THE FUTURE. THANK YOU. THE FIRST . THE SECOND ITEM ON THE AGENDA IS A PRESENTATION ON DEVELOPMENT . THERE'S BEEN A LOT OF QUESTIONS AND SO, UM YOU'RE GOING TO LEAD IT FROM THERE. ARE YOU GOING TO LEAVE IT HERE? SOUNDS GOOD. RIGHT? STARTED GOOD EVENING, EVERYONE. I'M IN A NEW LITTLE SPOT TONIGHT. JUST SO THAT EVERYONE CAN SEE ME AND HEAR ME CLEARLY SOME LAURIE SOVEREIGN IN THE TOWNSHIP ADMINISTRATOR AND ALSO THE PLANNING DIRECTOR HERE IN MONTGOMERY, SO WE WANTED TO PROVIDE A STATUS OF THE DEVELOPMENT GOING ON IN THE TOWNSHIP. WE WENT BACK TO THE PROBABLY THE PAST FEW YEARS, SO WE'LL GIVE YOU A FULL PICTURE OF EVERYTHING. I DID WANT TO FOR BREVITY BECAUSE I KNOW I CAN GO ALONG ABOUT THIS TOPIC. UM THERE WAS A PRIOR PRESENTATION THAT WE DID WITH THE TOWNSHIP COMMITTEE BACK IN JUNE OF 2019. IT TALKS A LOT ABOUT THE LAWS THAT WERE PLANNING LAWS, THE LEGAL LEGAL CASES ALL OF KIND OF THE FOUNDATIONAL ASPECTS OF DEVELOPMENT. SO I'M NOT GOING TO TOUCH ON THAT TONIGHT. YOU'RE WELCOME. AND YOU CAN GO TO THIS DOCUMENT ON OUR WEBSITE AND TAKE A LOOK AT THOSE SLIDES. UM IT'S UNDER THE PLANNING PAGE, RIGHT? UNDERGROWTH AND LAND USE AND YOU'LL SEE THIS PRESENTATION. SO

WHAT WE'LL DO IS WE'LL JUST GO DEVELOPMENT BY DEVELOPMENT, STARTING FROM THE NORTHERN PART OF THE TOWNSHIP. SO AND THIS WILL BE UPLOADED TO THE WEBSITE AS WELL. SO THE BELLE MEADE PLANNED UNIT DEVELOPMENT THAT ENCOMPASSES FOR PROPER PROJECTS . UM IT'S LOCATED IN BELLE MEADE ON ROUTE 206 AT THE INTERSECTION OF PIKE RUN ROAD. UM WHERE IT COMES OUT TO 206 AND BELLE MEADE, GREG'S TOWN ROAD. THAT'S 152 ACRES TOTAL. IT WAS PREVIOUSLY ZONED LARGE SCALE OFFICE DEVELOPMENT AND RETAIL. SO THIS IS ALL OF THE LAND ADJACENT TO EXISTING PIKE RUN.

DEVELOPER IS THE SAME AS PIKE RUN, AND THEY OWNED THE PROPERTY FOR MANY, MANY YEARS, SO FOR EACH PROPERTY PROJECT THAT WE'RE GOING TO TALK ABOUT, WE'RE GOING TO FOLLOW THIS TIME THIS ALL OF THESE POINTS. SO THE TIMELINE FOR THIS THESE FOUR PROJECTS UH 2014 WAS WHEN WE UPDATED THE MASTER PLAN PRIOR TO THAT. I WON'T GO INTO IT TOO MUCH, I THINK, BUT WE WERE IN LITIGATION WITH THE DEVELOPER. UM AND SO WE CAME TO A SETTLEMENT AGREEMENT AND IT WAS PUT INTO EFFECT IN A MASTER PLAN, WHICH THEN THE ZONING TAKES PLACE FOLLOWING THAT, AND SO THOSE REALLY SET THE BASIS FOR WHAT THE RIGHTS. THE DEVELOPER HAS, UM ONCE THAT'S IN PLACE. THEN THE DEVELOPER PREPARES THEIR APPLICATION TO THE PLANNING BOARD. WE HAVE A PLANNING BOARD IN A ZONING BOARD THERE, THE LEGAL ENTITIES THAT REVIEW THESE TO MAKE SURE THEY ARE IN CONFORMANCE WITH THE ZONING ZONING GETS ADOPTED BY THE TOWNSHIP COMMITTEE, BUT THE ACTUAL PLANS DEVELOPMENT PLANS SITE PLANS, SUBDIVISION PLANS GET REVIEWED AND APPROVED BY THOSE TWO LAND USE BOARDS. UM SO THE PLANNING BOARD APPROVED COUNTRY CLUB ESTATES, WHICH IS 148 SINGLE FAMILY. THE GROVE, WHICH IS THE MIXED USE DEVELOPMENT THAT IS 31,000 SQUARE FEET OF RETAIL IN 27 AFFORDABLE APARTMENTS ABOVE. THAT'S WHERE THE PLIABLE XYZ UM , MONTGOMERY PLACE, WHICH IS WHERE THE CVS IS. THAT'S 100,000 SQUARE FEET OF RETAIL. THEY HAVE DOG TOPIA DAYCARE. THEY HAVE PARIS BAGUETTE COMING IN AND A FEW OTHERS SO THE COSTUME MARKET IS COMING IN. THAT'S AN UPSCALE ASIAN FOOD MARKETS. SO THEY'RE BUILDING OUT. THEY CONSTRUCTED THAT, I THINK, RIGHT PRIOR TO THE PANDEMIC. ACTUALLY, A LOT OF THOSE BUSINESSES THAT SURVIVED.

THE PANDEMIC IN THE GROVE OPENED UP RIGHT RIGHT WHEN THE PANDEMIC HAPPENED. UM AND SO THAT MONTGOMERY PLACES ABOUT 100,000 SQUARE FEET OF RETAIL, AND SO THIS DEVELOPER ALSO BUILT PATHWAYS FOOTBRIDGES, WHICH CAN BE QUITE EXPENSIVE. YOU KNOW, WE HAVE A LOT OF STREAMS, WHICH KIND OF CAN MAKE OUR NEIGHBORHOODS DISCONNECTED AND PUBLIC PLAYGROUNDS AS WELL. AND IF YOU'RE EVER OVER IN THAT AREA, IT IS SO NICE TO SEE HOW MANY PEOPLE ARE WALKING. IF YOU'RE ON COVERT DRIVE, SO THAT WAS ALL PART OF THIS THIS PROJECT AND THIS STATUS OF THESE FOUR PROJECTS IS COMPLETED. AS WE TRAVEL DOWN 206. WE HAVE HARLAND AND VILLAGE SQUARE.

THAT'S SOME TOWNS THAT WILL BE 36 TOWN HOMES AND 11 RENTAL, AFFORDABLE RENTAL APARTMENTS AND SEVEN MARKET RATE RENTAL APARTMENTS THAT IS NOT YET BUILT THAT IS LOCATED AT HARLINGEN ON TWO OH, SIX ACROSS FROM THE DAYCARE. AND IT'S 22 ACRES OF WHICH 12 WILL BE DEDICATED OPEN SPACE. SO IN THE SITE PLAN AT THE BOTTOM, YOU COULD SEE THAT BACK HALF THAT, BUT THAT'S UP TO THE WETLAND AND THE STREAM AREA THAT'LL ALL BE PROTECTED. OPEN SPACE. THE TWO BUILDINGS YOU SEE ON THE TOP LEFT THAT IS THE MARKET RATE TOWN HOME DESIGN AND IN KEEPING WITH US SIMILARLY COMPATIBLE DESIGN ON THE RIGHT WOULD BE THE RENTAL APARTMENTS. THE AFFORDABLE AND THE MARKET RATE WILL BE MIXED IN TOGETHER AND THESE DESIGNS DEVELOPED OVER TIME WITH INPUT FROM WE HAD A DESIGN ADVISORY COMMITTEE THAT HAD RESIDENTS FROM HARLINGEN INVOLVED. SO, UM, THE TIMELINE FOR THIS IS PRETTY EXTENSIVE. IT'S OUR FIRST OF FOR THIS PROJECT AT FIRST APPEARED IN OUR 2008 HOUSING PLAN ELEMENT OF OUR MASTER PLAN. ZONING WAS PUT IN PLACE IN 2010. IT'S BEEN MODIFIED OVER TIME, AND THEN WE'RE ANTICIPATING THEIR PENDING SUBMITTING A DEVELOPMENT APPLICATION TO THE BOARD THAT WOULD PROBABLY TAKE PLACE IN EARLY 2023. THE WE TRAVEL FURTHER SOUTH, I PUT THE OLD IMAGE OF THIS PROPERTY ON BECAUSE I THINK IT HELPS YOU

FIGURE OUT WHERE THINGS ARE ON THE PROPERTY. SO THE RPM THAT'S THE NAME OF THE DEVELOPER. THEY DO AFFORDABLE HOUSING. THIS IS THE 100% SENIOR AFFORDABLE PROJECT THAT'S LOCATED HERE AT THE MUNICIPAL BUILDING. IT'LL BE ROUGHLY ON FOUR ACRES OF LAND. AND IF YOU SEE THE NOTE WHERE IT SAYS THE FORMER CONVICT TECH BUILDING, TOO 200 THAT WAS THE BUILDING THAT HAD BEEN PREVIOUSLY HERE WHERE THEY DID R AND D AND THINGS LIKE THAT PORTION OF THAT AREA WILL BE WHERE THIS BUILDING WILL BE GOING. UM IT'S A PART OF OUR COALITION. GATIEN. I DIDN'T UH AND WHEN I SAY THAT IT'S PART OF OUR AFFORDABLE HOUSING OBLIGATION AND ALL OF OUR AFFORDABLE HOUSING OBLIGATION WAS GONE THROUGH NOW. THE COURT SYSTEM AND LITIGATION, SO THAT'S WHY I PUT THAT IN THERE, BUT IT'S ESSENTIALLY ARE AFFORDABLE HOUSING OBLIGATION. SHOULD EVERYTHING PRIOR ALSO WAS. IT MIGHT NOT HAVE MENTIONED THAT I SHOULD PUT MY GLASSES ON. UM THERE'S 71 AFFORDABLE RENTALS AS I MENTIONED. THOSE ARE FOUR SENIORS 55 OVER. SO THEY HAVE PRELIMINARY APPROVAL FROM THE PLANNING BOARD AND WE ANTICIPATE THEIR FINAL APPLICATION COMING IN IN 2023, BUT WITH PRELIMINARY AND ALL OF THE THINGS THAT HAVE TAKEN PLACE, THEY ARE THAT THEY HAVE VESTED RIGHTS TO DO THIS PROJECT. AND SO THE DESIGN IS WHAT YOU SEE AT THE BOTTOM AND THAT WAS WORKED ON EXTENSIVELY BY THE PLANNING BOARD TO KIND OF COMPLIMENT BUT NOT LOOK EXACTLY LIKE THIS BUILDING BECAUSE THEY WANTED IT TO LOOK LIKE A RESIDENTIAL BUILDING. SO AS WE TRAVEL FURTHER SOUTH, THIS IS THE PLAN MIXED USE DEVELOPMENT. HAD HAD THREE MAIN AREAS. UM THE THREE PROJECTS THAT ARE UNDER CONSTRUCTION RIGHT NOW ARE THE APARTMENTS AT MONTGOMERY CROSSING THAT'S 86 AFFORDABLE RENTALS. UM AND ACTUALLY, I THINK WE CAN PLAY A LITTLE DRONE . I FORGOT TO DO THAT BEFORE. UM AND SO WHAT YOU'RE LOOKING AT IS SOME DRONE FOOTAGE WE HAVE OF THE TOWN HOMES, WHICH ARE 107 TOWN HOMES. THAT'S WHAT CHARBEL IS BUILDING OUT NOW. THAT'S A PUBLIC GREEN SPACE THAT THEY'LL BUILD BUILDING OUT. UM THE 86 AFFORDABLE CZAR IN THE BACKGROUND THERE THEY HAVE 40 CONDOS IN THE FUTURE. THEY HAVEN'T SUBMITTED ANYTHING FOR THAT. AND, UM, WHEN WE FIRST LOOKED PROSS OLD VILLAGE SHOPPER. THAT HAS A MIXED USE COMPONENT IS NOT YET BEEN BUILT . THAT WILL HAVE 45 RENTAL APARTMENTS, MARKET RATE AND 11 AFFORDABLE AND 52,000 SQUARE FEET OF RETAIL, SOME OF WHICH IS BUILT. THAT'S THE STARBUCKS BUILDING THAT YOU SEE OUT THERE NOW. UM ALL OF THESE TOGETHER HAVE THE LOOP ROADS THAT WE'VE TALKED ABOUT SINCE 2002 SO THEY'RE SLOWLY BEING BUILT OUT. THESE ARE THE FINAL SECTIONS OF THE LOOP ROADS THAT WILL ALLEVIATE TRAFFIC AT 5, 18 AND 26 BY ELIMINATING SOME OF THOSE TURNING MOVEMENTS, SO STATUS WISE UP. THE APARTMENTS ARE COMPLETED. MONTGOMERY CROSSING, WHICH IS THE TOWN HOMES THERE UNDER CONSTRUCTION, BUT THEY'RE PRETTY MUCH SOLD OUT. AND VILLAGE WALK IS UNDER CONSTRUCTION. AND THESE WERE ALSO INCLUDED IN OUR AFFORDABLE HOUSING PLAN. SO ACROSS THE STREET FROM THAT IS 13 77 ROUTE 206. THAT'S SOMERSET APARTMENTS OR SOMERSET AT MONTGOMERY. I THINK IT'S OFFICIALLY CALLED IT'S LOCATED ACROSS THE STREET FROM THE PROJECTS WE JUST TALKED ABOUT ON TWO OH, SIX. IT HAD A OFFICE WAREHOUSE. IF YOU REMEMBER YEARS AGO, IT WAS ABOUT 38,000 SQUARE FEET. UM ON THAT PROPERTY. THERE WAS SOME CONTAMINATION OF THE SOIL THERE . AND SO THEY'VE REMEDIATED ALL OF THAT. AND IT'S ON FIVE ACRES . THE TIMELINE FOR THIS PROJECT WAS 2008 AFFORDABLE HOUSING PLAN WAS IDENTIFIED. THE ZONING WAS PUT INTO PLACE IN 2018 AND UM, RECEIVED PLANNING BOARD APPROVAL IN 2020. NOW THAT IT'S 92 MARKET RATE AND 23 AFFORDABLE AND IT'S UNDER CONSTRUCTION, AND SO THE QUESTION WE GET A LOT OF WHAT ARE THOSE TWO TALL TOWERS? THOSE ARE THE ELEVATOR SHAFTS, SO THE WAY THE GRADE IS, IF THE PROPERTY KIND OF SLOPES UP TO THE BACK SO UM IT'S YOU CAN KIND OF TELL IN THEIR ELEVATION THERE . HOW THERE'S YOU KNOW A BASEMENT LEVEL, BUT IT'S ESSENTIALLY 33 STORIES. SO UM, ARE PERENNIAL FAVORITE, THE MONTGOMERY PROMENADE SHOPPING CENTER, AND THEY HAVE 34 SINGLE FAMILY HOMES THAT BUFFER THE EXISTING HOMES ON 5 18. IT'S 289,000 SQUARE FEET OF RETAIL THAT'S ACTUALLY OVER TIME FROM THE VERY FIRST APPLICATION WHEN THEY CAME IN WITH THE STOP AND

SHOP, IT HAS SHRUNK EACH TIME. AND THIS LAST TIME BEFORE THE PLANNING BOARD, THEY UM OR HAVE PHASED IT SO THE WHOLE FOODS AND THE RESTAURANTS THAT WILL BE IN PHASE ONE. THAT'S 162,000 SQUARE FEET OF THE TOTAL PROJECT AND WHAT YOU'RE LOOKING AT IS SORT OF WHAT PHASE ONE WILL LOOK LIKE , AND ALL OF THE LOOP ROADS THAT ARE ASSOCIATED WITH IT. UM THIS PROJECT IS 54 ACRES. IT'S A BENJAMIN BOULEVARD. UM FORMER VOLKSWAGEN DEALERSHIP WAS THERE AND THERE WAS AN OFFICE BUILDING YEARS AGO. THE TIMELINE IS 2003 MASTER PLAN SAME YEAR FOR THE ZONING ORDINANCE, AND THE FIRST APPROVAL WITH THE PLANNING BOARD WAS DAYS BACK TO 2006. WHILE THIS IS NOT PART OF OUR CO A PLAN, UM THEIR AIRPORT HAZARD AREA DOES LIMIT THE AMOUNT OF RESIDENTIAL DEVELOPMENT THAT CAN TAKE PLACE. THEY WILL PAY A KOFI INTO OUR HOUSING TRUST. UM IT'S AS I MENTIONED A PHASED PROJECT AND THEY ARE ANTICIPATING BREAKING GROUND IN THE WINTER OR EARLY SPRING. SO STAY TUNED ON THAT ONE. AND THE LAST ONE I WANTED TO TOUCH ON IS THE HAVEN . THIS IS LOCATED OFF OF RIVER ROAD JUST NORTH OF BLUE SPRING. IT'S UM IF YOU'RE FAMILIAR WITH THE TRAP ROCK COMPANY, THEY HAD THEIR OFFICE, UM, HEADQUARTERS THERE. IT'S 72 ACRES. 20 OF THOSE ACRES ARE BEING DEVELOPED , AND THAT'S SORT OF WITH SUPERIMPOSED. THE DEVELOPMENT PLAN ON TOP OF THE AREA SO YOU CAN SEE WHERE THE EXISTING APARTMENT TOWNHOUSE ZONING IS. SO THIS TIMELINE DATES BACK TO THE 1971 MASTER PLAN. UM AND THEN THE ZONING FROM 1974. ONCE OF THE AFFORDABLE HOUSING REQUIREMENT WAS PUT INTO PLACE. OUR APARTMENT TOWNHOUSE ZONING WAS AMENDED IN 1985 TO REQUIRE THAT 20% SET ASIDE. AND THEN THIS DEVELOPMENT HAPPENED APPROVED IN 2021, SO IT'S 100 AND 22 TOWN HOMES, 32 AFFORDABLE RENTAL APARTMENTS AND 53 ACRES ARE PRESERVED, AND THAT'S ON THE NORTH AND THE SOUTH SIDE OF THAT DEVELOPMENT PLAN. AND THIS IS EXPECTED POTENTIALLY SPRING 2023 CONSTRUCTION. UM I WANTED TO JUST SHOW THIS SLIDE. THE SLIDES ARE AVAILABLE ON OUR WEBSITE THAT IT REALLY DOES SHOW THAT WE ARE PREDOMINANTLY REMAINING A SINGLE FAMILY, YOU KNOW, KIND OF SPRAWLED COMMUNITY AND THERE ARE POCKETS OF MULTI FAMILY HOUSING . THOSE ARE IN THAT MAGENTA PURPLE COLOR. UM.
