HEALTH OFFICER COMMENTS WE'RE GONNA MOVE. SHE HAS QUITE A FEW THINGS TO TELL US ABOUT. UM SO I'LL START WITH THE DRAFT STRATEGIC PLAN. WE ARE WORKING. WE ARE WORKING WITH A 2020 2025 STRATEGIC PLAN DRAFT AND OUR STAFF HAS BEEN WORKING DILIGENTLY IN COLLECTING THE DIFFERENT OBJECTIVES FROM DIFFERENT AREAS THAT WERE RESPONSIBLE FOR NOW TYPICALLY, THE BOARD OF HEALTH ACTS AS THE PLANNING COMMITTEE FOR THE STRATEGIC PLANNING PROCESS. NOW THIS IS SORT OF TOWARDS THE TAIL END OF THE OUR CURRENT FIVE YEAR CYCLE, BUT I THINK IT'S STILL IMPORTANT FOR US TO HAVE A FINAL DRAFT. IT'S ALSO ONE OF OUR ACCREDITATION. UM REQUIREMENTS SO I WOULD WANT TO GET THAT, YOU KNOW, PAST. UM SO THE DRAFT STRATEGIC PLAN IT ENTAILS COLLECTING, COMPILING. GOLDEN OBJECTIVES FROM VARIOUS AREAS AND THEY INCLUDE ARE HEALTHIER, SOMERSET. COMMUNITY HEALTH IMPROVEMENT PLAN. THAT'S A COUNTYWIDE PLAN THAT HAS A LIST OF ALL OF THE DIFFERENT GOALS AND OBJECTIVES THAT WE SHOULD AIM TO IMPLEMENT IN THE IN IN A THREE YEAR CYCLE. NOW NOT ALL OF THE GOALS AND OBJECTIVES IN THAT HEALTHIER SUMMER, SAID CHIP AS WE CALL IT, OUR FOR THE MONTGOMERY HEALTH DEPARTMENT, BUT WE HAVE ADOPTED SOME OF THOSE GOALS AND OBJECTIVES. UM AS PART OF OUR STRATEGIC PLAN, SO WE HAVE OBJECTIVES FROM HEALTHIER SOMERSET. THERE'S ALSO OBJECTIVES FROM SUSTAINABLE NEW JERSEY SUSTAINABLE NEW JERSEY THEY HAVE THESE DIFFERENT MODULES WHERE TOWNSHIP CAN PARTICIPATE BY. UM FULFILLING THOSE OBJECTIVES AND THEN DEPENDING ON HOW MANY POINTS WE WILL BE ACQUIRED, WE GET PUT INTO DIFFERENT CLASSIFICATIONS. WE HAVE THE I THINK IT'S BRONZE SILVER. THEY HAVE A GOLD HEALTH AWARD TWO, WHICH IS NEW. UM, SO WE'RE GOING TO TRY TO ADOPT SOME OF THOSE OBJECTIVES FROM THE HEALTH MODULE OF SUSTAINABLE JERSEY. THERE'S ALSO UM, OBJECTIVES FROM THE OPIOID SETTLEMENT PLAN THAT WE'RE WORKING ON? THAT AGAIN IS GOING TO ALIGN MANY OF OUR ACTIVITIES FROM MUNICIPAL ALLIANCE MAYORS WELLNESS CAMPAIGN. UM AND YOUTH SERVICES COMMISSION. SO AGAIN, THESE ARE ALL ORGANIZATIONS FOCUSED ON SUBSTANCE USE PREVENTION, MENTAL HEALTH AND WELLNESS. UM SO THAT'S GOING TO BE A SEPARATE AREA OF FOCUS FOR US AS IT RELATES TO EDUCATION

AND PROGRAMS IN TOWN. UM AND THEN THERE'S ALSO EQUITY FOCUSED OBJECTIVES FROM THE PUBLIC HEALTH ACCREDITATION BOARD. AND SO THAT WILL BE A HEAVIER LIFT WHERE WE WILL NEED YOUR GUIDANCE . IT WILL INCLUDE HELPING US FORMALIZE SOME OF OUR STANDARD OPERATING PROCEDURES. SOME OF OUR PLANS THAT WE HAVE, UM AND. UM AND GIVING US GUIDANCE ON HOW WE CAN INCORPORATE EQUITY INTO SOME OF OUR ACTIVITIES AS PART OF WHAT WE'RE ALREADY DOING IN THE HEALTH DEPARTMENT. SO I REALLY JUST WANTED TO GIVE YOU A BRIEF OVERVIEW OF WHAT WE ARE CURRENTLY WORKING ON. AND THEN I WILL, UM PROVIDE MONTHLY UPDATES AT OUR BOARD OF HEALTH MEETINGS. AS WELL AS SHARE THE STRATEGIC PLAN DRAFT WITH YOU SO THAT YOU YOU KNOW TO, YOU KNOW, TO LOOK OUT FOR THAT. AND IF YOU'RE INTERESTED IN BEING MORE INVOLVED, YOU'RE ALSO WELCOME TO JOIN ANY OF THE HEALTHIER SOMERSET WORKING GROUPS, SO I'LL INCLUDE INFORMATION ABOUT THAT AS WELL. UM. AND THEN THERE'S ALSO AN OPPORTUNITY TO HELP US REVISE OR UPDATE OUR MISSION VISION AND GOALS FOR THE HEALTH DEPARTMENT IF THE BOARD DEEMS IT NECESSARY, SO WE CAN'T EVEN DISCUSS THAT AT THE NEXT MEETING, TOO. THAT'S. QUESTION ABOUT THIS. DO YOU ALIGN THE STRATEGIC PLAN WITH COUNTY AND THE STATE OR YES, YES. SO THERE WE DO ALIGN CERTAIN OBJECTIVES SO TECHNICALLY WITH THE STATE WE'RE SUPPOSED TO ADOPT OBJECTIVES FROM HEALTHY NEW JERSEY 2030 THAT HASN'T BEEN FINALIZED YET. SO IN LIEU OF NOT HAVING THAT WE ARE USING HEALTHY PEOPLE 2030. UNTIL YOU KNOW WE HAVE A COMPLETE NEW JERSEY PLAN THAT WE CAN WE CAN USE AND FOR THE COUNTY WHERE USING THE HEALTHIER SOMERSET PLAN, SO THERE ARE GOALS AND OBJECTIVES FROM THAT COUNTY LEVEL. PLAN THAT WE CAN WE CAN ADOPT. SO I THINK WE'VE ADOPTED ABOUT LIKE MAYBE AROUND A DOZEN OR SO OBJECTIVES FROM THE COUNTY. UH, THE COUNTY CHIP DOCUMENT. AND UM , AND THEN THERE'S ALSO ROOM FOR MONTGOMERY TO INCORPORATE SOME OF OUR OWN HYPERLOCAL NEEDS IN THIS PLAN, AND THOSE ARE GOING TO BE FOCUSED AROUND MENTAL HEALTH, SUBSTANCE USE PREVENTION MAYORS WELLNESS CAMPAIGN, SO THERE'S OPPORTUNITY AND SPACE TO MAKE IT OUR OWN, TOO, AND WE CAN INCORPORATE THAT INTO OUR MONTGOMERY STRATEGIC PLAN. UM. AND SUSTAINABLE JERSEY ACTIVITIES ARE ALSO VERY MONTGOMERY SPECIFIC. SO THOSE OBJECTIVES WILL FOCUS ON. YOU KNOW, IT WAS ASKING THAT QUESTION IS THAT IF WE ALIGN THAT WITH STATE AND COUNTY COUNTY, THERE ARE SOME FUNDING OPPORTUNITIES OR SOMETHING FOR THE PLAN THEMSELVES, FIND THE DARK, SO THAT'S WHAT I WAS THINKING. HOW THAT IN MIND WHETHER THERE IS OR NOT? I DON'T KNOW, BUT I THINK THERE THERE IS IN TERMS OF IN THE COUNTY PLAN IF THEY'VE IDENTIFIED PARTNERS WHO HAVE FUNDING FOR CERTAIN PROGRAMS, ESPECIALLY MENTAL HEALTH PROGRAMS. CHRONIC DISEASE MANAGEMENT PROGRAM, CERTAIN OTHER EVIDENCE BASED PROGRAMS AND IF WE ADOPT THOSE THOSE OBJECTIVES, YOU KNOW WE CAN REACH OUT TO THOSE PARTNERS AND THEY CAN COME OUT AND DO THOSE PROGRAMS FOR FREE FOR US AS LONG AS THEY HAVE FUNDING AND, UM, STATE LEVEL I'M NOT SO SURE IF YOU KNOW WHAT THEY HAVE SPECIFICALLY, BUT WE RELY MORE ON OUR REGIONAL AND COUNTY PARTNERS. TO HELP WITH THOSE OBJECTIVES. THANKS, MHM. SO THEN, AS PART OF OUR STRATEGIC PLAN, ONE OF THE THINGS WE WANT TO DO IS TO FORMALIZE A HEALTH DEPARTMENT DATA COLLECTION PLAN. SO YOU KNOW WHAT WE NORMALLY DO IS BASED ON ISSUES THAT ARE IDENTIFIED OR NEEDS THAT ARE IDENTIFIED. WE USUALLY DO. UM, IT'S EITHER QUALITATIVE DATA COLLECTION BY DOING EITHER FOCUS GROUPS. KEY INFORMANT INTERVIEWS OR EVEN JUST COLLECTING ANECDOTAL INFORMATION FROM COMMUNITY PARTNERS AS WE'RE GOING OUT TO MEETINGS AND DOING PROGRAMS TALKING TO PEOPLE HEARING THEIR CONCERNS, BUT WE DON'T HAVE PROOF OF FORMAL PLAN. I KNOW IN THE PAST, WE'VE ALSO HAD HIGH SCHOOL VOLUNTEERS DO THEIR OWN SURVEY AND PRESENT THOSE RESULTS BECAUSE WE DIDN'T HAVE ACCESS TO MORE FORMAL AND RELIABLE SURVEY DATA, SO. ONE OF THE THINGS THAT WE WOULD WANT TO DO IS TO HAVE A MORE FORMALIZED PLAN THAT MAYBE YOU CAN EVEN OUTLINE WHAT KINDS OF DATA SHOULD THE HEALTH DEPARTMENT BE COLLECTING, YOU KNOW, LIKE SOCIAL DETERMINED DETERMINANTS OF HEALTH RELATED DATA MENTAL HEALTH DATA BECAUSE THE STRUGGLE HAS BEEN HAVING GOOD HYPERLOCAL DATA THAT WE CAN USE TO JUSTIFY PROGRAM NEEDS OR EVEN APPLY FOR FUNDING FOR GRANTS. AND AS YOU KNOW, I THINK THE MENTAL HEALTH

NEEDS AS WE, YOU KNOW, SEE THEM GROWING. WE'RE GOING TO NEED TO TRY TO FIND, UM SOME SOME FUNDING. WE HAVE OPIOID SETTLEMENT FUNDING RIGHT NOW. BUT IT WILL HELP IF WE HAVE OUR OWN HYPERLOCAL DATA TO GO OFF OF SO WE'LL PROBABLY REACH OUT TO THE BOARD TO HELP WITH THAT, TOO, TO HELP US. AND THEN GRANT UPDATES. SO WE ARE. CURRENTLY WORKING WITH OUR STRENGTHENING GRAND THAT'S THE PUBLIC HEALTH, UM, STRENGTHENING LOCAL PUBLIC HEALTH GRANT THROUGH THE STATE.

YOU KNOW SOME SORT OF CONTINUATION OF THE COVID GRANTS. UM THE FOCUS. FOR THIS GRANT IN TERMS OF DELIVERABLES IS GOING TO BE PROVIDING EDUCATION FOCUSED AROUND VECTOR BORNE DISEASES. UM RESPIRATORY VIRUSES AND FOODBORNE DISEASES. UM AND SOME OF THE MAIN DELIVERABLES ARE GOING TO BE PROVIDER OUTREACH AND, UM. FOR FOODBORNE DISEASES FOCUSING ON THE RESTAURANTS, PROVIDING MORE TRAININGS TO THEM AND CREATING EDUCATION PACKETS AND TRAINING FOR THE STAFF AT THESE RETAIL FOOD ESTABLISHMENTS AND ALSO EVEN HAVING SOME TYPE OF, UM.

SOMETIMES SOME TYPE OF EDUCATIONAL MATERIAL WHERE WE ARE BEING MORE PROACTIVE AND LETTING PEOPLE KNOW WHAT TO DO WHEN THERE ARE YOU KNOW SITUATIONS LIKE POWER OUTAGES OR WATER MAIN BREAKS BECAUSE WE'VE HAD SITUATIONS IN THE PAST. UM WITH RETAIL FOOD ESTABLISHMENTS, AND WE WANT THEM TO KNOW AND WE WANT TO BE PROACTIVE AND LET THEM KNOW THAT YOU KNOW, WHEN THINGS LIKE THIS HAPPEN, WE DO HAVE TO ENFORCE THE LAW. AND THERE ARE CERTAIN THINGS THAT WE JUST CANNOT DEVIATE FROM, LIKE, SO WE WANT TO BE AS PROACTIVE AS POSSIBLE WITH THAT, SO THAT WILL YOU KNOW, WILL INCLUDE SOME OF THAT EDUCATION. YEAH AS PART OF THIS GRANT, WHICH WILL HELP US WHILE WE HAVE FUNDING FOR IT. UM, SO THAT THAT'S IT FOR THE GRANTS, AND I'LL SHARE OUR INFRASTRUCTURE. UM FUNDING. UM. MAYBE AT THE NEXT NEXT MONTH SUPPORT OF HEALTH MEETING SO I'LL HAVE ALL OF THE BUDGETS FOR YOU GUYS. YOU CAN SEE HOW WE'VE SPENT THE PREVIOUS FISCAL YEAR GRANT MONEY AND WHAT WE HAVE WHAT WE'RE WORKING WITH CURRENTLY. WE DON'T HAVE ANY INFORMATION FOR NEXT FISCAL YEAR YET. AND WE'RE NOT SURE IF WE'RE GOING TO HAVE THAT FUNDING. UM BUT WE WILL TRY TO MAKE USE OF WHAT WE HAVE RIGHT NOW IN TERMS OF OBTAINING EDUCATIONAL MATERIALS, SUPPLIES GIVEAWAYS WHILE WE HAVE FUNDING FOR IT. WHAT WHAT TENDS TO HAPPEN IS MOST HEALTH DEPARTMENTS DO THE USE THIS GRANT FUNDING TO GET ALL OF THE SUPPLIES THEY NEED AND WE TRY TO MAKE IT LAST A COUPLE OF YEARS BECAUSE WE DON'T KNOW WHEN WE'LL HAVE THE NEXT ROUND OF FUNDING. SO YOU DON'T KNOW WHAT GRANT FUNDING YOU'RE GETTING NEXT YEAR. OKAY? YEAH.

MM AND NOT USING IT TOWARDS WHAT IT MEANS WHAT IT WAS INTENDED FOR, AND SO THERE'S A LOT OF ATTENTION ON THIS. AND UM MANY MUNICIPALITIES ARE LOOKING FOR GUIDANCE BECAUSE THEY'RE JUST NOT SURE HOW TO GO ABOUT SPENDING THIS MONEY SOME MUNICIPALITIES HAVE, YOU KNOW THEY HAVE DELEGATED THIS RESPONSIBILITY TO THEIR HEALTH DEPARTMENTS. OTHERS ARE YOU KNOW, THEY REALLY DON'T KNOW. SO UM BUT WHAT WE WANT TO MAKE SURE IS THAT OUR APPROACH TO SPENDING THE OPIOID SETTLEMENT FUNDING IS, UM TRANSPARENT. AND THAT WE HAVE A FORMALIZED PLAN THAT'S APPROVED BY THE BOARD, AND WE WILL ALSO, YOU KNOW ANY PLANS THAT WE CREATE WILL BE IN PARTNERSHIP WITH THE MUNICIPAL ALLIANCE, AND THEN WE'LL BRING IT TO THE BOARD FOR FINAL APPROVAL BEFORE WE DO THAT. WHO'S RUNNING THAT? WHO'S RUNNING THIS PUBLIC INFORMATION? THE SOMERSET COUNTY DEPARTMENT OF HUMAN SERVICES. HMM SO THEY'LL HELP YOU DISLIKE IT.
