EVERYBODY THAT AS THEY WERE DRIVING IN, THERE WAS SOME PINK RIBBONS AROUND THE TREES, SO THE FIRST ITEM OF BUSINESS IS A PROCLAMATION RECOGNIZING OCTOBER AS BREAST CANCER AWARENESS MONTH , WHEREAS OCTOBER IS NATIONAL BREAST CANCER AWARENESS MONTH, AN ANNUAL CAMPAIGN DEDICATED TO RAISING AWARENESS ABOUT BREAST CANCER, AND WHEREAS NATIONAL BREAST CANCER AWARENESS MONTH AIMS TO ENHANCE PUBLIC UNDERSTANDING OF THE SIGNIFICANCE OF EARLY DETECTION AND TREATMENT AND WHEREAS DESPITE RESEARCH HIGHLIGHTING MENU MAMMOGRAPHY AS THE MOST EFFECTIVE MEANS OF DETECTION TO REDUCE MORTALITY RATES, MANY WOMEN DO NOT UNDERGO REGULAR SCREENINGS. AND WHEREAS A PIVOTAL MESSAGE IN THE AWARENESS CAMPAIGN IS THE AMERICAN CANCER SOCIETY RECOMMENDATION FOR WOMEN TO RECEIVE ANNUAL IMMIGRANT SCREENING, STARTING AT AGE 40, WHEREAS THE NATIONAL CANCER INSTITUTE ESTIMATES THAT IN THE UNITED STATES OVER 270 POINT THAT'S A BIG NUMBER. SORRY 297,700 WOMEN IN 2800 MEN WILL RECEIVE A BREAST CANCER DIAGNOSIS THIS YEAR WITH OVER 43. 1007 100 WOMEN SUCCUMBING TO THE DISEASE. AND WHERE IS BREAST CANCER AFFECTS NOT ONLY ONE IN EIGHT WOMEN BUT APPROXIMATELY ONE IN 1000 MEN DURING THEIR LIFETIMES. AND WHEREAS EARLY DETECTION METHODS LIKE MAMMOGRAPHY AND CLINICAL BREAST EXAMS HAVE THE POTENTIAL TO REDUCE THE BREAST CANCER MORTALITY RATE BY APPROXIMATELY 30% NOW THEREFORE BE. IT PROCLAIMED THAT THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF MONTGOMERY COUNTY OF SOMERSET, NEW JERSEY, HEREBY RECOGNIZES OCTOBER 2023 AS BREAST CANCER AWARENESS MONTH AND ENCOURAGES ALL CITIZENS TO INCREASE THEIR KNOWLEDGE AND UNDERSTANDING OF THE IMPORTANCE OF EARLY DETECTION. AND TREATMENT OF BREAST CANCER AND DEMONSTRATES CONTINUED SUPPORT BY DISPLAYING PINK RIBBONS THROUGHOUT THE MUNICIPAL COMPLEX AND AUTO KAUFMAN COMMUNITY CENTER DURING THIS MONTH. 2023 DEVELOPMENT STATUS. WE TRIED TO DO THESE STATUSES WINTER TWICE A YEAR IF WE CAN JUST TO FIND OUT GIVE EVERYBODY THE PUBLIC OURSELVES STATUS OF WHAT'S GOING ON WITH SOME OF THE DEVELOPMENT THAT'S HAPPENING HERE IN MONTGOMERY TOWNSHIP, SO I'LL TURN OVER TO YOU. LAURIE.

OKAY? GOOD EVENING, EVERYONE. LAURIE SOVEREIGN TOWN ADMINISTRATOR AND YOU'RE PLANNING DIRECTOR SO HAPPY TO BE BACK THIS YEAR TO GIVE YOU A STATUS OF DEVELOPMENT UPDATE. I DECIDED TO START THIS YEAR WITH SO IT'S NICE TO BE REMINDED OF SOME OF THE WONDERFUL THINGS GOING ON IN MONTGOMERY TOWNSHIP THAT REALLY WHAT EVERYONE VALUES SO THIS IS A SLIDE WE HAD PREPARED FOR PRESENTATION A FEW YEARS AGO, BUT JUST REFLECTING ON SOME OF THE NATURAL AREAS THAT WE HAVE PRESERVED, UM BEAUTIFUL VISITORS AND PARKS AND OUR HISTORICAL BUILDINGS, SO IT'S A NICE PLACE TO START. I THINK THANK YOU. THERE'S A FEW KEY THINGS RIGHT BEFORE WE JUMP INTO IT THAT I WANTED TO REMIND EVERYONE OF IN TERMS OF SOME KEY PRINCIPLES. POLICIES THAT ARE DECADES LONG FROM THE TOWNSHIP. UM THIS MAP JUST SHOWS YOU THAT THE MAJORITY AS YOU KNOW OF MONTGOMERY TOWNSHIP IS RESIDENTIAL 92% OF OUR LAND AREA IS ZONED RESIDENTIAL HAS DEVELOPED AS RESIDENTIAL. THE OTHER CRITICAL PIECE AND SETTING POLICY AND MANAGING GROWTH IN MONTGOMERY HAS BEEN ARE VERY AGGRESSIVE, OPEN SPACE AND FARMLAND PRESERVATION PROGRAM, UH, ALSO DATING BACK DECADES. AND SO THIS MAP REFLECTS SO MUCH OF THE AREA OF THE TOWNSHIP, NEARLY 40. WHAT ARE WE AT NOW? 39% ISN'T OBSERVED. SO DEFINITELY 1 39% MUNICIPALITIES , UM IN THE STATE. AND LASTLY, THE ANOTHER WAY THAT THEY HAVE, AND WE HAVE MANAGED GROWTH OVER DECADES HAS BEEN RESTRICTING WHERE CERTAIN TYPES OF DEVELOPMENT WOULD BE PERMITTED IN THE TOWNSHIP. YOU KNOW, WE HAVE LIMITED ROADWAY ACCESS. WE HAVE ROUTE TWO OR SIX. WE HAVE COUNTY ROUTE 5 18 COUNTY ROUTE 601 AND THEN PREDOMINANTLY JUST RESIDENTIAL KIND OF RURAL RESIDENTIAL ROADS. AND SO THESE SEWER SERVICE AREAS, THESE ARE OUR WASTEWATER MANAGEMENT AREAS IN THE TOWNSHIP. AS YOU CAN SEE , THE ENTIRE TOWNSHIP IS NOT ON SEWER WERE PREDOMINANTLY ON SEPTIC. AND SO THAT HAS ALSO BEEN ONE OF THE GROWTH MANAGEMENT TOOLS THAT THE TOWNSHIP HAS USED. AND SOMETHING THAT WE HAVEN'T TALKED ABOUT IN A WHILE BUT ALSO DATES BACK.

DECADES IS THE PLANNING NOTION THAT WE HAVE TWO MAIN NODES OF DEVELOPMENT. BELLAMY NODE, WHICH IS AT THE INTERSECTION OF TOP OF THE TOWNSHIPS AT THE INTERSECTION OF BELLE MEADE, GREG'S TOWN ROAD INTO 06 AND THE ROCKY HILL NOTE AT COUNTY 5, 18 AND ROUTE 206. SO THERE'LL BE A FEW CATEGORIES. WE'LL TALK ABOUT THE FIRST CATEGORY IS THOSE PROJECTS UNDER THE CONSTRUCTION RIGHT NOW. SO WE HAVE THE SOMERSET AT MONTGOMERY. THIS IS JUST NORTH OF THE MOVIE THEATER IN MONTGOMERY SHOPPING CENTER. THAT IS PART OF OUR AFFORDABLE HOUSING PLAN. SO IT DOES HELP US MEET THE TOWNSHIPS STATE MANDATE FOR AFFORDABLE HOUSING. IT HAS 92 MARKET RATE IN 23 AFFORDABLE APARTMENTS. UM THEY BUILT THE PICTURE ON THE BOTTOM SHOWS THE ORIGINAL OFFICE BUILDING. WHAT WAS THEIR DATING BACK? YOU KNOW THAT BUILDING WAS BACK BUILT IN THE SIXTIES. IT WAS 38,000 SQUARE FEET, SO IT'S A REDEVELOPMENT OF A PIECE OF PROPERTY THAT ONE OF THE PRIMARY UM ANOTHER THING BESIDES PROVIDING FOR AFFORDABLE HOUSING IS IT'S IN AN AREA WHERE THERE IS ACCESS TO PUBLIC TRANSIT. AND UM, WALKABLE AREA FOR PEOPLE, JOBS AND SHOPPING. AND THIS WAS ADDED TO OUR MASTER PLAN IN 2008 , AND THE ZONING WAS ENACTED IN 2018. SO IT HAS PEOPLE IF YOU DRIVE BY NOW, YOU'VE BEEN WATCHING THE CONSTRUCTION HAPPEN . AND SO THEY ANTICIPATED COMPLETION DATE IS NEXT YEAR SOMETIME PEOPLE ARE VERY INTERESTED IN WHEN IT MIGHT OPEN. SO WE'RE GETTING A LOT OF CALLS ABOUT THAT. SO IT'S SOMETIME NEXT YEAR. MONTGOMERY CROSSING, SO THIS HAS BEEN UNDER CONSTRUCTION SINCE 2022. WE ANTICIPATE COMPLETION NEXT YEAR . UM IT'S 100 AND SEVEN TOWN HOMES 40 CONDOMINIUMS BY CHARBEL DEVELOPMENT. THIS IS IN THE FORMER RESEARCH RESEARCH. DR. NOW IT'S VILLAGE DRIVE. PREVIOUSLY THE ORIGINAL OFFICE BUILDING FROM THE SEVENTIES IS THERE THAT WAS THE KEPT NO TRIGO CONSULTANT'S OFFICE BUILDING.

MEET THAT STATE MANDATE AND THERE ARE LOOP ROADS BEING CONSTRUCTED BY THE DEVELOPER TO ALLEVIATE TRAFFIC CONGESTION, WHICH WAS PART OF A 2002 TRAFFIC CIRCULATION PLAN ELEMENT. THIS PARTICULAR PROJECT WAS INCLUDED IN THE MASTER PLAN BACK IN 17 2017 THE ZONING AT THE SAME TIME AND THEN RECEIVED APPROVAL SHORTLY THEREAFTER. I KNOW THERE WAS KIND OF A, UH, THE CONSTRUCTION OF THE ROAD HAS REALLY BEEN ONE OF THE THINGS THAT BEEN OF CONCERN BECAUSE IT WAS IT STAGED INTO DIFFERENT PHASES FOR PHASES TO IT, AND I DO KNOW WE, UH BEEN PUSHING THAT ALONG FASTER THAN WE SHOULD. SO, DO YOU HAVE ANY UPDATE ON THAT VILLAGE ROAD? UM. WE'VE BEEN FOCUSED ON OPENING BRACKNELL. THAT'S THE INNER LOOP ROAD. AND SO THAT HAS A LITTLE BIT OF A DELAY ON SOME MATERIALS OF THE GUIDE RAIL THAT NEEDS TO BE UPGRADED. NOW I'M TALKING ABOUT BRETT NOW, RIGHT? THAT'S WHERE WE'VE BEEN. UM, THIS ALSO IS HAS BOTH LOOP ROADS IT HAS VILLAGE DRIVE. WHICH THEY'VE COMPLETED AND BRACKNELL, WHICH IS, UM VILLAGE DRIVE ISN'T COMPLETED THEIR PORTION OF THE PROPERTY LINE, RIGHT, MHM. UM AND ONE THING OF NOTE. THIS PROJECT HAS 40 CONDOMINIUM UNIT BUILDING THAT IS NOT YET CONSTRUCTED THE DEVELOPERS COMING BACK TO THE PLANNING BOARD TO SEEK AN AMENDMENT TO MODIFY THAT TO REDUCE THE TOTAL NUMBER OF UNITS FROM 40 TO 20, THOSE WOULD BECOME 20 TOWN HOMES, AND THAT'S AN ACTIVE APPLICATION RIGHT NOW.

THE NEXT PROJECT IS THE ADJACENT VILLAGE WALK, ALSO UNDER CONSTRUCTION. UM IT IS 54,000 SQUARE FEET OF RETAIL, ONE OF THE BUILDINGS THAT'S NOT YET BUILT AS A MIXED USE BUILDING SO IT WILL HAVE APARTMENTS ABOVE FIRST FLOOR. RETAIL IT WILL HAVE 45 MARKET RATE IN 11 AFFORDABLE APARTMENTS. THIS PROJECT BY PUGLISI PROPERTIES. UM IT WAS PREVIOUSLY IF YOU REMEMBER DEVELOPED AS VILLAGE SHOPPER, ONE AND TWO, WHICH CONTAINED 31,000 SQUARE FEET OF RETAIL, AND WE HAVE A PICTURE OF THE ORIGINAL VILLAGE SHOPPER. THAT WAS THE BUILDING WHERE MRS CHOW'S WAS REMEMBER THAT AND SO THIS ALSO HELPS US MEET OUR STATE MANDATE FOR AFFORDABLE HOUSING. IT'S IN OUR HOUSING PLAN BACK FROM 2017. AND IT PROVIDES LOOP ROADS THAT ARE BEING CONSTRUCTED BY THE DEVELOPER. THEY'RE HALF OF THOSE TWO LOOP ROADS THAT WE TALKED ABOUT VILLAGE DRIVING AND BRACKNELL BOULEVARD. BUT VILLAGE DRIVE DOESN'T GET COMPLETED UNTIL THE END OF PHASE THREE. UH IT'S B IT IS BEFORE PHASE THREE TO THE TWO PADS SITES, RIGHT? WHICH YOU'RE COMING UP NEXT. YEAH. GLAD WE'VE BEEN PUSHING FOR THAT, AND THAT WAS WHEN THEY CAME IN FOR A RE PHASING THAT, UM, THAT HAPPENED AND THAT'S WHEN THE PLANNING BOARD, UM MODIFIED THAT SO THOSE THAT ARE APPROVED BY OTHER THE PLANNING BOARD OF THE ZONING BOARD, BUT NOT YET UNDER CONSTRUCTION. MONTGOMERY SENIOR APARTMENTS. THIS IS THE RPM DEVELOPMENT.

IT'S 100% AFFORDABLE FOR SENIOR CITIZENS. IT WILL BE 70 UNITS, ALL ONE BEDROOM. HERE AT THE MUNICIPAL COMPLEX IT'S IN. IT'S THE YELLOW FOOTPRINT THAT YOU SEE ON THE AERIAL MAP, AND THAT IS IN ONE OF THE LOCATIONS OF THE FORMER A FORMER BUILDING THAT WAS ON THIS SITE WHEN IT WAS OWNED BY CONVERT TECH. AND ALSO OBVIOUSLY HELPS MEET OUR STAND, BEAT STATE MANDATE OF AFFORDABLE HOUSING. IT'S ONE OF THE EARLIER ZONE YOU CAN SEE FROM BACK FROM THE SEVENTIES THAT ZONING FOR APARTMENT TOWNHOUSES WAS CREATED AND THEN AMENDED IN 1985 TO REQUIRE A SET ASIDE FOR AFFORDABLE HOUSING. SO THIS IS PART OF OUR AFFORDABLE HOUSING PLAN. IT HELPS US MEET OUR STATE MANDATE. IT'S BEING DEVELOPED ON 20 ACRES OF A 72 ACRE PARCEL AND THE REST WILL BE PRESERVED. 122 TOWN HOMES THERE'S A. PICTURE OF WHAT THE TOWN HOMES WOULD LOOK LIKE, ROUGHLY AND 32 AFFORDABLE APARTMENTS AND RIGHT NOW, THEY WHILE THEY DO HAVE PLANNING BOARD APPROVAL THEY ARE UNDER REVIEW BY DEP FOR THEIR STORMWATER MANAGEMENT PLAN. AND SO THAT'S WHERE THAT PROJECT IS . IF THEY RECEIVED THAT APPROVAL, THEN THEY WOULD BE READY TO MOVE TOWARDS CONSTRUCTION IN SPRING OF 2024 IS WHAT WE POSSIBLY INTO PARTICIPATE. GROUNDBREAKING IT IS APPROVED NOT YET CONSTRUCTED ITS 162,000 SQUARE FEET OF RETAIL THAT INCLUDES THE WHOLE FOODS. THEY CAME BACK TO THE PLANNING BOARD OF I'M TRYING TO REMEMBER. I DON'T THINK I HAVE IT UP ON THE TIMELINE. TWO PHASE THE PROJECT , SO IT'S AN ADDITIONAL 127,000 SQUARE FEET. THE REAR PORTION OF THE PROJECT. UH IS A FUTURE PHASE POTENTIAL FOR ADDITIONAL RETAIL. BUT BECAUSE WHOLE FOODS WAS PART OF THE PROJECT, THEY WERE ABLE TO MAKE IT WORK. THEY WEREN'T ABLE TO LEASE THE ENTIRETY OF THE PROJECT. THEY DECIDED TO MOVE FORWARD WITH A MULTIPHASE PROJECT. THERE'S ALSO , UM 30 SOMETHING SINGLE FAMILY HOMES THAT KIND OF SERVE AS A BUFFER 29. I THINK WE GOT IT DOWN TO 2029 AND THAT SERVES AS A BUFFER BETWEEN THE EXISTING RESIDENTIAL HOMES ON 18 AND THE RETAIL. THERE'S TWO LOOP ROADS THAT WILL BE CONSTRUCTED AS PART OF THIS PROJECT. UM THERE'S NO AFFORDABLE HOUSING BEING BUILT, BUT THEY ARE REQUIRED TO POST MONEY TO OUR AFFORDABLE HOUSING TRUST, WHICH THEN WE ARE ABLE TO USE TO HELP. OFFSET COSTS RELATED TO DEVELOPMENTS THAT ARE 100% AFFORDABLE THAT DON'T HAVE A MARKET RATE COMPONENT THAT HELPS, UM, FINANCE THESE PROJECTS. THE ASSISTED LIVING PROJECT THAT WAS RECENTLY APPROVED BY THE PLANNING BOARD WAS PART OF THE ORIGINAL R H, UM , THIS IS THE AGE RESTRICTED HOUSING. DEVELOPMENTS THAT YOU SEE. SO IT WAS IT HAD HILLSIDE. UM TAPESTRY HILLSIDE IS ACTUALLY PHASE TWO OF TAPESTRY. THEY WERE BOTH SUPPOSED TO BE RESTRICTED, BUT THE STATE AT THE TIME HAD ENACTED LEGISLATION THAT ALLOWED DEVELOPERS TO, UM, TRY AND LIFT THE REGISTRATION RESTRICTIONS.

THE AGE RESTRICTION AND THEY WERE ABLE TO DO THAT BACK THEN. AND SO PART OF THAT OVERLAYS OVER PART OF THAT ZONE. I THINK THERE'S A CONSTRUCTION TRAILER OUT ON THE SITE, SO YOU CAN SEE WHERE IT'S COMING. SO APPLICATIONS THAT ARE UNDER REVIEW, BUT NOT YET APPROVED BY A LAND USE BOARD IS OUR FINAL CATEGORY.
