HER CHAPTER IN THE KNOW YOUR TOWNSHIP BOOKLET, PRODUCED BY THE LEAGUE OF WOMEN VOTERS, WAS LATER EXPANDED TO A BOOK. SHE ALSO WROTE A BOOK ON THE HISTORY OF HILLSBOROUGH. THE PERSON THAT MY MOTHER WAS WAS NO DOUBT ESTABLISHED EARLY IN HER LIFE. URSULA COLBORN BRACKNELL GREW UP IN AN ERA WHEN COLLEGE EDUCATED WOMEN WERE AN ANOMALY. SHE WAS RAISED IN A HOUSEHOLD WITH TRADITIONAL ENGLISH MORES, PUBLIC SERVICE AND LEAVING A LEGACY WERE HELD UP AS IDEALS, AND SHE HAD SOMETHING TO LIVE UP TO. HER GRANDFATHER, WHO HAD BEEN MAYOR OF BRIGHTON, ENGLAND, HAD A STREET NAMED AFTER HIM IN HONOR OF HIS SERVICE, SOMETHING SHE WAS PARTICULARLY PROUD OF.THIS WAS ALSO A PERIOD WHEN WOMEN WERE CHALLENGING AND CHANGING ROLES IN PUBLIC LIFE.
PERHAPS THESE ARE THE THINGS THAT MOTIVATED MY MOTHER IN HIGH SCHOOL, SHE WON FIRST PRIZE FOR FRENCH. HER EXCELLENT SCORES IN NEW YORK'S REGENT EXAMS WON HER A FULL RIDE TO BARNARD COLLEGE.
CANDY AND HIS ALMA MATER TO, A TOP WOMEN'S COLLEGE, NOW PART OF COLUMBIA. THIS WAS A TIME WHEN ONLY APPROXIMATELY 6% OF WOMEN RECEIVED HIGHER EDUCATION. SHE WAS DRIVEN TO PROVE HERSELF, AS SHE EXPECTED, THE BEST FROM HERSELF. THIS ETHIC WAS ALSO APPLIED TO MY SISTER AND ME. WE WERE EXPECTED TO DO OUR BEST, ALWAYS AND CLEARLY KNEW WHEN WE FELL SHORT. IT WAS NOT UNCOMMON FOR HER TO STOP MID-SENTENCE TO QUIZ US ON THE MEANING OF A WORD OR EXPOUND ON A POINT OF GRAMMAR. MY SISTER AND I FREQUENTLY HAD OUR LETTERS HOME, RETURNED TO US, FULLY EDITED ALONG WITH THE REMONSTRANCE THAT CORRECT OF USE OF CORRECT ENGLISH IS A PIVOTAL SKILL IN LIFE. WHEN THE BRACKNELL FAMILY SETTLED HERE IN 1964, MONTGOMERY WAS A COMMUNITY IN TRANSITION.
MY MOTHER LOVED ITS OPEN SPACES AND RURAL CHARACTER. THE GENTLY ROLLING HILLS, ITS VILLAGES AND ITS HISTORY. SHE ASPIRED TO PRESERVE THESE BEFORE FARMS SURRENDERED TO HOMES FOR YOUNG

FAMILIES AND NEW LIFESTYLES. THROUGH PUBLIC SERVICE, SHE AND OTHER FAR SIGHTED INDIVIDUALS LAID THE FOUNDATION FOR THE MONTGOMERY TOWNSHIP WE ENJOY TODAY. SO MUCH OF THE MONTGOMERY WE LOVE IS DUE TO HER EARLY AND SUSTAINED EFFORTS. I HAVE ALREADY MENTIONED SOME OF HER ACCOMPLISHMENTS IN MONTGOMERY CITIZEN, THE CANDIDATE NIGHTS, AND VOTER EFFORTS FOR THE LEAGUE OF WOMEN VOTERS, AND HER ROLE IN ORGANIZING BY THE MONTGOMERY'S BICENTENNIAL CELEBRATION. BUT DID YOU KNOW THAT SHE WAS INSTRUMENTAL IN STOPPING THE DEPARTMENT OF TRANSPORTATION FROM RUNNING I-95 THROUGH MONTGOMERY? MY MOTHER WAS AN ACTIVE MEMBER OF THE GROUP AIM THAT DISSUADED THAT EFFORT WITH AN EARLY ENVIRONMENTAL COMMISSION AND PLANNING BOARD, SHE DEVELOPED FOUNDATIONAL POLICY. THE NIGHT SKY ORDINANCE IS ONE. ANOTHER WAS SECURING FIVE ACRE RESIDENTIAL ZONING TO PRESERVE OPEN SPACES. SHE PLAYED A CENTRAL ROLE IN LAUNCHING THE LANDMARKS PRESERVATION COMMISSION AND WORKED CEASELESSLY, CEASELESSLY TO RAISE AWARENESS OF THE VALUE OF HISTORICAL STRUCTURES AS A PART OF OUR UNIQUE IDENTITY AND PLACE IN HISTORY. IN HER LATER YEARS, SHE SEEMED TO FEEL THAT SHE HAD NOT ACCOMPLISHED MUCH. THE YOUNG FAMILIES WHO CAME TO MONTGOMERY WANTED TO PUT THEIR OWN STAMP ON THE COMMUNITY , AND RIGHTFULLY SO. AS MONTGOMERY EXPANDED AND DIVERSIFIED, THE NEW GUARD REPLACED THE OLD GUARD AND MODERN. MONTGOMERY'S PIONEERING RESIDENTS FADED BACK. BUT I BELIEVE THAT HER ACCOMPLISHMENTS ARE EVERYWHERE, EVEN AS TIME HAS MOVED ON AND WHERE MY MOTHER ALIVE TODAY, I KNOW SHE WOULD BE SINCERELY GRATIFIED BY THE RECOGNITION OF HER WORK IN THE NAMING OF BRACKNELL. AND SO, WHILE I DON'T THINK WE'LL BE READY FOR THE JUNE THIS YEAR'S JUNE SUBMISSION DATE, I'D LIKE TO DO SOME FURTHER INVESTIGATION ON THE STRUCTURE AND BRING TO YOU POSSIBLY A PROPOSAL OF WHAT IT WOULD LOOK LIKE IF WE APPLIED FOR THIS GRANT NEXT YEAR. I THINK THAT'S A GREAT IDEA, ESPECIALLY IF WE DID LOOK AT IT'S, NOT IN THE FLOOD WAY OF THE STREAM THERE, BUT IT IS WITHIN THE FLOOD HAZARD AREA, AS YOU'LL SEE. IS THAT SOMETHING WE SHOULD CONSIDER MOVING LIKE? WELL, I DID FURTHER INVESTIGATE, AND THE WATER HAS NEVER COME UP TO THAT BUILDING. I THINK IT'S ON THE HIGHER END. YEAH. FUTURE AGENDA ITEMS 2024 TO 2025 LIQUOR LICENSE RENEWALS, PLEASE, SIR, IF YOU WOULD EXPLAIN. SO I THOUGHT, WITH THE LIQUOR LICENSE RENEWALS APPROACHING NEXT MONTH, THAT I WOULD JUST INFORM THE COMMITTEE OR TALK ABOUT A LITTLE BIT ABOUT THE CHANGES TO THE LAWS GOVERNING LIQUOR LICENSES.SPECIFIC TO, THE, THE CHANGES ARE THE REVISIONS ARE INTENDED TO PROMOTE THE TRANSFER OR USE OF THE INACTIVE CLASS C RETAIL CONSUMPTION LICENSES AND EASE RESTRICTIONS, POSING CHALLENGES TO THE NEW JERSEY CRAFT BREWERY INDUSTRY. SO THE BILL BASICALLY SAYS AN EXPIRATION DATE FOR CURRENTLY INACTIVE CONSUMPTION. CONSUMPTION LICENSE, ALSO KNOWN AS POCKET LICENSES, POCKET LICENSE AND CREATES A PROCESS FOR THE TRANSFER OF THE LICENSES BETWEEN CONTIGUOUS MUNICIPALITIES. SO BASICALLY WHAT THIS MEANS NOW IS THAT UNDER THE NEW LAW, AN INACTIVE LICENSE THAT HAS BEEN USED, THAT HAS NOT BEEN USED IN CONNECTION WITH AN ESTABLISHMENT FOR TWO CONSECUTIVE LICENSE TERMS, SHALL BE SHALL NOT BE RENEWED. THIS MEANS THAT PREEXISTING LICENSES, INACTIVE SINCE AUGUST 1ST OF 2022, WILL HAVE TO BE SOLD THROUGH PRIVATE SALE OR TRANSFER TO A CONTIGUOUS MUNICIPALITY TO PREVENT IT FROM EXPIRING. NOW THE LAW NOW THE A, B, C ON MAY 10TH, GRANTED ADMINISTRATIVE ORDER 2020 403, WHICH IS GRANTING A BLANKET RELIEF FOR THE INACTIVE LICENSE HOLDER TO THE 22 2025. BASICALLY WHAT THEY'RE DOING IS THEY'RE GIVING THEM AN EXTRA YEAR NOW TO REMAIN INACTIVE, AND THEY DON'T HAVE TO APPLY FOR RELIEF. TYPICALLY, WHEN A LICENSE IS INACTIVE EVERY TWO YEARS, THEY HAVE TO APPLY TO THE A, B, C FOR RELIEF AND GIVE AN EXPLANATION AS TO WHY THEY HAVE NOT PLACED THAT LICENSE. SO THEY APPLY. THEY PAY A FEE, THEY RENEW HERE AT THE STATE, THEY PAY THE STATE FEE, THEY PAY THE MUNICIPAL FEE AND RENEW IT AND IT REMAINS IN POCKET. SO THIS NEW LAW IS GOING TO CHANGE THAT. HOWEVER THEY'RE GRANTING THEM ONE MORE YEAR OF GRACE PERIOD TO ALLOW THAT FOR THE INACTIVE LICENSE. WE HAVE SIX OF THEM.

IT'S NOT JUST TO THE NEXT MUNICIPALITY JUST BECAUSE, OKAY, I JUST, YOU KNOW, WANT TO MAKE SURE THAT THAT'S, THERE IS A PROCESS. YEAH. OKAY BUT IT'S SPECIFIC TO THE CONSUMPTION LICENSES ONLY.
