIRECTOR OF RECREATION, TO COME TO THE PODIUM AND GIVE US SOME WHILE HE LEFT. OKAY. TO KNOW. KNOW TO TALK ABOUT THE HIGH SCHOOL TENNIS COURTS. IF WE COULD GET AN UPDATE. THANK YOU. JOHN. YES? SORRY ABOUT THAT, YES. SO I WANTED TO GIVE A QUICK UPDATE. SO, WE'LL START EVEN ON A STEP BACK ON OUR OTHER TENNIS COURTS IN TOWN, WE DID RECEIVE AN EMAIL ASKING ABOUT, WOODS EDGE TENNIS COURTS, SO I JUST WANTED TO REPORT THAT PARKS CREW, SOME OF WHICH ARE JUST LEFT, DID A COMPLETE, CLEAR AND CLEAN AROUND THE TENNIS COURT AREA TO MAKE IT LOOK A LOT NICER AND NEATER, AND THERE IS A LITTLE BIT OF CRACKING THAT WE'RE GETTING, HAD A QUOTE, SOMEBODY COME OUT AND GIVE US A QUOTE WAITING TO GET THAT BACK. SO ONCE WE GET THAT, TRY TO HAVE EVERYTHING UP AND RUNNING, IN THE NEAR FUTURE, SO FOR THE HIGH SCHOOL STANDPOINT, AS YOU KNOW, THE COURTS HAVE HAD BEEN LOCKED, WE'VE HAD SOME CONVERSATION WITH THE SCHOOL BACK AND FORTH, JUST TRYING TO FIGURE OUT, YOU KNOW, WHAT STEPS THAT WE CAN TAKE, SO THE UPDATE I HAVE AT THIS POINT IS THAT WE HAD, SENT AN EMAIL OVER TO THE SUPERINTENDENT AND THE, THE BHA, AND WE'RE JUST WAITING FOR RESPONSE BACK FROM THEM, HOPING TO BE ABLE TO DEVELOP SOME TYPE OF, USAGE AGREEMENT THAT COULD HOPEFULLY OPEN THOSE COURTS BACK UP. SO AS WE GET MORE INFORMATION, I WILL KEEP EVERYBODY UPDATED, SO TENNIS DOES ANYBODY HAVE ANY QUESTIONS ABOUT. YEAH, MAYBE IF ANYBODY ON THE TOWNSHIP I MEAN, IS THERE SOMETHING THAT WE CAN DO LIKE A, A JOINT AGREEMENT WITH WHERE WE HELP MAINTAIN THAT TENNIS COURT THAT WAY IT REMAINS OPEN BECAUSE, YOU KNOW, THERE'S DEFINITELY NOT ENOUGH. AND HAVING THE JOINT COLLABORATION WITH THE HIGH SCHOOL IS, IS VERY IMPORTANT. YEAH ABSOLUTELY. AND I THINK THAT'S PART OF WHAT, LORI AND I ARE HOPING TO DO IS HAVE THAT CONVERSATION AND SEE HOW WE CAN HOPEFULLY HAVE THAT AGREEMENT TO BE ABLE TO TAKE THE STEPS TO BE ABLE TO OPEN UP. AND I THINK THAT THAT'S WHAT IT WOULD BE, AGAIN, ASSUMING THAT WHAT WE'RE WE'LL HAVE THAT CONVERSATION IS TO FIGURE OUT [00:20:01] THERE'LL BE SOME TYPE OF, AGREEMENT, AS WE HAVE FOR THE MIDDLE SCHOOL COURTS, WHICH IS A 5050 SPLIT OF ANY, FEES THAT WOULD INCUR WITH THAT. SO HOPING TO BE ABLE TO HAVE AN UPDATE SOON. YEAH. AND I THINK WE DID REACH OUT TO THE SUPERINTENDENT AND SENT THE EMAILS FORWARD BECAUSE PEOPLE HAVE BEEN WRITING TO US AND, TO THE SCHOOL BOARD PRESIDENT, PATRICK TODD, THAT THE COMMUNITY IS ASKING. I THINK WE'VE RECEIVED QUITE A FEW EMAILS. PEOPLE ARE CONCERNED, ESPECIALLY WHEN WE HAVE A WELLNESS INITIATIVE THAT WE PROMOTE. PEOPLE HAVE BEEN ASKING, IT'S THE WELLNESS INITIATIVE, AND I CAN'T GET INTO THE TENNIS COURT. SO THAT'S THAT'S DEFINITELY A CONCERN. WOULD THAT WERE YOU ABLE TO GET ALL OF THE POISON IVY? YES. SO WE CLEARED EVERYTHING AROUND THE FENCES, BOTH AROUND THE TENNIS COURTS AS WELL AS IF YOU'RE FAMILIAR WITH IT. THERE ARE, THERE'S THE OTHER PICKLEBALL COURT THERE, AND THERE'S A BASKETBALL COURT. SO WE WERE ABLE TO KIND OF, CLEAR THAT AND OPEN IT UP A LITTLE BIT MORE. SO IT'S LOOKS BETTER AND IT'S A LOT SAFER AS WELL. OKAY. WELL THANK YOU, JOHN. WE REALLY DO APPRECIATE ALL THAT YOU DO. ONE OTHER UPDATE I WAS JUST GOING TO GIVE QUICKLY, ON THE INCLUSIVE PLAYGROUND, I KNOW IT'S NOT ON THE AGENDA, BUT JUST AS A QUICK UPDATE, WE HAVE OFFICIALLY ORDERED THE EQUIPMENT. AWESOME. SO WE'RE LOOKING AT A, OCTOBER BUILD AT THIS POINT. WOW, SO HOPEFULLY HAVE MORE INFORMATION ABOUT THAT AS WE GO. BUT IT HAS OFFICIALLY BEEN ORDERED, SO HOPEFULLY SOON WE'LL HAVE THE ABILITY TO GO OUT ON THE SLIDES AFTER A MEETING. NO, I AMAZING THAT'S I THINK THIS IS WONDERFUL. ESPECIALLY THAT INITIATIVE. I WAS TALKING TO THE COUNTY AS WELL. I THINK IT WILL BE A STATE OF THE ART DESTINATION FOR SURE. THANK YOU. ABSOLUTELY. THANK YOU VERY MUCH. THANK YOU, THANK YOU JOHN. OKAY OKAY. AT THIS TIME WE HAVE, PUBLIC COMMENT, MEMBERS OF THE PUBLIC WISHING TO ADDRESS THE TOWNSHIP COMMITTEE ON MATTERS PERTAINING TO THE TOWNSHIP WILL BE LIMITED TO THREE MINUTES PER PERSON. OKAY, WELL, THANK YOU. ANY QUESTIONS? OKAY. MAY I HAVE A MOTION TO ADOPT RESOLUTION NUMBER 24. DASH EIGHT. DASH 276. SO MOVED. SECOND ROLL CALL, PLEASE. COMMITTEE MEMBER ON. YES. COMMITTEE MEMBER. TAYLOR. TODD. YES DEPUTY MAYOR BARRAGAN. ABSTAIN MAYOR. SANE. YES CORRESPONDENCE. LISA. IS THERE [38. Correspondence] ANYTHING THAT, BEFORE YOU, IS A RECOMMENDATION FROM THE OFFICE OF EMERGENCY MANAGEMENT COORDINATOR ADAM VERDUCCI REGARDING A AN APPOINTMENT FOR SEAN DEVLIN AS DEPUTY COORDINATOR. THAT IS, BEFORE THE TOWNSHIP COMMITTEE FOR CONSIDERATION. IT IS THE RECOMMENDATION IS PER ORDINANCE BY THE OEM COORDINATOR. OKAY. SO SEAN DEVLIN WOULD BE COMING IN AS THE DEPUTY COORDINATOR, AND THEN WE WOULD HAVE ADAM VERDUCCI AS THE OEM COORDINATOR. THAT IS CORRECT. AT THE LAST MEETING, WE DID DO A RESOLUTION, APPOINTING ADAM AS OEM COORDINATOR AND SEAN DEVLIN HAS OFFICIALLY RESIGNED FROM THAT POSITION FROM THAT APPOINTMENT. SO, AND HE IS ACCEPTING OF THE DEPUTY POSITION. OKAY IS THAT CORRECT? LINDY PLEASE. YES. OKAY OKAY. I THINK THANK YOU. OKAY. SEEMS LIKE WE ARE GOOD ON THAT, NEW BUSINESS AND OLD BUSINESS. OKAY, [39. New Business and Old Business] SO BEFORE YOU, IF YOU RECALL FROM THE LAST MEETING, I HAD MENTIONED THAT WE HAD RECEIVED NOTIFICATION FROM THE DIVISION OF ABC THAT A SEASONAL FARM MARKET PERMIT WAS ISSUED TO LUSCIOUS SPIRITS AUTHORIZING THE SALE OF ITS PRODUCTS IN ORIGINAL CONTAINERS AND SAMPLING AT THE MONTGOMERY TOWNSHIP, OR, EXCUSE ME, THE MONTGOMERY FRIENDS OF OPEN SPACE FARMERS MARKET, AND THAT THE PERMITTEE MUST COMPLY WITH ALL APPLICABLE LOCAL ORDINANCES. FURTHER, THE SEASONAL FARM MARKET MARKETS LOCATED ON STATE LAND OR POLITICAL OR POLITICAL SUBDIVISION THEREOF, THE DIVISION OF ABC WILL CONSIDER SPECIAL OBJECTIONS ON THE BASIS THAT THE ISSUANCE OF THE PERMIT DOES NOT ADVANCE THE PUBLIC INTEREST, OR IS OTHERWISE DETRIMENTAL TO THE PUBLIC HEALTH, SAFETY AND WELFARE OF THE COMMUNITY. SO THIS IS BEFORE YOU AT THIS MEETING TO DETERMINE WHETHER OR NOT YOU WOULD LIKE TO IMPOSE ANY SPECIAL CONDITIONS OR SET FORTH ANY CONDITIONS THAT NEED TO GO TO THE DIVISION OF ABC FOR APPROVAL. THE ORGANIZATION OR THE BUSINESS IS LOOKING TO START AT THE AUGUST 3RD FARMERS MARKET. THE SAMPLES ARE LIMITED TO THREE HALF OUNCE SIZE, THREE HALF OUNCES, STRICTLY FOR TASTING. THEY CANNOT OPEN THE CONTAINERS ON THE PREMISES. IT'S JUST TO TASTE THE SAMPLE AND TAKE THE ALCOHOL HOME IN CLOSED CONTAINERS. SO OKAY, I THINK I BROUGHT THIS UP EARLIER. MY ONLY. LISA, DO YOU KNOW IF THEY, IF THERE'S ANYTHING IF YOU HAVE A LIBRARY WHERE THE KIDS GO, LIKE, OUR LIBRARY IS RIGHT THERE, NEXT TO THE FARMERS MARKET, IS THERE ANY CONSIDERATION GIVEN ON THAT, OR. I MEAN, I JUST WANTED TO CHECK IT'S NOT A CONSUMPTION LICENSE, SO. NO, NO, I TOTALLY UNDERSTAN. CORRECT. BUT WHEN YOU SAID YOU COULD HAVE RESTRICTIONS, THERE ARE REGULATIONS FOR ABC CONSUMPTION AND DISTRIBUTION LICENSE WITHIN SO MANY FEET OF A SCHOOL, THE CHURCH THERE ARE REGULATIONS, BUT THIS IS NOT A LIQUOR LICENSE. THIS IS A PERMIT TO SELL. PRODUCT AT A FARMER'S MARKET. I'M OPEN TO THE COMMITTEES, SO THAT'S MY CONCERN. I CAN'T THEY CAN'T. YEAH. THEY CAN'T OPEN IT ON THE THEY CAN'T OPEN. IT'S ALLOWED BY THE STATE. AND WE AS A MUNICIPALITY DO NOT HAVE, YOU YOU HAVE TO SHOW GOOD CAUSE OR GOOD REASON WHY THIS IS DETRIMENTAL TO THE PUBLIC HEALTH AND SAFETY. NOW, THE FARMER'S MARKET HOURS ARE, I BELIEVE, 11 TO 2, 10 TO 10 TO 10 TO 1, 10 TO 1. SO, CAN WE LIMIT THE SAMPLE TASTING PER INDIVIDUAL, LIKE, [00:40:08] YOU KNOW, THREE SAMPLES AND THAT'S IT. THEY CAN'T IT IS THREE SAMPLES. THAT IS IT IS IT. THAT IS THE LIMIT. AND ALSO THE SERVERS, THE SERVERS HAVE TO BE CERTIFIED. SO IN ORDER FOR THEM TO SERVE THIS PRODUCT, THEY HAVE TO BE STATE CERTIFIED OR HAVE A CERTIFICATION WHICH THIS THESE SERVERS DO. AND THEY, THEY HAVE TO SHOW IDENTITY LIKE SOMEONE THEY ARE. HOWEVER, WHATEVER THEIR PROCESS IS, THEY HAVE TO THEY HAVE TO SELL TO LEGAL AGE. THAT'S WHAT I MEANT. LIKE SOMEONE HAS TO SHOW THEIR AGE THEY CAN'T SELL. SO PART OF THEIR CERTIFICATION AND TRAINING, THEY HAVE TO PROBABLY ASK FOR SOMEONE'S LICENSE OR SHOW ID, OTHERWISE THEY WOULD LOSE. THERE WAS A I GUESS THEY WOULD LOSE THEIR LICENSE IF THEY THEIR PERMIT. THEY WON'T SELL TO THEM. THEY CAN'T OR THEY WON'T LET THEM SAMPLE JUST. BUT THEY CANNOT CONSUME. THEY CANNOT OPEN WHAT THEY BUY HERE ON THEY CAN'T CONSUME IT. OKAY. SO OUR AUTHORITY AS A TOWNSHIP COMMITTEE IS BASICALLY WE CAN'T STOP IT. OBVIOUSLY BUT AT THE SAME TIME, RESTRICTIONS REALLY DON'T MAKE SENSE. YOU'RE SAYING BECAUSE THE TIMING IS DAYTIME AND YOU DON'T THINK THAT THE BEING CLOSE TO THE KIDS LIBRARY IS A FACTOR, YOU HAVE TO SHOW OR PROVIDE REASON WHY THIS IS DETRIMENTAL OR OTHERWISE DOES NOT ADVANCE THE PUBLIC INTEREST. SO BY WAY OF EXAMPLE, SOME OF THE HOMEWORK THAT WE DID TO SEE IF CERTAIN, CERTAIN OBJECTIONS SHOULD BE MADE WAS TO DOUBLE CHECK WHAT THE TOWNSHIP'S ORDINANCES AND ON HOURS OF SALE AS IF IT WERE A RETAIL OR DISTRIBUTION LICENSE. THIS IS NOT EXCEEDING THOSE HOURS, YOU DO HAVE LIQUOR LICENSE IN TOWN, SO THERE'S NO RESTRICTION AS TO IT BEING A DRY TOWN. THAT WOULD BE AGAINST THE POLICIES OF MUNICIPALITY, ETC. EVERYTHING THAT THEY HAVE PROPOSED FALLS WITHIN WHAT YOU WOULD HAVE APPROVED IF YOU WERE AUTHORIZING A LIQUOR LICENSE, SO TO SPEAK. I UNDERSTAND THAT PERHAPS THE LOCATION WOULD NOT HAVE NECESSARILY BEEN IDEAL, BUT AGAIN, IT'S A CARRY OUT. SO THAT'S HOW OUR REGULATION OR PROHIBITION OF THAT PARTICULAR, ASPECT OF IT. WE DON'T REALLY HAVE THE REASONING TO PUT BEHIND IT BECAUSE IT ISN'T A CONSUMPTION IN THE AREA. IT'S NOT LIKE PEOPLE ARE WALKING AROUND WITH OPEN CONTAINERS AT YOUR FARMER'S MARKET, CERTAINLY OUR POLICE COULD COULD ASK THOSE PEOPLE TO LEAVE AND TAKE ACTION IF THAT WAS THE CASE. YEAH WELL, IT'S NOT MY FAVORITE THING TO CONSIDER, BUT, I DO SEE YOUR POINT. HOW DO WE MAKE SURE THEY DON'T OPEN ON SITE THE BOTTLES? YOU KNOW, IS THERE A WAY THAT THEY, YOU KNOW, WHEN THE PERSON. SO IF WE COULD THAT BE A SPECIAL. I MEAN, HOW CAN WE COULD WE IMPOSE A CONDITION? THE ONLY WAY WOULD BE TO HAVE THEM. WELL, I DON'T KNOW IF THEY WANT YOU TO HAVE A POLICE OFFICER ON SITE, BUT THEN PAYING A POLICE OFFICER TO BE WALKING AROUND BECAUSE IT WOULD BE FOR THEIR ON THEIR BEHALF. RIGHT. WE ARE NOT GETTING SO I DON'T KNOW HOW THAT WORKS. WELL, IF THE CONSUMER OPENS THE BOTTLE, THAT'S NOT REALLY ON THE PERMIT HOLDER. CORRECT. THAT WOULD BE AN ACTION THAT THE POLICE OFFICER THAT VIEWED THAT OR SOMEONE CALLED IN A COMPLAINT COULD WOULD TAKE ACTION AGAINST THE CONSUMER, NOT THE VENDOR, BUT THE VENDOR NEEDS TO FOLLOW THEIR LICENSE, THEIR PERMIT REQUIREMENTS, YOU KNOW, WITHIN THEIR CERTIFICATIONS TO MAKE SURE THAT THEY'RE NOT GIVING MORE THAN THREE ONE HALF OUNCE SAMPLES TO ANY ONE PERSON, THAT ANYBODY RECEIVING A SAMPLE OR PURCHASING THE GOODS ARE OF LEGAL AGE TO DO SO. WOULD IT BE HELPFUL FOR ME TO REACH OUT TO THE ABC TO SEE IF OTHER LICENSES, SIMILAR LICENSE LICENSES THAT ARE ISSUED, AND MAYBE I COULD SPEAK TO THOSE MUNICIPALITIES JUST TO THAT WOULD BE A GREAT IDEA, JUST SO THAT THAT WOULD BE GOOD. AND MAYBE, YOU KNOW, HAVING THE, THE PERMIT HOLDER, REITERATE OR TELL EVERY SINGLE PERSON THEY SELL THE BOTTLE TO THAT SAYS, LISTEN, THIS CAN'T BE OPENED ON SITE, AND THAT HAS TO BE AGREED UPON BY THAT. THEY WOULD SAY THOSE WORDS TO MAKE SURE. WELL, I THINK THEY SHOULD POST THAT, RATHER THAN WE COULD REQUEST. THEY COULD SAY IT ALSO, BUT IF THEY COULD POST IT, THEY SHOULD MAYBE. YEAH. ON THAT, LISA, YOU KNOW, PERHAPS SOMETHING ELSE THAT'S NOT NECESSARILY THROUGH THE ABC, BUT FOR WHOEVER'S LIAISON WITH THE FARMER'S MARKET TO SPEAK TO THE FOLKS THAT PUT OUT THE FARMER'S MARKET TO MAKE SURE THAT THE BOOTH IS SITED AWAY FROM ANYTHING THAT MAY BE DRAWING UNDERAGE. YEAH BECAUSE WE DO HAVE COLORING BOOTHS AND STUFF GOING ON HALF THE TIME THERE. MAYBE I SHOULD HAVE A CONVERSATION WITH LAURETTE. YEAH DOT. AND THEN YOU SAID YOU WOULD MAYBE, HOPEFULLY REACH OUT TO SEE WHAT OTHER MUNICIPALITIES THAT THAT WOULD BE VERY HELPFUL FOR US. YEAH. THANK YOU SO MUCH. THANK YOU. SURE MAYBE IF I COULD [00:45:04] SAY SOMETHING, I THINK SOMETHING WE SHOULD DEFINITELY OBSERVE NEXT COUPLE OF WEEKS. WE JUST FINISHED TALKING ABOUT AN INCLUSIVE PLAYGROUND BEING OPEN ON THE OTHER SIDE. YEP. AND SO, I AGREE WITH THE DEPUTY MAYOR. AND SO I THINK WE, I I'LL REACH OUT TO LAURETTE, SAY THERE'S NO DECISION ON THIS YET JUST SO. AND I'LL REACH OUT TO THE VENDOR AS WELL. YEAH. OKAY. YEAH. BUT I DO. YEAH. I JUST WANT TO DOUBLE DOWN TOO ON I THINK, YOU KNOW, THIS IS, YOU KNOW, WE HAVE RESPONSIBILITY. BUT YOU KNOW, THE I THINK IT'S THE MONTGOMERY PARENTS OF OPEN SPACE WHO, I THINK, YOU KNOW, THEY NEED TO BE OUR PARTNERS ON THIS AS WELL. RIGHT. AND WE ALL PARTNERED TO GET THE SPACE ON THE MUNICIPAL. THANK YOU. DENNIS ON FOR HAVING THIS AT THE MUNICIPAL CENTER. BUT NOW THIS IS SOMETHING THAT COULD MAKE AN ISSUE FOR US, BECAUSE NOW LIBRARY, INCLUSIVE PLAYGROUND, LITTLE KIDS ALL RUNNING AROUND, IT'S DEFINITELY CONCERNING. LISA, THIS IS A LIMITED TIME PERIOD FOR A PERMI, RIGHT? IT'S APRIL. YEAH, IT'S, YES, IT'S APRIL 1ST TO MARCH 31ST. THE WHOLE YEAR. IT'S A ONE YEAR PERMIT. SO IT MAY ALSO BE WORTH NOTING THAT PERHAPS THE TIME PERIOD BE LESS BECAUSE ONCE THE PLAYGROUND IS OPEN, THAT'S A DIFFERENT CONCERN FOR HEALTH SAFETY AND WELFARE. OKAY. IF YOU CAN GET US MORE INFORMATION LISA, SO THAT WE CAN ALL MAKE A EDUCATED GUESS HERE. BUT I'M ASSUMING THEY'RE GOING TO, THEY'RE COMING HERE THIS WEEKEND. RIGHT. WELL NO I DIDN'T TELL HER. SHE. OH NO NO THEY CAN TO ME MY QUESTION WAS WHEN WOULD YOU. WHEN ARE YOU LOOKING TO START PARTICIPATING IN THE FARMER'S MARKET? YEAH. I DON'T THINK THEY CAN COME TILL WE ARE ALL IN. THAT'S CORRECT. YEAH. THAT'S CORRECT. OKAY. I WILL REACH OUT AND US HOLDING THAT BACK. I'M SORRY. QUESTION FOR WENDY. WENDY, SIR. AND US HOLDING THEM. I MEAN, I THINK THEIR INTENT WAS TO BE HERE THIS WEEKEND. NO, THEM BEING, THE PERMIT HOLDERS, LUSCIOUS SPIRITS. I WANT TO MAKE SURE WE'RE NOT IN ANY KIND OF LEGAL RISK BY HOLDING THIS UP. NOW, WHEN THEY'RE LOOKING TO COME IN THIS WEEKEND, WE DON'T HAVE A CONTRACT WITH THEM. OKAY. GOT IT. AND WE'RE LOOKING FOR MORE. I DON'T KNOW, IT'S NOT THAT WE ARE. WE HAVEN'T CONTRACT WITH THE FARMER'S MARKET. HOW DID HOW DO VENDORS PARTICIPATE IN THE FARMER'S MARKET? I THINK IT'S WITH THE FARMER'S MARKET. SO I REALLY NEED TO TALK TO LAURETTE. [40. Township Committee Reports] OKAY. THANK YOU LISA. AND WE ARE GOING TO GO INTO TOWNSHIP COMMITTEE REPORTS, COMMITTEE MAN ON, I DON'T HAVE MUCH TODAY, YOU KNOW, THE SUMMER AND EVERYBODY'S AWAY AND VERY BUSY WITH OTHER THINGS. BUT I'D LIKE TO DEFINITELY WELCOME, BEVERLY TO OUR EDC. LOVELY. SHE IS A RESIDENT AND A BUSINESS OWNER AND JUST AN OVERALL GREAT PERSON. SO THE GREAT ADDITION TO OUR, OUR ORGANIZATION, AND I'D LIKE TO THANK, YOU KNOW, MICHAEL, FROM PARKS AND RECS BECAUSE HE'S SUCH A GENUINE, VERY KIND HEARTED PERSON, YOU KNOW, HE HE DOES A LOT. AND, YOU KNOW, I THINK HE WEARS CERTAIN COSTUMES. DURING, DURING SEASONAL TIME. SO JUST IN GENERAL, HE'S AN AMAZING GUY. AND IT JUST SHOWS WHO HE IS, AND HOW HE WAS ABLE TO HELP OUR, OUR COMMUNITY. SO THANK YOU VERY MUCH TO HIM AND EVERYBODY ELSE WHO WERE, APPOINTED POSITIONS TODAY. YOU KNOW, THE POLICE DEPARTMENT GOT A BIG WIN TODAY. AND, WOULD LIKE TO KEEP CONTINUING TO WORK TOGETHER WITH OUR COMMUNITY. THANK YOU. AND, IF COMMITTEEMAN, COMMITTEEWOMAN TODD WOULD, IF YOU HAVE ANY COMMITTEE REPORTS. YES. SO I WANT TO ECHO WHAT COMMITTEEMAN ANN SAID TONIGHT, ALL THE GOOD NEWS WE GOT TONIGHT IS ALL ABOUT, YOU KNOW, HOW WE BUILD OUR COMMUNITY. BETWEEN THE HEROISM OF MIKE FROM PARKS AND REC, WELCOMING, BEVERLY TO BEVERLY TO EDC, AND THEN ALSO WELCOMING OUR NEW POLICE OFFICER AND OUR PROMOTED POLICE OFFICER. YOU KNOW, THIS IS ALL GREAT NEW, AND I DID WANT TO REPORT ON, OUR SWEET SUMMER SOCIAL THAT TOOK PLACE ON SUNDAY, IN VANHORN PARK. IT WAS A GREAT SUCCESS. IT WAS GREAT ENERGY. EVERYBODY HAD A GREAT TIME, I AM ALREADY DECLARING THAT THIS SHOULD BE AN ANNUAL EVENT, SO I WANT TO THANK EVERYONE FROM MONTGOMERY MOSAIC, REPRESENTATIVES OF OUR INTERNAL, INCLUSION AND EQUITY COMMITTEE AS WELL AS THE RECREATION DEPARTMENT AND, OUR MAYOR'S WELLNESS CAMPAIGN COMMITTEEMAN ON THE REPRESENTATIVES FROM THE BOARD OF ED WHO SHALL REMAIN NAMELESS, THAT PUT THIS ALL TOGETHER. IT WAS REALLY A GREAT TIME, AND I HOPE THAT WE WILL HAVE MORE EVENTS LIKE THIS IN, IN MONTGOMERY IN THE FUTURE, BECAUSE IT REALLY DID FEEL GOOD. YOU KNOW, THE MAYOR SAID THAT HAPPINESS IS PART OF HEALTH AND WELLNESS BECAUSE THAT IS THAT'S MENTAL HEALTH. SO WE WANT TO CREATE AS MUCH ENERGY LIKE THAT AS POSSIBLE. SO I HOPE THAT WE CAN GO FORWARD WITH THAT. AND, [00:50:01] AS COMMITTEEMAN ANNE SAID, EVERYBODY ELSE IS ON VACATION. THAT'S ALL I HAVE TO SAY. I'M HAPPY TO ANSWER COMMITTEE. YES, SIMILAR HERE, SUMMER VACATION, BUT I DID WANT TO MAKE A SMALL REPORT, IN REFERENCE WITH THE VETERANS COMMITTEE. SO MONTGOMERY TOWNSHIP IS A DESIGNATED PURPLE HEART COMMUNITY IS A PRIVILEGE TO HONOR RECIPIENTS AND THEIR FAMILIES FOR THEIR SERVICE TO OUR NATION. IN HONOR OF THE MILITARY ORDER OF THE PURPLE HEART, I'D LIKE TO RECOGNIZE PURPLE HEART DAY. ALSO KNOWN AS NATIONAL PURPLE HEART RECOGNITION DAY, WHICH IS CELEBRATED ANNUALLY ON AUGUST 7TH TO HONOR THE BRAVE MEN AND WOMEN WHO WERE WOUNDED OR KILLED WHILE SERVING IN THE US ARMED FORCES. THE PURPLE HEART IS THE OLDEST MILITARY DECORATION STILL PRESENT IN USE, AND WAS ORIGINALLY ESTABLISHED BY GEORGE WASHINGTON IN 1782 AS THE BADGE OF MERIT. OVER 1.8 MILLION SERVICEMEN AND WOMEN HAVE RECEIVED THIS HONOR AS THE DAY TO REMEMBER AND HONOR THE BRAVERY, COURAGE, AND SACRIFICE OF THOSE WHO RISKED THEIR LIVES FOR OUR FREEDOMS. VERY TRUE, VERY TRUE. THANK YOU SO MUCH, DEPUTY MAYOR, I WILL ACTUALLY CONCUR WITH EVERYBODY ON THE DAIS THAT, IT'S MONTGOMERY'S HAD A GOOD WEEK WITH, OF COURSE, WE HAD OUR SERGEANT, AND WE HAD PIPER FORD, WHO WAS, THE NEW, SCHOLARSHIP RECIPIENT, AND, GOING TO THE ACADEMY FOR US IN THE IN THE POLICE DEPARTMENT. AND, OF COURSE, MIKE IS AMAZING. AS I MENTIONED, HE'S PART OF MANY OF OUR TOWNSHIP EVENTS, AND, AND IS ALWAYS THERE WITH A SMILE AND WILLING TO HELP. AND I THINK IT'S KUDOS. I WANT TO SAY KUDOS TO OUR ADMINISTRATOR, LORI SAVRAN, TO HAVE THAT KIND OF ENERGY IN THE IN THE, YOU KNOW, EMPLOYEES, BECAUSE I THINK IT'S ALWAYS FROM THE TOP DOWN AND THEY ALWAYS FEEL LIKE THEY HAVE TO DO THEIR BEST. SO I THINK IF WE CAN JUST HAVE A LITTLE HAND FOR LORI, IF YOU DON'T MIND, EVERYBODY, IT'S THANK YOU, LORI, BECAUSE, YOU KNOW, IF IT COMES AND PEOPLE ARE HAPPY TO WORK FOR SOMEONE, THEN THEY BRING THEIR BEST ENERGY. SO THANK YOU SO MUCH FOR THAT. AND, SUMMER SOCIAL. YES, IT WAS, GREAT. I DO WANT TO THANK THE INCLUSION AND EQUITY COMMITTEE LIAISON. PATRICIA TODD. AND THEN, OF COURSE, I WANT TO THANK, DENNIS ANN, WHO WAS WORKING BEHIND THE SCENES TO MAKE SURE, YOU KNOW, THINGS WERE HAPPENING. OF COURSE, OUR SCHOOL BOARD PRESIDENT, PATRICK TODD, WAS ALSO INSTRUMENTAL IN GETTING SOME, YOU KNOW, I GUESS, GOT SOME SPONSORS FROM, SPONSORSHIPS FROM THE MONTGOMERY NEWS. SO THERE WAS, ICE ICE TRUCK, I BELIEVE KONA ICE TRUCK AND A LOT OF RESIDENTS CAME OUT FOR A FIRST EVENT, VERY IMPRESSIVE. A LOT OF ENERGY AMONG THE PEOPLE. AND, AGAIN, I THINK AS, COMMITTEE WOMAN, TODD SAID SOMETHING THAT WE NEED TO REALLY CONTINUE DOING, AND WE WANT TO THANK MOSAIC AND THEIR LEADERSHIP FOR PUTTING IT ALL TOGETHER, BECAUSE IT IS A LOT OF WORK. DOING EVENTS IS NOT EASY. AND, GENE SCOTT DID IT WITH A BIG SMILE AND MADE SURE EVERYBODY WAS INVOLVED. SO YEAH, KUDOS TO HER AND TO MOSAIC. OF COURSE, INCLUSION AND EQUITY AND, OF COURSE, THE MAYOR'S WELLNESS WAS THINKING WHAT WAS THE THIRD ONE? MAYOR'S WELLNESS AS WELL. AND, NOW, ACTUALLY, I HAVE SOMETHING THAT I WANTED TO SHARE WITH THE, RESIDENTS AND OF COURSE, WE AT THE TOWNSHIP COMMITTEE ARE ALWAYS LOOKING FOR WAYS TO, YOU KNOW, BRING, VEGETABLES OR ACTUALLY BUSINESSES. AND I WANT TO SAY MORE, BE MORE WELCOMING TO BUSINESSES IN MONTGOMERY. SO FOR THAT EFFECT, I'VE BEEN WORKING WITH THE STAFF, LORI SAVRAN AND OF COURSE, OUR PLANNING DEPARTMENT AND OUR, BUSINESS ADVOCATE, MATT. AND, MATTHEW GALLEN, ACTUALLY, NOT MATT, JUST THE FULL NAME. SO, JUST HAVE A FEW REMARKS ON WHAT WE ARE TRYING TO DO, WHICH WE THINK WOULD BE GREAT FOR MONTGOMERY. SO WE HAVE, I'LL START WITH WHAT WE ARE ENVISIONING, WE ARE GOING TO THE EFFORT OR THE, THE PROGRAM THAT WE ARE TRYING TO START IS CALLED MONTGOMERY, WHERE OPPORTUNITY MEETS INNOVATION. SO OUR COMMUNITY IS LOCATED AT THE INTERSECTION OF CUTTING EDGE RESEARCH AND VIBRANT COMMUNITY LIFE. WE HAVE EVERYTHING LIFE SCIENCES COMPANIES COULD ASK FOR AND GIVEN OUR CLOSE PROXIMITY TO PRINCETON UNIVERSITY AND RUTGERS, WE HAVE SOME OF THE MOST ACCOMPLISHED RESIDENTS AND TALENTED COMMUNITY PARTNERS. THAT'S WHY TODAY I'M EXCITED TO ANNOUNCE OUR NEW INITIATIVE FOCUSED ON BRINGING WORLD CLASS LIFE SCIENCES ORGANIZATIONS AT ALL STAGES. A START UP TO A FORTUNE 500. HOPEFULLY TO MONTGOMERY. AND AGAIN, OUR TAGLINE FOR ALL OF US AT THE AT THE DAIS, WE'RE GOING TO GO WITH WHERE OPPORTUNITY MEETS INNOVATION. AND WE'LL BE TALKING ABOUT THIS A LOT MORE IN THE COMING MONTHS. WHETHER A COMPANY IS LOOKING FOR SEVERAL THOUSAND SQUARE FEET OF COMMERCIAL SPACE TO LAUNCH THEIR NEW VENTURE, OR IS IN NEED OF A NEW CORPORATE CAMPUS, OUR COMMUNITY HAS LOCATIONS READY TO ACCOMMODATE THESE NEEDS, AND WHEN AN ORGANIZATION DECIDES TO MOVE HERE, THEY CAN BE CONFIDENT IN KNOWING THAT THERE IS A TALENTED POOL OF SCIENTISTS AND ENGINEERS [00:55:06] AMONG OUR RESIDENTS. IF THEY HAVE STAFF NEEDING TO RELOCATE, OUR TOP RANKED SCHOOL SYSTEM IS READY TO WELCOME THEIR KIDS AND PROVIDE AN INNOVATING, INNOVATIVE EDUCATION. PREPARING THE NEXT GENERATION OF STEM LEADERS. OUR OPEN SPACES ARE SOME OF THE MOST BEAUTIFUL IN THE REGION, AFFORDING EVERYONE, EVERYONE THE OPPORTUNITY TO ENJOY LOVELY HIKES IN THE SOURLAND MOUNTAINS AND ACTIVE RECREATION IN OUR PARKS, INCLUDING AN INCLUSIVE PLAYGROUND HERE AT OUR MUNICIPAL CENTER IN THE NEAR FUTURE. WITH CONSTRUCTION AT MONTGOMERY PROMENADE UNDERWAY AND AN ANTICIPATED FIRST OPENING IN 2025, OUR COMMUNITY WILL SOON HAVE AN UPSCALE MIXED USE DEVELOPMENT ANCHORED BY HIGHLY SOUGHT OUT RETAILERS LIKE WHOLE FOODS AND ULTA. IF YOU OWN OR KNOW OF A LIFE SCIENCES COMPANY LOOKING FOR A SUPPORTIVE ENVIRONMENT TO GROW AND INNOVATE, WE INVITE YOU TO EXPLORE MONTGOMERY. OUR BUSINESS ADVOCATE, MATTHEW GALLEN, IS READY TO HELP YOU LEARN MORE ABOUT AVAILABLE LOCAL RESOURCES AND CONNECT YOU WITH THE RIGHT PARTNERS, INCLUDING CHOOSE NEW JERSEY AND NJEDA, WHICH HAS WIDE VARIETY OF FINANCIAL INCENTIVES AVAILABLE TO LIFE SCIENCES COMPANIES. IN THE MEANWHILE, I'VE BEEN MEETING WITH LOCAL LIFE SCIENCE COMPANIES WHO HAVE ALREADY BEEN WORKING HERE IN MONTGOMERY, AND THEY ARE OUR BIGGEST SPOKESPEOPLE TO SHARE WHY MONTGOMERY IS THE PERFECT LOCATION AND WHY THEY CHOSE MONTGOMERY. TOGETHER, WE CAN BUILD A HEALTHIER FUTURE, ONE DISCOVERY AT A TIME. BECAUSE MONTGOMERY IS WHERE OPPORTUNITY MEETS INNOVATION. THANK YOU. I FORESEE A CONTEST WITH THE MAYBE THE HIGH SCHOOLERS OR ON TO CREATE A NICE LOGO FOR THAT. I LOVE THAT IDEA. DEPUTY MAYOR. SEE, THIS IS THAT'S A GREAT IDEA. AND OUR HIGH SCHOOLERS WOULD LOVE TO BE PART OF IT. THIS COULD BE A NICE COLLABORATION BETWEEN THE SCHOOLS AND THE TOWNSHIP. AND I LIKE TO ADD THAT, YOU KNOW, OUR COMMUNITY COLLEGE, RARITAN VALLEY COMMUNITY COLLEGE ALSO HAS GREAT TRAINING FACILITIES FOR LIFE SCIENCES. SO NOT ONLY WILL IT GET CREATE BUSINESS OPPORTUNITIES AND, YOU KNOW, JOB OPPORTUNITIES FOR PEOPLE, BUT WHEN WE HAVE THESE LIFE SCIENCES COME IN, IT JUST GIVES THEM A, YOU KNOW, A POOL TO CHOOSE FROM. NO I TOTALLY AGREE WITH YOU. I THINK IT'S A GREAT EFFORT. AND THIS IS A PERFECT TOWN TO START WITH. SO AND I LOVE THE IDEA OF DOING IT WITH THE SCHOOLS. WE WILL LOOK MORE INTO THAT. THAT'S [41. Administrator’s Reports] A THAT'S A GREAT IDEA. THANK YOU EVERYONE. AND NOW IF WE CAN MOVE ON TO THE ADMINISTRATORS REPORT. GREAT. JUST HAVE TWO ITEMS TONIGHT, I WANTED TO GIVE YOU A STAGE TWO WASTEWATER PLANT UPDATE, I'M SURE THE STAFF WILL BE COMING IN IN SOON TO ALSO SHOW YOU SOME PICTURES, BUT I JUST WANTED TO, SINCE WE HAD A LITTLE TIME TONIGHT, WORK HAS BEEN COMPLETED ON ONE OF THE TWO CLARIFIERS. NO ISSUES. EVERYTHING WENT SMOOTHLY. THE SECOND CLARIFIER IS NOW UNDERWAY. VARIOUS, SANDBLASTING, PAINTING THE SUPERSTRUCTURE, ETC. THAT PARTICULAR PIECE OF, APPARATUS SEPARATES THE SLUDGE TO CREATE THE CLEAN WATER. THE NEW EFFLUENT PUMP STATION IS UNDER CONSTRUCTION. THE NEW STORMWATER PUMP STATION IS ALSO UNDER CONSTRUCTION. THIS IS TIED TO THE RESILIENCY AND HARDENING OF THE FACILITY DURING A STORM. THE NEW SLUDGE HOLDING TANK IS AT 75% COMPLETION, WHICH IS GREAT, BECAUSE WHEN MONTGOMERY PROMENADE SHOPPING CENTER IS READY TO COME ONLINE TO THE TREATMENT PLANT, IT WILL BE READY. TWO SECTIONS OF THE WALLS ARE COMPLETE AND UP, THERE HAVE BEEN TWO CHANGES NECESSARY TO EFFECTUATE THE PROJECT. THE FIRST WAS THE FIELD CHANGE MADE FOR PRECAUTIONARY REASONS REGARDING A PIPE AND THE WALL. SO THAT FUTURE ACCESS TO THAT PIPE, WHICH UNDER WHICH TRAVELS UNDERNEATH THE WALL, CAN BE MORE READILY ACCESSIBLE, AND THE SECOND WAS UPON DRILLING FOR THE REMAINING WALL SECTIONS, THE STRENGTH OF THE SOIL AND ROCK WERE WEAKER THAN EXPECTED THAN THE TEST BORINGS THAT WE HAD TAKEN, AND IN ORDER TO MAINTAIN INTEGRITY OF THE WALL, THE MICROPILES WHICH ANCHOR THE WALL AND PREVENT THE WALL FROM LIFTING DURING A FLOOD EVENT, REQUIRED SOME ADDITIONAL DRILLING TO A GREATER DEPTH. SO YOU'LL BE HEARING ABOUT THOSE CHANGES IN THE UPCOMING MEETINGS. CONSERVATIVELY, WE ARE 18 MONTHS FROM FULL COMPLETION AND OUR DIRECTOR OF WASTEWATER, CHRIS LICCARDO, REPORTS THAT THEY ARE MAINTAINING TREATMENT. NO DISRUPTIONS MEETING ALL DEP PERMIT REQUIREMENTS AS THE CONSTRUCTION WORK IS GOING ON. ANY ANY QUESTIONS ON THE WORK LIKE I SAID, YOU'LL BE GETTING, YOU KNOW, A MORE FULL REPORT, BUT I THOUGHT IT WOULD BE WE HADN'T TALKED ABOUT IT IN A WHILE. AND I KNOW YOU HAD WANTED TO GET PERIODIC UPDATES. THE PEDESTRIAN CROSSING AT 206 AND ORCHARD ROAD, THE FINAL PHASE IS UNDERWAY. THE DOT HAS THEIR [01:00:01] CONTRACTOR OUT THERE. I'M SURE YOU'VE SEEN THE CONES AND THE WORK GOING ON, LAST SECTIONS OF SIDEWALK, THE RAMPING, SOME ADDITIONAL LIGHTS, THE PEDESTRIAN CROSSING, CROSSWALKS, STRIPING, SOME ADDITIONAL SAFETY SIGNAGE. THEY EXPECT THE CONTRACTOR EXPECTS THE WORK TO BE FINISHED NEXT WEEK. OH, THAT'S WONDERFUL. OR JUST A CLARIFYING QUESTION BECAUSE, BEFORE, WHEN YOU USED TO. SORRY. SOUTH SIX WEST ON ORCHARD GOING TO TWO. OH SIX. YOU USED TO HAVE TO. IT WAS LIKE A DELAYED GREEN FOR TURNS. AND NOW IT'S US. BOTH SIGNALS COME IN AT THE SAME TIME. IS THAT PART OF THE CHANGE OR IS THAT SOMETHING SEPARATE, I CAN CHECK WITH THE TOWNSHIP ENGINEER. IT'S A GREAT THING BECAUSE NOW YOU TURN AT THE SAME TIME VERSUS, LIKE, EVERYONE WAITING, I THOUGHT THAT THEY HAD SYNCHRONIZED THOSE. SO IF I, I WILL I WILL CHECK TO SEE ANY TIME CHANGE. I'VE NOTICED THAT GOING HOME FROM HERE. YEAH. MAYBE THERE WAS AN EFFORT TO MAKE IT. I'LL TAKE IT. YES OKAY. ALL RIGHT. I'M NOT THE ONLY ONE. I'M SURE. UNINTENDED BYPRODUCT. YES. YEAH, YEAH. SAFETY. YEAH. EVERYBODY DOES, AND THEN JUST ONE LAST QUICK THING, I HAD WRITTEN A MEMO TO THE MAYOR, REGARDING A RECOMMENDATION TO ESTABLISH AN AD HOC PUBLIC ARTS COMMITTEE. AND SO BASICALLY, WHEN THE MUNICIPAL CENTER WAS PLANNED AND COMMUNITY EVENT AND MEMBERS ENVISIONED A GATHERING SPACE HERE IN THE LOBBY TO SHOWCASE THE BEAUTY OF MONTGOMERY, THE INAUGURAL ART EXHIBIT THAT WE DID IN THE LOBBY KICKED OFF IN FEBRUARY OF THIS YEAR. SO THAT WAS WITH LOCAL ARTISTS. PHOTOGRAPHER AND OPEN SPACE ADVOCATE CLEM FIORE. SO IT WAS THE FIRST OF ONGOING PROGRAMS OF EXHIBITS TO FEATURE LOCAL ARTISTS, WHICH WOULD BE CURATED BY THE TOWNSHIP. SO TO MANAGE THE ROTATING ART EXHIBITS IN THE LOBBY, THERE, I BELIEVE, AS I'VE LOOKED INTO IT WITH OTHER TOWNS AND HOW THEY HANDLE THAT, THEY DO. ONE OF THE MODELS THAT THEY USE IS CREATING A MAYOR'S AD HOC COMMITTEE. IT'S APPOINTED AT THE BEGINNING OF EVERY YEAR THROUGH OUR REORGANIZATION MEETING AND THE COMPOSITION YOU CAN YOU CAN DISCUSS OF WHAT YOU WHAT YOU MIGHT ENVISION. I WAS PROPOSING POSSIBLY TWO TOWNSHIP COMMITTEE MEMBERS, YOU KNOW, THE MAYOR AND ONE OTHER, MYSELF, A LOCAL ARTIST. AND OUR BUILDINGS FOREMAN, JUST TO MAKE SURE THAT WE DON'T GO CRAZY WITH WHAT WE THINK WE CAN HANG. YOU KNOW, WE NEED SOMEONE WITH, WITH THAT, THAT REALISM. SO THE ROLES AND RESPONSIBILITIES RIGHT NOW WOULD BE TO CURATE THE ROTATING ART EXHIBIT IN THE LOBBY AND THE GROUP, IF, YOU KNOW, WE APPOINT THE GROUP, WE COULD HAVE THEM HELP DEVELOP THE POLICY. SOME OF THE THINGS WE WANT TO CONSIDER IN THE POLICY WOULD BE TO CONFIRM ANY NEW JERSEY LAWS THAT ARE APPLICABLE TO PUBLIC BUILDINGS IN TERMS OF WHAT WE COULD DISPLAY, PREFERENCE OR WHETHER A REQUIREMENT FOR MONTGOMERY RESIDENCY FOR ARTIST, YOU KNOW, WE HAVE A LOT OF ARTISTS, OBVIOUSLY, IN MONTGOMERY, BUT WE HAVE SOME PRINCETON, HOPEWELL, SO DEPENDING ON THE MEDIUM, DEPENDING ON WHERE THE ARTIST LIVES, MAKING SURE THAT IT'S APPROPRIATE FOR ALL AUDIENCE, AGES, WE'VE TALKED ABOUT THAT FREQUENCY OF MAYBE TWO TIMES PER YEAR OR THREE TIMES PER YEAR. WE DO HAVE TO REMEMBER THE LABOR INTENSIVE TO TAKE IT DOWN THE ARTWORK, LIMIT. DO WE WANT TO LIMIT ONE ARTIST AT A TIME OR HAVE MULTIPLE ARTISTS BE ABLE TO SHOW? WE HAVE, YOU KNOW, RATHER LARGE SPACE IN THERE? WE HAD DONE AN ARTIST MEET AND GREET WITH, WITH, CLEM FIORE. IS THAT SOMETHING WE'D WANT TO CONTINUE WITH THE OPENING AND CONSIDER WHETHER THE ARTIST COULD IDENTIFY THAT THE ART IS FOR SALE. YOU KNOW, I'VE SEEN IT DONE BOTH WAYS. THAT'S A GOOD IDEA, TOO. SO? SO THE ACTION ITEMS WOULD BE DEVELOPING THE EXHIBIT PROCEDURES AS WELL. SO SCHEDULING, INSTALLATION AND REMOVAL, PROOF OF INSURANCE, YOU KNOW, SOME OF THOSE KINDS OF ITEMS. AND THEN WE COULD ALSO DEVELOP AN APPLICATION FOR ARTISTS TO APPLY. OH OKAY. AND THEY WOULD APPLY TO, YOU KNOW, GET A CHANCE THAT THEN THE, AD HOC COMMITTEE COULD REVIEW AND MAKE MAKE THAT SELECTION. SO JUST SOMETHING FOR YOU ALL TO CONSIDER IF YOU WANTED TO PROVIDE ANY FEEDBACK TONIGHT, WE ARE HITTING THAT SIX MONTH MARK WHERE WE, YOU KNOW, WERE THE ART IN THE LOBBY WILL HAVE BEEN. SO IF WE WANTED TO CONSIDER WHAT THE NEXT ARTIST MIGHT BE, THIS COULD BE SOMETHING THAT WE COULD EXPLORE. BUT I AM OPEN TO SUGGESTIONS. YEAH, I THINK IT'S A GOOD IDEA. I'M IN FAVOR OF IT. YEAH, I THINK IT'S GREAT. GREAT. AND I THINK WHEN YOU WERE SAYING ABOUT RESIDENCY OF PEOPLE LIVING IN MONTGOMERY THAT THAT MAY BE A LITTLE NARROWER IF WE DECIDED TO DO SOMETHING WHICH IS MORE CENTRAL JERSEY. AND THAT EFFORT THAT SENATOR ZWICKER IS DOING WITH THE CENTRAL JERSEY, TRYING TO BRING CENTRAL JERSEY INTO THE LIMELIGHT, WE COULD USE THAT AS HOPEFULLY THEY HAVE FUNDS FOR THAT CENTRAL JERSEY EFFORT. AND WE COULD SORT OF, YOU KNOW, [01:05:01] PIGGY BACK ON THAT AS WELL. SO MAYBE THAT'S, YOU KNOW, WE COULD MAKE IT MORE CENTRAL JERSEY FOCUSED. IT WILL BE HARD TO JUST GET, ARTISTS JUST OUT OF MONTGOMERY WOULD BE A LITTLE HARDER. BUT THAT'S JUST A SUGGESTION. I'M SURE EVERYBODY ELSE HAS SUGGESTIONS AND WE CAN TRY AND, YOU KNOW, PUT SOMETHING TOGETHER. I LIKE THE IDEA. I WONDER IF IT'S ALSO, WE GENERALLY KIND OF HOLD, MEMBERS OF THESE COMMITTEES. I MEAN, I'LL CALL LIKE, ADULT AGE, BUT, YOU KNOW, BEING THAT IT'S ARTS FOCUSED AND WE HAVE SO MANY STUDENTS WHO COME INTO THIS, MAYBE THERE'S AN OPPORTUNITY TO TRY SOMETHING NEW, MAYBE MAYBE WORK WITH THE HIGH SCHOOL. I USE THE HIGH SCHOOL AS AN EXAMPLE. MAYBE NOMINATE, YOU KNOW, A STUDENT THAT MAYBE HE'S VERY FOCUSED IN THIS AREA AND, YEAH, LIKE AN INTERN OR, YOU KNOW, THAT'S A GREAT OPPORTUNITY FOR SOMEONE, RIGHT? YEAH. IN TERMS OF SOMEONE WANTS TO BE THEY MAY BE GOING INTO ART SCHOOL AND THEY MAY HAVE THAT FOCUS. WHAT A WONDERFUL THING FOR THEIR RESUM. YEAH. SO HOW WOULD PEOPLE REACH OUT, AND I GUESS THE AD HOC WOULD BE EMAIL, BUT HOW WOULD THE COMMUNITY COMMUNITY KNOW WHO TO REACH OUT TO? AND THAT THAT'S EVEN AN OPTION BECAUSE, YOU KNOW, IT'S GREAT TO START SOMETHING, BUT, TO, TO BE ABLE TO INFORM PEOPLE IS ALWAYS A CHALLENGE, WELL, WE HAVE THE WEBSITE WE HAVE THE, WE, WE ARE FAMILIAR WITH A NOT ALL, BUT SOME LOCAL ARTISTS WHO WE PROBABLY REACH OUT TO FIRST THAT HAVE PARTICIPATED IN SOME OF THE EVENTS THAT WE'VE HAD IN TOWN. AND THEN LOCALLY, THE ARTIST COMMUNITY DO SEEM TO BE, WELL CONNECTED AMONGST THEMSELVES, AND TALK SO THEY PROBABLY WILL SHARE AMONGST THEMSELVES. AND WE HAVE THE E-BULLETIN, THE NEWSLETTER, THE MONTGOMERY NEWS, I THINK, YEAH, I DO AGREE THAT THE, THE ART SHOULD ROTATE. AND YOU KNOW, IT, IT HAS NOT ROTATED. I THINK THAT WAS OUR, OUR WHOLE CONCEPT OF WHAT WE WERE DOING. SO, YOU KNOW, MAYBE IT'S, IT'S WE REACH OUT TO PEOPLE WHO'VE PUT IT UP THERE IN THE PAST AND, AND TRY TO FIGURE IT OUT, NO, THAT'S THAT'S TRUE. AND WE CAN DEFINITELY LOOK AT PRINCETON ARTS COUNCIL TO GET OUR MESSAGE ACROSS THAT WE ARE DOING THIS IN MONTGOMERY, AND THEY MAY HAVE A GOOD DATABASE OF PEOPLE WHO MAY BE INTERESTED. SO YEAH, THAT'S A GOOD POINT. OKAY WELL, THANK YOU SO MUCH, LAURIE, FOR ALL THINKING ON THIS IS AN IMPORTANT, THING WE NEED TO [42. Future Agenda Items] DECIDE UPON. THAT'S IT. OKAY. THANK YOU. AND IT SAYS FUTURE AGENDA ITEMS, ANIMAL CONTROL SOLUTIONS, MID-YEAR REVIEW IS GOING TO BE HOPEFULLY IN A COUPLE OF. YES. WE, WE'VE HAD OUR FIRST ROUND OF INTERNAL DISCUSSIONS WITH THE STAFF THAT ARE INVOLVED SO WE CAN GATHER THEIR INPUT AND OUR NEXT STEP IS TO MEET WITH THE VENDOR. AND WE'LL BE BRINGING A REPORT TO [43. Resolution #24-7-277 - Executive Session] YOU. OKAY. SOUNDS WONDERFUL, RESOLUTION NUMBER 24, DASH EIGHT. DASH 277. EXECUTIVE SESSION.
